Scope of supply includes Training: Number of employees to be trained 3 , Place for Training at kalpakkam and Duration of training 2 days.

Bidders can also submit the EMD with Account Payee Demand Draft in favour of DCA MRAU payable at AT CHENNAI . Bidder has to upload scanned copy / proof of the DD along with bid and has to ensure delivery of hardcopy to the Buyer within 5 days of Bid End date / Bid Opening date.

Successful Bidder can submit the Performance Security in the form of Account Payee Demand Draft also (besides PBG which is allowed as per GeM GTC). DD should be made in favour of DCA MRAU payable at AT CHENNAI . After award of contract, Successful Bidder can upload scanned copy of the DD in place of PBG and has to ensure delivery of hard copy to the original DD to the Buyer within 15 days of award of contract.

Bidder's offer is liable to be rejected if they don't upload any of the certificates / documents sought in the Bid document, ATC and Corrigendum if any.

• 1.Scope of supply (Bid price to include all cost components): Pre-Despatch Inspection, Design. Supply, Delivery to the site, testing, on-site training and warranty of uni versal relay testing kit (4 voltage generator 7current generator) unit with all ma ndatory accessories and relay testing software package as per technical specific ation annexure attached.
• 2.Suppliers should upload document duly filled, signed and stamped regarding Self declara tion with regards to Local content and also ensure that Local content percentage and locati on of value addition are clearly mentioned, strictly as per the format of Annexure XI attac hed in ATC document, otherwise offer will be rejected.
• 3.Bidders Experience and evaluation criteria: 3.1 Manufacturers (or) their Authorized distributors with Tender specific authorization letter alone participate in the Tender to obtain superior quality product. The authorized dealer/dis tributor shall submit a valid authorization certificate along with offer only without which the offer will not be considered for evaluation. 3.2 The performance certificate should be same model or any other models having minimu m of 6 currents/4Voltage outputs shall be submitted. This certificate shall be enclosed alon g with the offer otherwise the offer will not be considered for evaluation. Note: MSME companies are exempted from the experience clause/performance c ertificates.
• 4.Deviation: Deviations contemplated by the Tenderer, if any, from these specifications will be spelt out clause wise, clearly in the offer. Supplier shall give the statement in the offer that he is mee ting with each and every point of the department tender specifications with supportive doc uments, technical literature and test certificates. Mention deviations very clearly if any.
• 5.Inspection and testing: The tests at purchaser’s place shall include classic protection tests in accordance with the appropriate clauses of Statutory Regulation, relevant codes, and standards and in addition, any test called for by the PURCHASER or his representative to ensure that the equipment b eing supplied fulfils the requirement of the specification. The manufacturer shall carry out a ll the shop tests and inspections specified in this specification in addition to those normally carried out by him.
• 1.Hardware & Physical Verification
• 2.Calibration & Performance Verification (current amplitude, voltage amplitude & its check accuracy, Phase angle & frequency and its accuracy)
• 3.Software (License check& firmware version) Three copies of the Test reports shall be submitted along with the offer. Note: The supplier shall depute a trained engineer well versed with all the features availabl e in the kit for training & demonstration at the purchaser’s place.
• 6.Packing: All the materials shall be suitably packed to prevent damage due to transport, rain, vibratio n, handling during transport.
• 7.Bank Guarantee shall be from SBI or any nationalized bank except Gramin/Cooperativ e Bank.
• 8.Post supply inspection is not allowed. Any offer containing the conditions of post sup ply inspection will be summarily rejected.
• 15.All the other terms & conditions as per the 'buyer added bid specific ATC doc ument' attached shall be adhered to. .

Warranty period of the supplied products shall be 1 years from the date of final acceptance of goods or after completion of installation, commissioning & testing of goods (if included in the scope of supply), at consignee location. OEM Warranty certificates must be submitted by Successful Bidder at the time of delivery of Goods. The seller should guarantee the rectification of goods in case of any break down during the guarantee period. Seller should have well established Installation, Commissioning, Training, Troubleshooting and Maintenance Service group in INDIA for attending the after sales service. Details of Service Centres near consignee destinations are to be uploaded along with the bid.

Pre-dispatch inspection at Seller premises (Fee/Charges to be borne by the BUYER): Before dispatch, the goods will be inspected by Buyer / Consignee or their Authorized Representative or by Nominated External Inspection Agency (independently or jointly with Buyer or Consignee as decided by the Buyer) at Seller premises (or at designated place for inspection as declared / communicated by the seller) for their compliance to the contract specifications. Fee/Charges taken by the External inspection Agency and any external laboratories testing charges shall be borne by the Buyer. For in-house testing, the Sellers will provide necessary facilities free of cost. Seller shall notify the Buyer through e-mail about readiness of goods for pre-dispatch inspection and Buyer will notify the Seller about the Authorized Representative/ Nominated External Inspection Agency and the date for testing. The goods would be dispatched to consignee only after clearance in pre-dispatch inspection. Consignee's right of rejection as per GTC in respect of the goods finally received at his location shall in no way be limited or waived by reason of the goods having previously been inspected, tested and passed by Buyer/ Consignee or its Nominated External Inspection Agency prior to the goods' shipment. While bidding, the sellers should take into account 7 days for inspection from the date of email offering the goods for inspection. Any delay in inspection beyond 7 days shall be on the part of the buyer and shall be regularised without Liquidated Damages. When there is requirement of submission the advance sample, the seller shall inform the buyer promptly through emails about the date of submission of sample to the buyer nominated Inspection agency.
