OPTION CLAUSE: The Purchaser reserves the right to increase or decrease the quantity to be ordered up to 25 percent of bid quantity at the time of placement of contract. The purchaser also reserves the right to increase the ordered quantity up to 25% of the contracted quantity during the currency of the contract at the contracted rates. The delivery period of quantity shall commence from the last date of original delivery order and in cases where option clause is exercised during the extended delivery period the additional time shall commence from the last date of extended delivery period. The additional delivery time shall be (Increased quantity ÷ Original quantity) × Original delivery period (in days), subject to minimum of 30 days. If the original delivery period is less than 30 days, the additional time equals the original delivery period. The Purchaser may extend this calculated delivery duration up to the original delivery period while exercising the option clause. Bidders must comply with these terms.

Bidder shall submit the following documents along with their bid for Vendor Code Creation:

• a.Copy of PAN Card.
• b.Copy of GSTIN.
• c.Copy of Cancelled Cheque.
• d.Copy of EFT Mandate duly certified by Bank.

Bidders are advised to check applicable GST on their own before quoting. Buyer will not take any responsibility in this regards. GST reimbursement will be as per actuals or as per applicable rates (whichever is lower), subject to the maximum of quoted GST %.

Bidders shall quote only those products (Part of Service delivery) in the bid which are not obsolete in the market and has at least 5 years residual market life i.e. the offered product shall not be declared end-of- life by the OEM before this period.

Actual delivery (and Installation & Commissioning (if covered in scope of supply)) is to be done at following address THAKURBARI MILITARY STATION THAKURBARI RANGAPARA SONITPUR ASSAM .

Bidder financial standing: The bidder should not be under liquidation, court receivership or similar proceedings, should not be bankrupt. Bidder to upload undertaking to this effect with bid.

Installation, Commissioning, Testing, Configuration, Training (if any - which ever is applicable as per scope of supply) is to be carried out by OEM / OEM Certified resource or OEM authorised Reseller.

Scope of supply (Bid price to include all cost components) : Supply Installation Testing and Commissioning of Goods

• 9.Turnover OEM Turn Over Criteria: The minimum average annual financial turnover of the OEM of the offered product during the last three years, ending on 31st March of the previous financial year, should be as indicated in the bid document. Documentary evidence in the form of certified Audited Balance Sheets of relevant periods or a certificate from the Chartered Accountant / Cost Accountant indicating the turnover details for the relevant period shall be uploaded with the bid. In case the date of constitution / incorporation of the OEM is less than 3 year old, the average turnover in respect of the completed financial years after the date of constitution shall be taken into account for this criteria. In case of bunch bids, the OEM of CATEGORY RELATED TO primary product having highest bid value should meet this criterion.

IMPORTED PRODUCTS: In case of imported products, OEM or Authorized Seller of OEM should have a registered office in India to provide after sales service support in India. The certificate to this effect should be submitted.

Dedicated /toll Free Telephone No. for Service Support : BIDDER/OEM must have Dedicated/toll Free Telephone No. for Service Support.

Escalation Matrix For Service Support : Bidder/OEM must provide Escalation Matrix of Telephone Numbers for Service Support.

Warranty period of the supplied products shall be 5 years from the date of final acceptance of goods or after completion of installation, commissioning & testing of goods (if included in the scope of supply), at consignee location. OEM Warranty certificates must be submitted by Successful Bidder at the time of delivery of Goods. The seller should guarantee the rectification of goods in case of any break down during the guarantee period. Seller should have well established Installation, Commissioning, Training, Troubleshooting and Maintenance Service group in INDIA for attending the after sales service. Details of Service Centres near consignee destinations are to be uploaded along with the bid.

