Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.
Railway reserves the right to procure the material only from OEM or their authorized dealers, who must have manufactured & supplied at least 01 no. of same/similar machines in last 03 completed financial years and in current financial year up to the date of tender opening in any of zonal Railways/PU/CORE. Copy of such purchase order(s) with their inspection certificate/Receipt- Note/installation and commissioning certificate etc for establishing the credential must be attached by firm with its offer. Onus of attaching these vital documents lies with the tenderer.
If the tenderer himself is not the manufacturer of the item offered by him,he/she must be duly authorized by the manufacturer of such item. Such tenderers must enclose with their offer a certificate of Tender Specific authorization from the manufacturer otherwise their offer will be summarily rejected without any back reference.
Following items will be considered similar to tendered item Character Mobile Surface Printer or similar Industrial Marking Equipment, suitable for printing letters, numbers or logos on different surfaces.
100% percent payment against inspection, receipt, acceptance of material along with satisfactory installation/commissioning and proving test of M&P subject to submission of performance bank guarantee for an amount of 10% of contract value, as warranty security valid beyond six months from the expiry of warranty period
shall be applicable as per Para 8.1 of IBD (V- 3.0) of ECR.
General Condition of Contract THE CONTRACT SHALL BE GOVERNED BY LATEST VERSION (ALONG WITH ALL CORRECTION SLIPS) OF GENERAL CONDITIONS OF CONTRACT, IBD V-3.0 OF ECR ATTACHED WITH TENDER. ATTACHED, LATEST VERSION (ALONG WITH ALL CORRECTION SLIPS) OF IRS CONDITIONS OF CONTRACT AND ALL OTHER TERMS AND CONDITIONS INCORPORATED IN THE TENDER DOCUMENTS.

Bidders are required to confirm the compliance along with bid for compliance of OM of MoE dated 23.07.2020 as per para 9.5.3 of IBD. If such certificate given by a bidder whose bid is accepted is found to be false, this would be a ground for immediate termination and further legal action in accordance with law. Non- confirmation of the same may lead to summarily rejection of offer.

In case of procurement for a value in excess of Rs. 10 crore, the local supplier shall be required to provide a certificate from the statutory auditor or cost auditor of the company (in the case of companies) or from a practicing cost accountant or practicing chartered account (in respect of suppliers other than companies) giving the percentage of local content. FOR F.O.R- Mode of dispatch preferred by Purchaser is By Road on FOR: Destination basis . Bidder should quote accordingly and freight charge , if any should be clearly indicated in financial offer form otherwise it will be assumed that the freight charges are zero/Nil or the freight charge will be borne by bidder / supplier . If bidder mentions zero freight charge in the rate page and elsewhere in the bid mentions delivery terms as FOR: Station of dispatch , then no freight charges will be payable and therefore freight charges will have to be borne by supplier .
MSEs, who are interested in availing benefits under MSME Act, will enclose with their offer a copy of valid Udyam Registration Certificate only. MSE benefits will not be admissible based on any other document. However, traders dealers will not be eligible for such benefits. (Refer para 3.0 of IBD (V- 3.0) of ECR carefully).
Bidders should confirm following certificate for Compliance
Packing instruction -Packing as per standard packing or as specified in the specification of the Item. It should be ensured that item should not rub during transportation: The item should be packed with adequate strength. Transit damage if any shall be at the cost of supplier.
GST DECLARATION:-"We hereby declare that in quoting the above price, we have taken into account the full effect of input tax credit available under GST. We, further agree to pass on any financial gain/benefit as may become available in future in respect of all the input tax credit on the date of supply by way of reduction in price and advise the purchaser accordingly". We also undertake that we are aware of the provisions of section 171 of the CGST act and consequences thereof if we fail to comply with the same.
EMD- Clause will be applicable as per para no 5.0 of Integrated Bid Document (V-3.0) of ECR attached herewith to be referred for details.
The tendered item(s) fall(s) within the ambit of clause 3(a) of Public Procurement (Preference to Make in India) order, No: P- 45021/2/2017- PP(BE-II) dated 16/09/2020 issued by DPIIT, Ministry of Commerce and Industry .This implies that there is sufficient local capacity and competition in supply of the tendered item(s) of required quality, and therefore public procurement of this item is restricted to Class I local suppliers (having local content equal to or more than 50%, as defined under para 2 of above order). In case any vendor who does not qualify to be a Class-I local supplier for the tendered item, participates in the tender, it does so at it's own risk & cost and Railways shall not be liable for any loss or damage caused to the vendor.
In the event of failure by the supplier to execute the contract as per its terms & conditions, Purchaser Reserves the right to cancel the Purchase Order (placed against this tender) with imposition of general damages (GD) @ 5 percent of contract value for outstanding quantity.

The firm shall complete the supply, installation, and commissioning of the items within the stipulated delivery period (DP).
The supplier shall demonstrate the working of the machine and shall fully and adequately train the operator and maintenance personal of the consignee free of cost.
Civil Foundation work (excavation, grouting etc.) if required for the Machine will be done by the firm.
Tenderers should submit clause wise compliance of attached technical specification.
OEM/authorized dealers are requested to intimate MAKE/BRAND and MODEL NO. of their offered product. Also firms may upload detailed technical literature/leaflet and tentative GA drawing of the offered product.
REPLACEMENT OF PARTS & ACCESSORIES DURING WARRANTY/GUARANTEE PERIOD During this period all defective parts and accessories shall be replaced promptly free of cost to the customer &such replaced parts shall further carry the same guarantee
After Sales Service Shall be provided by the firm through their expert team of technicians. The supplier shall depute their service engineer during the guarantee period to tender free service immediately on receipt of call from the consignee.
