Repairs & Brightening to service buildings , Gate lodges and Improvements to Road at LC gates in ADEN/OGL & NLR sub-division under Sr.DEN/South/BZA jurisdiction for GM Inspection

Financial Eligibility Criteria as per Clause 10.2 ofPart-I of IRSGCC- 2022and as per Railway BoardAdvance correction slip No.1 dated 14-07- 2022Thetenderer must have minimum average annualcontractualturnoverof V/N or "V" which ever is less:where V= Advertised value ofthe tenderin crores ofRupees N= Number of years prescribedforcompletion ofwork for which bids have been invited.The averageannual contractualturnover shall becalculated as an average of"totalcontractualpayments" in the previous threefinancial years, as perthe auditedbalance sheet.However, in case balance sheet of the previousyearisyet to be prepared/ audited, the audited balancesheet of thefourthprevious year shall be consideredfor calculating averageannualcontractual turnover.The tenderers shall submit requisiteinformationasper Annexure-F (Annexure-VIB of GCC), alongwith copies ofAuditedBalance Sheets duly certifiedby the Chartered Accountant/CertificatefromChartered Accountant duly supported by AuditedBalanceSheet

Technical Eligibility Criteria as per Clause 10.1 ofPart-I of IRSGCC- 2022(a) The tenderer must havesuccessfully completed orsubstantiallycompletedany one of the following categories ofwork(s)during last 07(seven) years, ending last day ofmonth previous tothe one in whichtender is invited:

1. Three similar works each costing notless thantheamount equal to 30% of advertised value of thetender, or
2. Two similarworks each costing notless than the amount equal to 40%ofadvertisedvalue of the tender, or
3. One similarwork costing not lessthan theamount equal to 60%of advertised value of the tender (b)
   1. In case of tenders for composite works (e.g.works involvingmorethan one distinct component,such as Civil Engineering works,S&Tworks,Electrical works, OHE works etc. and in the case ofElectricalworks, OHE works etc. and in the case ofmajor bridges - substructure,superstructure etc.),tenderer must have successfullycompletedorsubstantially completed any one of the followingcategoriesof work(s)during last 07 (seven) years,ending last day of monthprevious to the oneinwhich tender is invited:
      1. Three similar workseachcosting not lessthan the amount equal to 30% ofadvertised valueof each component oftender, or
      2. Two similar works each costing notless than theamountequal to 40% of advertised value ofeachcomponent of tender, or
      3. Onesimilar workeach costing not less thanthe amount equal to 60%ofadvertised value of each component oftender.Note for b(1): Separatecompleted works ofminimum requiredvalues shall also be consideredforfulfilment of technical eligibilitycriteria fordifferent components. (b)
   2. Insuch cases, whatconstitutes acomponent in a composite work shallbeclearly pre- defined withestimated tender cost ofit, as part of the tenderdocuments withoutanyambiguity. (b)
   3. To evaluate thetechnicaleligibility of tenderer, onlycomponents of work asstipulated intender documents for evaluationoftechnical eligibility, shall beconsidered. Thescope of work covered inother remainingcomponentsshall be either executed bytendererhimself if he has work experienceasmentioned in clause 7 of theStandard GeneralConditions of Contractorthroughsubcontractorfulfilling the requirements as perclause 7 of theStandard GeneralConditions ofContract or jointly i.e., partly himselfandremainingthrough subcontractor, with priorapproval of ChiefEngineer in writing.However, ifrequired in tender documents by way ofSpecialConditions, aformal agreement duly notarised,legally enforceablein the court of law,shall beexecuted by the main contractor withthesubcontractor for thecomponent(s) of workproposed to be executedby thesubcontractor(s),and shall be submitted along withthe offer forconsidering subletting ofthat scope ofwork towards fulfilment of technicaleligibility.Suchsubcontractor must fulfill technical eligibilitycriteria asfollows: Thesubcontractor shall havesuccessfully completed at least oneworksimilar towork proposed for subcontract, costing not lessthan35%value of work to be subletted, in last 5years, ending last day ofmonthprevious to the onein which tender is invited through aworkscontract.Note: for subletting of work costing up toRs 50 lakh, noprevious workexperience ofsubcontractor shall be asked for by theRailway. Incaseafter award of contract or during execution ofwork itbecomes necessaryfor contractor to changesubcontractor, the same shallbe donewithsubcontractor(s) fulfilling the requirements asper clause 7 oftheStandard General Conditions ofContract, with prior approval ofChiefEngineer inwriting

Note for Item 10.1 of IRSGCC-2022: Workexperience certificatefromprivate individual shallnot be considered. However, in additiontoworkexperience certificates issued by any Govt.Organization,workexperience certificate issued byPublic listed company havingaverageannualturnover of Rs 500 crore and above in last 3financialyearsexcluding the current financial year,listed on National StockExchange orBombay StockExchange, incorporated/registered at least 5yearsprior tothe date of closing of tender, shall also beconsideredprovided the workexperience certificatehas been issued by a personauthorized bythePublic listed company to issue such certificates.In casetenderer submitswork experience certificateissued by public listedcompany, the tenderershallalso submit along with work experiencecertificate,the relevantcopy of work order, bill of quantities,bill wisedetails of paymentreceived duly certifiedby Chartered Accountant, TDScertificates forallpayments received and copy of final/last bill paidbycompany in supportof above work experiencecertificate
