Multiple L-1 :- In case of more than one L-1 bidders, tender may be awarded to tenderer having higher bid capacity. In case bid capacity is also the same, tenderer having done more value of similar work in last three previous financial years and the current financial year up to the date of opening of tender may be selected for award. Standard Financial Criteria

For works costing more than Rs.50 Lakhs:The tenderer must have minimum average annual contractual turnover of V/N or "V" whichever is less; where V = Advertised value of the tender in crores of Rupees. N = Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of "total contractual payments" in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. The tenderers shall submit requisite information as per Annexure-VIB, along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/ Certificate from Chartered Accountant duly supported by Audited Balance Sheet. As per Clause 10.1 of Part-I of IRSGCC-April 2022:The tenderer must have successfully completed or substantially completed any one of the following categories of work(s) during last 07 (seven) years, ending last day of month previous to the one in which tender is invited:
- Three similar works each costing not less than the amount equal to 30% of advertised value of the tender, or
- Two similar works each costing not less than the amount equal to 40% of advertised value of the tender, or
- One similar work costing not less than the amount equal to 60% of advertised value ofthe tender. Note for Item 10.1: Work experience certificate from private individual shall not be considered. However, in addition to work experience certificates issued by any Govt. Organisation, work experience certificate issued by Public listed company having average annual turnover of Rs 500 crore and above in last 3 financial years excluding the current financial year, listed on National Stock Exchange or Bombay Stock Exchange, incorporated/registered at least 5 years prior to the date of closing of tender, shall also be considered provided the work experience certificate has been issued by a person authorized by the Public listed company to issue such certificates. In case tenderer submits work experience certificate issued by public listed company, the tenderer shall also submit along with work experience certificate, the relevant copy of work order, bill of quantities, bill wise details of payment received duly certified by Chartered Accountant, TDS certificates for all payments received and copy of final/last bill paid by company in support of above work experience certificate.

Whether required test certificates/samples, if any have been uploaded?
Tenderers are requested to ensure the uploading of mandatory documents under the relevant tabs as per check list and put(tick) mark wherever applicable as per CE/Works/Chennai letter No.W.496/Tender policy dt.03.07.2023. The check list is available under DOCUMENTS tab. The check list is only exhaustive. Tenderer should ensure that all the documents required as per relevant clauses are uploaded. The mere submission of documents mentioned in the check list alone will not qualify for the eligibility of the tender.
Commercial-Compliance
The contractor should ensure that the staff employed are physically fit, with a sound mind and of good character. To this effect, necessary police clearance certificate should be obtained from local police authorities before the contractor's staff are put into service. This will be in accordance with the Railway Board Letter No. 2020/Sec(CCB)/45/50/Misc Dt.03.02.2020. Refer Annexure I & II.
Advance Correction Slip No.11 to the Indian Railway Standard General Conditions of Contract (April 2022) has been incorporated and copy uploaded for reference.
Bidders are requested to submit the Performance Guarantee (PG) strictly in accordance with the new prescribed format and within the stipulated timeline to avoid any delay in processing. (Copy enclosed)
Maintenance period of four (4) years shall be stipulated for works involving construction of ROB/RUB/LHS, new Rail Bridges/ROR, and rebuilding of existing bridges, to ensure quality and standardization across Zonal Railways; whereas, for construction of quarters and other buildings, a maintenance period of up to three (3) years shall be applicable as per Dy. CVO/Engg letter No. VO/E/Sys.Imp dated 17/02/2026.
Until a formal agreement is prepared and executed, acceptance of this tender shall constitute a binding contract between us subject to modifications, as may be mutually agreed to between us and indicated in the letter of acceptance of my/our offer for this work.
I/We also agree to keep this tender open for acceptance for a period of 90 days from the date fixed for opening the same
I/We offer to do the work for DRM/W/O/SA, at the rates quoted in the attached schedule and hereby bind myself/ourselves to complete the work in all respects within the period of completion stipulated in the tender document, from the date of issue of letter of acceptance of the tender. The Bid security shall stand forfeited without prejudice to any other right or remedies in case my/our Tender is accepted and if :
- I/We do not execute the contract documents as stipulated in performance guarantee clause of GCC as detailed in general instructions.
- I/We do not commence the work within seven days after receipt of orders to that effect.
I/We hereby Confirm that the rates, rebates and/or other financial terms, if any, quoted by us in the relevant fields of the Financial Bid page will only be the ruling terms for deciding the inter-se ranking, and any such condition having financial repercussions, if quoted by us anywhere else including attached documents shall not be considered for deciding inter-se ranking

However, Railways shall have the right to incorporate any such condition quoted by us, in the contract, at their discretion, if contract is placed on us.

General Instructions
Option for Payment An option is available that the Supplier/Contractor to take payment from Railways through Letter of Credit (LC) arrangement, having the estimated value of Rs.10 Lakhs and above. All the suppliers/contractors are requested to make use of this facility from Railways .
The successful bidder shall have to submit a Performance Guarantee (PG),amounting to 5% of the original contract value, within 21 (Twenty one) days from the date of issue of Letter of Acceptance (LOA). Extension of time for submission of PG beyond 21 (Twenty one) days and upto 60 days from the date of issue of LOA may be given by the Authority who is competent to sign the contract agreement. However, a penal interest of 12% per annum shall be charged for the delay beyond 21(Twenty one) days, i.e. from 22ndday after the date of issue of LOA. Further, if the 60thday happens to be a declared holiday in the concerned office of the Railway, submission of PG can be accepted on the next working day.If the Contractor fails to submit the requisite PG even after 60 days from the date of issue of LOA, the contract is liable to be terminated