• 14.Past Project Experience Proof for Past Experience and Project Experience clause: For fulfilling the experience criteria any one of the following documents may be considered as valid proof for meeting the experience criteria:a. Contract copy along with Invoice(s) with self-certification by the bidder that service/supplies against the invoices have been executed.b. Execution certificate by client with contract value.c. • 1.Past performance of last three years & experience of supply of Air Frame 5 In ch FPV (analog) to any PSU in Sonitpur (Assam) in last three years alongwith AM C details.
• 2.Annual Turnover Cert of last three years.
• 3.Bidder Turnover Cert of last three years.
• 4.Cert for acceptance of terms and conditions as per Technical Specification.
• 5.The bidder shall submit OEM Authorization Certificate and ISO Certificate for a ll major equipment alongwith the Bid.
• 6.The bidder shall submit Copy of Aadhar Card, PAN Card, GST Registration and Firm Registration Cert.
• 7.Minimum five years comprehensive Onsite Warranty shall be provided. All sup plied equipment shall be covered under the manufactures’ standard warranty. D uring the warranty period, defects arising due to manufacturing defects, poor wo rkmanship or material failure shall be rectified/ replaced by the supplier without any additional cost to the Buyer.
• 8.Certificate regarding the scope of work include complete supply, transportatio n, unloading, installation, assembly, fixing, commissioning and demonstration of all equipment/ items as specified. 9.. After installation, the supplier shall provide demonstration of the equipment and basic operational/ safety training to nominated personnel of the Unit at no a dditional cost.
• 10.Bidder must furnish Proof for supplying similar items in Assam for at least 5 years.
• 11.In case of delay in delivery/ installation attributable to the supplier, applicabl e liquidated damages shall be governed by the prevailing GeM GTC/Contract prov isions.
• 12.GST, Service Tax or any other tax on material in respect of this contract shall be payable by the Seller and the buyer, will not entertain any claim whatsoever i n this respect.
• 13.Bidder must upload all documents, viz, Firm / Company Registration Certifica te, Trade License, GST Certificate, PAN Card, MSME, proving registered office in Assam, India.
• 14.No conditional offer/ quotation will be accepted. Quotations with errors will b e rejected. No variation in the terms and conditions of the tender including major deviation from standards/ specifications/terms of supply will be accepted.
• 15.Any addendum/corrigendum issued against the bid shall form an integral par t of the bidding document and shall be communicated to bidders through the Ge M Portal. It shall be the sole responsibility of the bidder to regularly check the G eM Portal for the latest information, amendments and corrigenda related to the bid.
• 16.The quoted rates shall remain valid for a period of six months from the date of opening the technical bid. Rates once quoted shall be firm and final and shall not be increased during the validity period under any circumstances.
• 17.The bidder shall quote rate for Air Frame for Assembly of 5 Inch FPV Drone (A nalog) and shall clearly indicate the exact OEM/Manufacturer, Make, Model and P art Number of the offered item.
• 18.The bidder shall submit a product-specific OEM datasheet/brochure for the ex act model quoted. Generic brochures, catalogue pages or datasheets not clearly identifying the quoted model shall not be accepted.
• 19.The bidder shall submit a clause-wise technical compliance statement agains t every specification of the Buyer, clearly mentioning the actual offered paramet er against each requirement. Merely mentioning “Yes”, “Complied” or “As per sp ecification” shall not constitute valid compliance.
• 20.The bidder shall submit an OEM/Manufacturer undertaking confirming that th e quoted model is genuine, currently manufactured/supported and not obsolete or discontinued.
• 21.The bidder shall submit complete technical details of the quoted air frame, in cluding frame size, wheelbase, material, net weight, plate thickness, arm configu ration, mounting pattern and overall dimensions.
• 22.The bidder shall provide dimensional drawings or manufacturer-published di mensional details sufficient for verification of the physical configuration of the q uoted air frame.
• 23.The bidder shall clearly declare the material used for the main frame plates a nd structural members in the technical compliance statement.
• 24.The Buyer reserves the right to verify the quoted model, datasheet, photogr aphs, specifications and product genuineness directly from the OEM/Manufacture r or its authorised source.
• 25.Any material discrepancy between the bidder's submitted documents and th e OEM/Manufacturer's verifiable technical information shall be treated as non-co mpliance and may result in rejection of the bid.
• 26.The bidder shall furnish the OEM/Manufacturer's official website/URL and relevant product verification details to facilitate independent verification of the quoted product.
• 27.Bidder’s ITR Balance Sheet, Trading and P&L Account and CA Certified with U DIN Turnover Certificate for immediate previous 3 Financial Years need to be upl oaded by bidder; effective from 2020-21.
• 28.All mandatory documents required under this ATC shall be uploaded along wi th the bid. Failure to submit any mandatory document may render the bid techni cally non-responsive.
• 29.The bidder shall be solely responsible for ensuring that all documents upload ed with the bid are authentic, legible, valid and directly applicable to the exact p roduct quoted.
• 30.Any false declaration, misleading information, forged document or submissio n of documents relating to a different product/model may result in rejection of t he bid and further action as per applicable GeM/contract provisions.
• 31.OEM Declaration on their letterhead that no refurbished component will be u sed in the quoted products.
• 32.The bidder should have the local Sales and Service office for at least 5 years. Documentary must be furnished.
• 33.The OEM should have the Local Service office in Assam, India for at least 3 ye ars. Documentary Evidence must be furnished.
• 34.The Buyer reserves the right to reject any offer where the bidder is unable to establish, through documentary evidence and verifiable OEM information, that t he quoted air frame is technically suitable for the intended 5-inch FPV Analog co nfiguration and the specified field operating environment.
• 35.No relaxation shall be granted merely on the basis of bidder's self-certificatio n where the required technical parameter, service facility, product identity or en vironmental suitability is required to be established through OEM literature or ve rifiable documentary evidence. .
