OPTION CLAUSE: The Purchaser reserves the right to increase or decrease the quantity to be ordered up to 25 percent of bid quantity at the time of placement of contract. The purchaser also reserves the right to increase the ordered quantity up to 25% of the contracted quantity during the currency of the contract at the contracted rates. The delivery period of quantity shall commence from the last date of original delivery order and in cases where option clause is exercised during the extended delivery period the additional time shall commence from the last date of extended delivery period. The additional delivery time shall be (Increased quantity ÷ Original quantity) × Original delivery period (in days), subject to minimum of 30 days. If the original delivery period is less than 30 days, the additional time equals the original delivery period. The Purchaser may extend this calculated delivery duration up to the original delivery period while exercising the option clause. Bidders must comply with these terms.

• 1.The bidder/OEM should have 3 years of experience in manufacturing such equipment in their manufactu ring facility.
• 2.The bidder/OEM should have not been debarred/blacklisted by any State Government / Central Govern ment institution/department for any reason. An affidavit in this regard on stamp paper should be submitte d by the bidder/OEM.
• 3.Copies of acknowledgement of GST returns for the latest quarter of Financial Year 2025-26 are to be sub mitted.
• 4.EMD in favour of the Principal, Government Engineering College, Banka should be submitted Before Bid Opening.
• 5.Bidder/OEMs must produce a work order for a minimum amount of 50 lacs, of which 80% payment must have been received.
• 6.Bidder/OEMs must provide the details (Name of OEM (Make) and Model Number) of all the equipment to be supplied by them. Bidder/OEMs are also required to submit the OEM's product catalogue/brochure indic ating the specifications of offered equipment for technical suitability.
• 7.OEM Should have its own manufacturing facility & should enclose Original Photos, Images of the Manufa cturing Plant as proof of OEM.
• 8.Bidder/OEM must have a Solvency Certificate of amount 80% of bid value issued by Scheduled/Nationali ze Bank. The same should be submitted along with the bid. The issue date should not be more than 6 mon ths old from the date of last day of submission of bid.
• 9.Copies of acknowledgement of Income tax returns for the Financial Year 2023-24, 2024-25 and 2025-26 are to be submitted.
• 10.Sample product/ online product tutorial of product can be demanded from any bidder during technical evaluation to ascertain quality & specification as per discretionary of buyer. Bidder has to provide sample within 10 days or online product within 2 days of demand otherwise bid may be rejected.
• 11.The OEM must submit MSME & NSIC Certificate, if applicable.
• 12.Factory License of OEM, Process of Manufacturing in the Factory and List of Plant & Machinery should b e submitted by the bidder.
• 13.Payment will be released only after satisfactory delivery, installation, foundation, demonstration and a cceptance of goods at the Institute.
• 14.All bid submitted shall also include the following information or documents in the technical bid.
• i.The bidder must submit the copy of PAN Card. ii. The bidder must submit copies of their GST registration certificate from the competent authority.
• 15.The bidder/OEM average annual turnover in India should be at least Rs. 10 Cr (Ten Crores) f or the last 3 Financial Years (FY-2023-24, FY-2024-25 and FY-2025-26). The same should be supp orted by Balance sheet audited by CA.
• 16.Bidder/OEM must have active service support and required to furnish contact details of Service Executi ve, details to be furnished on bidder letter head.
• 17.Bidder should submit valid ISO 9001, ISO 45001 and ISO 14001 certificate of OEM.
• 18.OEM must have NABL Calibration Facility on Own or through its Sister Concern. Documents in support s hould be submitted with the bid.
• 19.Bidders who do not meet the criteria given above are subject to be disqualified, if they have made untrue or false representation in the forms, statements and attachments submitted in proof of the q ualification requirements or have a record of poor performance, not properly completing the contract, inor dinate delays in completion or financial failure, any false declaration, etc.
• 20.All products should carry a three-year onsite warranty.
• 21.Details of Comprehensive Annual Maintenance Contract (CAMC) after the warranty period may be clear ly mentioned in the Financial Bid Documents (as applicable).
• 22.The prices must be inclusive of GST, packing, freight, unloading, installation & foundation etc.
• 23.Principal, Government Engineering College, Banka reserves the right to cancel the bid at a ny time without assigning any reasons thereof.
• 24.The bidder must provide the hard copies of detailed manuals/brochures with each item/equipment. 25.In case of any conflict in term and condition, the ATC will be accepted. .