The tenderer shall thoroughly go through the entire tender documents and strictly adhere to the instructions and directions given therein.
If the Tenderer(s) deliberately give(s) wrong information/ incorrect documents in his/their offer or create circumstances for the acceptance of his/their offer, the Railway reserves the right to reject such offer at any stage.
All terms and conditions in the tender documents are binding on the Tenderers
Railway reserves the right to accept or reject any or all the tenders and to award the work in whole or in part without assigning any reason.
Unreleased Bid Security, if any, held with the Railway Administration, shall not be adjusted towards the Bid Security to be remitted
Bid Security shall be deposited either in cash through e-payment gateway or e-BG or submitted as Bank Guarantee bond from a scheduled bank of India or as mentioned in tender documents subject to exemptions provided under para5(1) (a) of Part-1 (ITT) of GCC.
In case of submission of bid security in the form of bank Guarantee, theOriginal Bank Guarantee (other than e-BG) should be delivered in person tothe official nominated as indicated in the tender document before closing datefor submission of bids(i.e., excluding the last date of submission of bids).
As per Clause 5(2) with Clause 5(3)(iv) of the Instructions to Tenderers under GCC April 2022, the Bank Guarantee submitted towards Bid Security should remain valid for a period of 90 days beyond the bid validity period.
Exemption from remitting Bid Security Amount (EMD) The following categories of tenderers are only exempted from remitting Bid Security:
- Any firm recognized by Department of Industrial Policy and Promotion (DIPP) as 'Startups' shall be exempted from payment of bid Security.
- Labour Cooperative Societies shall submit only 50% of Bid Security. Tenderer should submit relevant documents along with his/their offer from remitting Bid Security. Non-submission of relevant documents, shall lead to summary rejection of offer.
Special Conditions
IN CASE OF ADVERTISED TENDER VALUE IS MORE THAN Rs. 10 CRORES: Bid capacity is applicable, the tenderers should submit proforma attached in tender document. In case, the tenderer/s failed to upload BID CAPACITY PROFORMA and details along with offer, their/his offer shall be considered as incomplete and will be rejected summarily.
Applicability of Price Variation Clause (PVC) (Ref Advance Correction Slip No.1 dt:14/07/2022 to IRSGCC- 2022 ).Price Variation Clause (PVC) shall be applicable only in tender having advertised value above Rs. 2 Crores. Provided further that, in a contract where PVC is applicable, following shall be outside the purview of price adjustments (i.e. shall be excluded from the gross value of the work for the purpose of price variation) :
- Materials supplied by Railway to the Contractors, either free or at fixed rate;
- Any extra item(s) included in subsequent variation falling outside the purview of the Bill(s)of Quantities of tender, under clause 39. (1)(b) of these Standard General Conditions, unless applicability of PVC and 'Base Month' has been specially agreed, while fixing the rates of such extra item(s).
Technical-Compliances
Submission of Certificates and testimonials regarding contracting/Technical experience for the type of job for which tender is invited.
For all contracts costing more than Rs.5 Crore, contractor's e-MB is mandatory. Ref: Railway Board Letter No.2017/CE-I/CT/9 dt:31/05/2023 is attached.
As per the DY.CVO letter No.VO/C/A/2026/01/01151/CN/ERS dt:02/09/2026- Price Variation in respect of steel shall be reckoned up to the date of purchase of steel or the date on which the steel was brought to site by the contractor, whichever is lower. The date of recording of measurements in the Measurement Book shall not be used for computation of Price Variation.

I/We have read the INDIAN RAILWAY GENERAL CONDITIONS OF CONTRACT With all correction slips up to date and other conditions of tender including special conditions if any attached hereto in the Tender document and I/We hereby agree to abide by the conditions stipulated therein.
I/We also undertake to carry out the work in accordance with the said plans, standard Railway specifications documented and conditions of contract and to find and provide such of the materials (other than those to be supplied by the Railway), and to do all such things which in the opinion of the Engineer may be necessary for, or incidental to the construction.
I /We also undertake that I/we have organizational set up to execute the work and also we have sufficient Plant & Machinery or/and capable of hiring Plant & Machinery as required for satisfactory completion of work.
I/We also undertake to abide by the JPO, as per Railway Board Letter No. 2021/Tele/5(2)/3-part(1) (3425647) dt.12.06.2023, all the works related to earth work using JCB/Hitachi/Earth work excavator, for undertaking digging work in the vicinity of underground signaling, electrical and telecommunication cables.

I/we certify that I/we the tenderer(s) is/are not blacklisted or debarred by Railways or any other Ministry / Department of Govt. of India from participation in tender on the date of submission of bids, either in individual capacity or as a HUF/ member of the partnership firm/LLP/JV/Society/Trust.
I/we understand that if the contents of the certificate submitted by us are found to be forged/false at any time during process for evaluation of tenders, it shall lead to forfeiture of the Bid Security and may also lead to any other action provided in the contract including banning of business for a period of upto two year. Further, I/we and all my/our constituents understand that my/our offer shall be summarily rejected.
I/we also understand that if the contents of the certificate submitted by us are found to be false/forged at any time after the award of the contract, it will lead to termination of the contract, along with forfeiture of Bid Security/Security Deposit and Performance guarantee and may also lead to any other action provided in the contract including banning of business for a period of upto two year.
I/We have read the clause regarding restriction on procurement from a bidder of a country which shares a land border with India and certify that I am/We are not from such a country or, if from such a country, have been registered with the competent Authority. I/We hereby certify that I/we fulfil all the requirements in this regard and am/are eligible to be considered (evidence of valid registration by the competent authority is enclosed)
