Buyer Added text based ATC clauses 1.0 Scope of work The scope of services of this tender is to Provide Taxi Services on Monthly Rate Basis and Slab Basis (Local & Outstation) for MECON, Bengaluru for a duration of three (3) years in an elegant and profess ional manner. All vehicles deployed under the contract, including Electric Vehicles (EVs), shall be provided with AC facility, maintained in excellent running condition and shall not be more than five (5) years old at an y point of time during the contract period. In case of Electric Vehicles (EVs), the vehicle shall also not have been driven for more than 75,000 kilometres at any point of time during the contract period. 2.0 Eligibility Criteria The bidder who wishes to participate in the tender shall fulfil the following eligibility crit eria. 2.1. Technical Eligibility Criteria 2.1.1. The Bidder should have office establishment at Bengaluru. Bidder shall submit an attested copy of the Registration Certificate of their office in Bengaluru, Karnataka as documentary evidence. If they do not have permanent office establishment, they will have to open local office and they would have to give declaration in bid that they would open local office within one month of order. 2.1.2. The Bidder should have executed at least one (1) similar work i.e. deployment of vehicles on hire basis for at least 1 (one) year on continuous basis, during the past three (3) years ending on the last day of the preceding month in which this tender enquiry is floated, in any Public/ Government Organ ization or Institution. Bidder shall submit duly notarized copies of work order, invoice copies of similar category of work ex ecuted in any organization and completion certificate from client for successful execution of order, a s documentary evidence of the above. 2.1.3. Bidder should have minimum 1 No. of Honda Amaze / Maruti Suzuki Dzire / Maruti Suzuki Ciaz or equivalent AC vehicles and 1 No. of Mahindra Scorpio / Maruti Suzuki Ertiga / Toy ota Rumion or equivalent AC vehicles in their own name not older than 3 (three) year as on date of tender enquiry. Bidder shall note the cars to be provided should not be more than 5 (five) years old during the period of contract. The vehicle is required to be commercially registered. Bidder shall submit notarized copy of all the relevant papers i.e., Certificate of Registration, Road Tax Token , Comprehensive Insurance Policies, Pollution under Control Certificate, Tax/ Tourist License/ Permits of vehicle along with the bid as documentary evidence. Renewal of documents/ certificate/ licenses etc. shall be the responsibility of the bidder and shall take up well in time to ensure that none of the certificate/ documents fail the validity. 2.2. Financial Eligibility Criteria The average annual financial turnover of the Bidder during the last three (3) consecutive financial y ears ending 31st March’ 2025 shall not be less than Rs. 20,81,520/- (Rupees Twenty Lakh Ei ghty-One Thousand Five Hundred and Twenty Only).
- a)In order to substantiate the above turnover requirement, the Bidder shall submit signed copies o f the Audited Annual Financial Reports, including the Balance Sheet and Profit & Loss S tatement, for the last three (3) consecutive financial years ending 31st March 2025. The signed Balance Sheet and Profit & Loss Statement furnished by the Bidder for establishing financial eligib ility shall clearly indicate the Membership Number and Firm Registration Number (FRN) of the Ch artered Accountant, along with the UDIN, in accordance with the guidelines of the ICAI.
- b)In case of non-availability of Audited Annual Financial Reports for genuine reasons, as an alternat e, with reasoned proof, the bidder may submit certified annual Turnover from a practicing-charter ed accountant, duly notarised, in support of their financial credentials, in lieu of annual reports to substantiate the financial eligibility. The Chartered Accountant’s Certificate should clearly indicat e the Membership Number and Firm Registration Number (FRN) of the Chartered Accountant, alo ng with the UDIN.
- c)In case of Companies / Firms which are less than three (3) years old, the average annual turnov er of the bidder shall be calculated by considering the turnover as per the audited balance sheet and Profit & Loss statement or Charted Accountant’s certificate (for bidder(s) as per Sl. No. (b) ab ove) submitted by the bidder for available period divided by three (3).
- d)In case of Companies / Firms which are more than three (3) years old, bidders are mandatorily re quired to submit the Audited Annual Financial Reports, including the balance sheet and Profit & L oss statement or Chartered Accountant’s Certificate (for bidder(s) as per Sl. No. (b) above) for all the three (3) consecutive financial years, failing which their bid will be liable for rejection.
- e)Annual financial turnover of entities participating in the tender on their own strength only shall b e considered and not that of their related entities, such as holding companies, subsidiaries or gro up companies, etc. The Bidder shall be an independent legal entity and shall have its own indepe ndent financial accounting system, as per laws of the land. Note:
- 1.Relaxation of 15% in financial eligibility criteria with respect to prior turnover for MSEs and 20 % in the case of SC/ ST and woman-owned MSEs shall be applicable.
- 2.Relaxation of 20% in financial eligibility criteria with respect to prior turnover for Start-ups sha ll be applicable. For Start-up Companies, the bidder shall submit a valid DPIIT Certificate of Rec ognition.
- 3.In case a bidder is both a Start-up Company and an MSE, only the relaxation applicable to Star t-ups, as specified in Clause 2 above, shall apply. No additional relaxation in the financial eligib ility criteria applicable to MSEs, as specified in Clause 1 above, shall be admissible. 2.3. Consortium bids shall not be permitted. 2.4. Applicant is liable to be disqualified, even though they meet the eligibility criteria, if th ey
- a.Made misleading or false representations, statements and attachments submitted in proof of th e qualification requirements, and/ or
- b.Record of poor performance such as abandoning the works, not properly completing the supply order, inordinate delays in completion or supply, litigation history, or financial failures etc., or
- c.Submit incomplete or part offer / document even after seeking clarification by MECON. 3.0 The bidder shall submit a scanned copy of the Integrity Pact, duly filled in, signed and st amped on each page by the bidder, in the format provided in Attachement-3 of the Buye r Added Bid Specific ATC 4.0 A copy of all the attachments of Buyer added Bid Specific ATC shall be submitted by the bidder alon g with their bid, duly filled and signed. .
