OPTION CLAUSE: The Purchaser reserves the right to increase or decrease the quantity to be ordered up to 25 percent of bid quantity at the time of placement of contract. The purchaser also reserves the right to increase the ordered quantity up to 25% of the contracted quantity during the currency of the contract at the contracted rates. The delivery period of quantity shall commence from the last date of original delivery order and in cases where option clause is exercised during the extended delivery period the additional time shall commence from the last date of extended delivery period. The additional delivery time shall be (Increased quantity ÷ Original quantity) × Original delivery period (in days), subject to minimum of 30 days. If the original delivery period is less than 30 days, the additional time equals the original delivery period. The Purchaser may extend this calculated delivery duration up to the original delivery period while exercising the option clause. Bidders must comply with these terms.

• 1.The bidder shall submit a Non-Blacklisting certificate.
• 2.GST Registration Certificate.
• 3.Bank mandate form.
• 4.PAN Card, Aadhar CArd.
• 5.MSME Certificate.
• 6.BOQ Compliance statement.
• 7.Product data sheet.
• 8.Non-Blacklisting affidavit duly signed and notarised.
• 9.Legal Entity :- The bidder shall submit a valid Certificate of Incorporation or a copy of the GST Registration Certificate.
• 10.Power of Attorney (POA) The bidder shall submit a valid Power of Attorney (POA) / Authorization Letter executed on a Non-Judicial S tamp Paper of Rs. 100/- and duly signed by the competent authority.
• 11.Tax Registration Documents The bidder shall submit copies of GST Registration Certificate and PAN Card along with the latest filed retur n up to 31.03.2025.
• 12.OEM Turnover Criteria The OEM shall have an average annual turnover of at least INR 100 Lakhs during the financial years FY 20 22-23, FY 2023-24, and FY 2024-25. Documentary evidence shall include Audited Balance Sheets, Income Tax Returns (ITRs), and a Chartered Accountant's Turnover Certificate with valid UDIN.
• 13.Bidder Turnover Criteria The bidder shall have an average annual turnover of at least INR 20 Lakhs during the financial years FY 20 22-23, FY 2023-24, and FY 2024-25. Documentary evidence shall include Audited Balance Sheets, Income Tax Returns (ITRs), and a Chartered Accountant's Turnover Certificate with valid UDIN.
• 14.Project Experience The OEM/Bidder should have successfully supplied similar fitness/gym equipment to any Government Dep artment, Government Agency, PSU, Autonomous Body, Educational Institution, or Defence Establishment f or a value equivalent to at least 50% of the estimated bid value in any one of the financial years FY 2022-2 3, FY 2023-24, or FY 2024-25. Documentary evidence in the form of Work Order and Completion Certificate shall be submitted.
• 15.OEM Certifications The Bidder/OEM shall possess and upload valid copies of the following certifications, wherever applicable: o ISO 9001:2015 o ISO 14001:2015 o ISO 45001:2018 o ISO 10002:2018 o ASTM F2776 o EN 957-4:2006 o EN 957-2 o EN ISO 20957-1:2013
• 16.Manufacturer Authorization Form (MAF) In case the bidder is an Authorized Dealer/Reseller, a valid Manufacturer Authorization Form (MAF) issued by the OEM must be submitted. The MAF shall be duly signed and stamped by the OEM.
• 17.Blacklisting Declaration The bidder should not have been blacklisted/debarred by any Central Government Department, State Gov ernment Department, PSU, or Government Agency. A duly notarized affidavit on a Non-Judicial Stamp Pape r of Rs. 100/- shall be submitted in support of this declaration.
• 18.Declaration of Technical Compliance The bidder shall submit a Declaration of Technical Compliance confirming that all quoted products fully co mply with the technical specifications mentioned in the bid document. The declaration shall be submitted on the bidder's letterhead and signed by the authorized signatory.
• 19.Service Centre Requirement* The OEM/bidder shall have an established and operational service centre/support facility in SRINAGAR,J&K. Documentary proof clearly indicating the address and operational status of the service centre shall be sub mitted.
• 20.BIDDER/OEM Should upload Product Data Sheet with columns as S.No., Item Name, Product Specificati ons, Image, OEM Name, Brand name of products.
• 21.INSPECTION OF "PROC OF GYM EQPT " PROJ BY BD OF OFFRs. A Bd off Offrs will be convened post completion of proj, which will inspect the overall proj quality incl gym eqpt, tech specifications and other associated aspects/ items/ stores to ensure that required quality stds h ave been met. Post submission of comments by BOOs, if found satisfactory, payment to be vendor will be made through proper channel after generating CRAC and processing of relevant docus.
• 21.Warranty should be valid for 3 year. Certificate to be signed and stamped on letterhead of bidder. .
