OPTION CLAUSE: The Purchaser reserves the right to increase or decrease the quantity to be ordered up to 25 percent of bid quantity at the time of placement of contract. The purchaser also reserves the right to increase the ordered quantity up to 25% of the contracted quantity during the currency of the contract at the contracted rates. The delivery period of quantity shall commence from the last date of original delivery order and in cases where option clause is exercised during the extended delivery period the additional time shall commence from the last date of extended delivery period. The additional delivery time shall be (Increased quantity ÷ Original quantity) × Original delivery period (in days), subject to minimum of 30 days. If the original delivery period is less than 30 days, the additional time equals the original delivery period. The Purchaser may extend this calculated delivery duration up to the original delivery period while exercising the option clause. Bidders must comply with these terms.

• 1.Mandatory Pre-Bid Meeting: Attend the Pre-Bid Meeting as per the schedule provided in the bid. Particip ation in the Pre-Bid Meeting with details of products is mandatory for all bidders.
• 2.All vendors intending to participate Pre-bid meeting must deposit a sample of Hard-Coke to the Chairper son of the Survey Committee at office of the office of the Commandant 13 JKAP APC ZEWAN SRINAGAR on the 15/10/2026 at 1:00 AM to 04:00 PM. The sample will be sent to an accredited laboratory for quality ass essment.
• 2.The bidder must submit an undertaking of non-blacklisting on Stamp-affidavit.
• 3.The bidder must submit income tax returns for the last three financial years.
• 4.The bidder must provide copies of PAN card, GST registration, and GST clearance (certificate).
• 5.The bidder must possess valid certifications for Quality Management Systems, Environmental Manage ment System, and Health and Safety Management System as a mandatory requirement for participation in this tender.
• 6.The OEM should be registered on gem portal and Vendor Assessment Report of the Product Category s hould be attached in the bid as per GeM OEM T&C with Factory License.
• 7.The bidder must submit a valid Pollution Control Board Clearance Certificate.
• 8.The bidder must comply with all relevant statutory obligations ( labour laws, environmental regulations , etc.).
• 9.Each bidder shall deposit an Earnest Money Deposit (EMD) of 20,000/- (Twenty thousand only) in the fo rm of a Demand Draft pledged to the Accounts officer to Commandant 13 JKAP APC ZEWAN SRINAGAR. Th e EMD of unsuccessful bidders shall be refunded after finalization of the tender, while that of the successfu l bidder shall be retained till completion of supply and acceptance. Non-submission of EMD shall lead to rej ection of the bid.
• 10.There will be no compromise on the quality of the product supplied materials must conform to the certi fied standards as per ISO or as specified by the department.
• 11.The successful bidder shall have to make the supply within 15 days or within the stipulated supply peri od; delay shall attract penalties at 2% per day of the delayed consignment, up to a cap as specified in the supply order.
• 12.Failure to upload or provide any required certificate/document may lead to rejection at the technical e valuation stage.
• 13.Prices must be quoted inclusive of all taxes, duties, and other charges. Any comission will imply rates are all-inclusive. 14. 100% payment will be made after successful delivery, inspection, and acceptance by the competent a uthority.
• 15.Hard-Coke must be delivered to locations specified by the consignee at the bidder's own expense. No additional freight, loading, or unloading charges shall be entertained.
• 16.The authority reserves the right to accept or reject any or all bids at any stage without assigning reaso n, except as required under law or procurement policy. However, reasons for rejection of technically/com mercially responsive bids may be recorded for transparency. 17 .Any false declaration or submission of fraudulent documents will result in disqualification and Blacklisti ng in future tenders.
• 18.The contract shall be governed by Indian laws and public procurement norms.
• 19.Any other terms as notified in the detailed tender document or in the supply order will be Binding. .
