The bank should certify on it that the deposit can be withdrawn only on the demand or with the sanction of the pledgee. For release of EMD, the FDR will be released in the favour of the bidder by the Buyer after making endorsement on the back of the FDR duly signed and stamped along with covering letter. Bidder has to upload scanned copy/ proof of the FDR along with bid and has to ensure delivery of hardcopy to the Buyer within 5 days of Bid End date/ Bid Opening date

Successful Bidder can submit the Performance Security in the form of Fixed Deposit Receipt also (besides PBG which is allowed as per GeM GTC).   • 8.Buyer Added Bid Specific Scope Of Work(SOW) Text Clause(s) II. Scope of Work Restoration, Conservation/Preservation and Adaptive Reuse of:
  • 1.Kurseong Station Complex.
  • 2.Old Heritage Siliguri Town Station Building along with its surrounding area, and
  • 3.Old Printing Press Building & its surroundings, proposed as Darjeeling Himalayan Academy for Railway Operati ons, Heritage and Research (DHAROHAR). Consultancy Detailed Project Report (DPR), Structural Audit (including NDT & necessary investigations), and Proj ect Supervision Services (PSS)
  • 1.Eligibility Criteria for Bidders / Consultants The bidder/consultant must meet the following minimum qualifications: · Proven experience in heritage building conservation, heritage management planning, adaptive reuse, museum/institutional development projects. · Availability of a qualified multidisciplinary team, including but not limited to: o Conservation Architect(s) o Structural Engineer(s) experienced in heritage structures o Heritage/Conservation Specialist(s) o Museum/Interpretation Planner(s) o Audio-visual/Exhibition/Lighting Specialist(s) · Demonstrated experience of working on · UNESCO-recognized heritage sites, or · ASI/State-protected monuments, or · Heritage assets of Central/State Government/PSU/Railways. · Preference shall be given to ASI-empanelled conservation professionals for preparation of conservation/management plans.
  • 2.Site Inspection · Bidders shall inspect all project sites and their surrounding areas prior to submission of bids · Site inspection shall include assessment of o Local conditions (terrain, access, utilities, drainage) o Logistical constraints (material transport, storage, construction access) o Heritage sensitivities to ensure minimal intervention and preservation of original fabric · No claim arising out of lack of site knowledge shall be entertained subsequently.
  • 3.Execution Guidelines · All works shall conform to: o Accepted heritage conservation norms and best practices o ICOMOS/WHC guidelines o CCMP provisions o Indian Railways codal and safety requirements · No structural alteration shall be undertaken without prior written approval of the Competent Authority · Materials, finishes and techniques shall be: o Compatible with heritage aesthetics o Durable under local climatic conditions · Modern systems (AV, lighting, signage, visitor management) shall be: o Reversible and minimally invasive o Scalable, user-friendly and low-maintenance
  • 4.Documentation & Reporting · All drawings, reports and deliverables shall be submitted in hard copy and editable soft copy. · Interim progress reports with photographs, site observations and compliance notes shall be submitted a t approved intervals. · A comprehensive final report shall be submitted after completion of DPR, structural audit and execution -phase supervision.
  • 5.Project Timeline · DPR & Structural Audit Stage To be completed within 180 days from the date of issue of LOA/Work Order. · Project Supervision Services (PSS) Continuous supervision during execution, co-terminus with the execution period.
  • 6.Deliverables The consultant shall deliver:
  • 1.Detailed Project Reports (DPRs) for: o Kurseong Station Complex o Old Heritage Siliguri Town Station Building & surrounding area o Old Printing Press Building & surroundings (DHAROHAR) Including: o Condition assessment o Structural audit & load assessment o Conservation, restoration and adaptive reuse proposals o Environmental and sustainability measures o Cost estimates, BOQs, phasing and resource planning

  • 7.Broad Components of Work
  • A.Structural Restoration & Conservation · Structural assessment including foundations, load-bearing systems, roofing and architectural elements. · Structural audit including NDT and necessary investigations. · Restoration and strengthening using heritage-compatible materials and techniques. · Conservation and landscaping of surrounding areas including circulation, open spaces and associated he ritage features. · All interventions shall be minimal, reversible and non-intrusive
  • B.Adaptive Reuse & Facility Enhancement Adaptive reuse of Old Printing Press Building as DHAROHAR,aligned with international standards for o Heritage conservation o Training and skill development o Disaster management o Research and public engagement · Upgradation of visitor amenities and interpretation systems without compromising heritage character. · Integration of AV systems, lighting and signage in a heritage-sensitive manner
  • C.Project Supervision Services (PSS) · Continuous technical supervision during execution. · Monitoring of workmanship, materials, safety and heritage compliance. · Periodic reporting with photographs and site notes. Penalty & Liquidated Damages Provisions
  • 1.Delay in Submission of Deliverables o The contractor/consultant shall be responsible for timely completion of each stage of work as per the approved schedule and milestones. o In the event of delay in submission of the Detailed Project Report (DPR), structural audit findings, drawings, o r any other deliverables without valid justification accepted by the competent authority, a penalty at the rate of 0.5% (zero point five percent) of the total contract value shall be levied for each week or part thereof of delay, s ubject to a maximum of 10% of the total contract value.
  • 2.Non-Compliance with Quality and Heritage Norms o If the consultant/contractor fails to comply with approved DPR specifications, codal provisions, or heritage conservation norms resulting in adverse impact or damage to heritage structures, a penalty of up to 15% of the t otal contract value shall be imposed. o In cases where irreversible damage occurs, the cost of restoration/reinstatement shall be recovered in full fro m the contractor, in addition to the penalty
  • 3.Deficiency in Site Supervision (PSS) o In case of failure to deploy qualified personnel for supervision during execution or failure to provide timely te chnical support as per the agreed deployment schedule, a penalty of 21.000 per day of default shall be levied. o Repeated lapses (three or more instances) may lead to termination of the contract at the risk and cost of the contractor.
  • 4.Inaccurate or Incomplete Documentation o If reports, drawings, photographs, or related documentation are found incomplete, technically deficient, or not in conformity with contract provisions, the contractor shall rectify the deficiencies within seven (07) days of notifi cation. o Failure to comply within the stipulated time will attract a penalty of 25,000 per day of delay. to be deducted f rom the running or final bills.
  • 5.Breach of Contractual Obligations o Any material breach of terms and conditions, including but not limited to violation of heritage protocols, safet y norms, or statutory regulations, shall attract penalties as decided by the competent authority. o In case of repeated breaches, the contract shall be liable for termination without financial liability on the part of the Railway Administration, and the security deposit/performance guarantee shall be forfeited.
  • 6.Force Majeure o No penalty shall be levied in case of delays arising from force majeure conditions such as natural calamities, war, or other unforeseen events, duly supported with documentary evidence and accepted by the competent aut hority.
  • 7.Recovery of Penalties o Penalties and damages, if any, shall be recovered from the contractor's running or final bills, Performance Gu arantee (PG), or any other dues payable under the contract o Imposition of penalties shall not relieve the contractor of their contractual obligations or liabilities under the agreement.   • 1.The payment to the Consultant/Contractor shall be made on a milestone (deliverable)-based system correspo nding to each project phase as defined in the Scope of Work.
