Procurement of paint for AFINDEX and DSSC Demo 2027

OPTION CLAUSE: The Purchaser reserves the right to increase or decrease the quantity to be ordered up to 25 percent of bid quantity at the time of placement of contract. The purchaser also reserves the right to increase the ordered quantity up to 25% of the contracted quantity during the currency of the contract at the contracted rates. The delivery period of quantity shall commence from the last date of original delivery order and in cases where option clause is exercised during the extended delivery period the additional time shall commence from the last date of extended delivery period. The additional delivery time shall be (Increased quantity ÷ Original quantity) × Original delivery period (in days), subject to minimum of 30 days. If the original delivery period is less than 30 days, the additional time equals the original delivery period. The Purchaser may extend this calculated delivery duration up to the original delivery period while exercising the option clause. Bidders must comply with these terms.

Bidder financial standing: The bidder should not be under liquidation, court receivership or similar proceedings, should not be bankrupt. Bidder to upload undertaking to this effect with bid.

Bidder shall submit the following documents along with their bid for Vendor Code Creation:

• a.Copy of PAN Card.
• b.Copy of GSTIN.
• c.Copy of Cancelled Cheque.
• d.Copy of EFT Mandate duly certified by Bank.

Experience Criteria: The Bidder or its OEM {themselves or through reseller(s)} should have regularly, manufactured and supplied same or similar Category Products to any Central / State Govt Organization / PSU for 3 years before the bid opening date. Copies of relevant contracts to be submitted along with bid in support of having supplied some quantity during each of the year. In case of bunch bids, the primary product having highest value should meet this criterion.

Buyer Added text based ATC clauses 1 Colour and Product Conformity: The Seller shall supply all paints strictly in the colour s and categories specified in the BOQ: Paint OG, Sand Stone, White, Red, Blue, Sky Blue, Bl ack, Yellow, Aluminium, Green, Red Oxide, Golden Brown, Water Paint Red, Water Paint Y ellow and Terracotta. The supplied shade shall match the manufacturer's documented shad e reference and the colour approved in the purchase specification. 2 Applicable BIS Standards: The paints shall conform to the relevant Bureau of Indian Standards (BIS)/Indian Standard specifications, wherever an applicable standard exists for t he particular paint type. The Seller shall identify the applicable IS number for each product and provide documentary evidence of conformity. A standard applicable to one paint type s hall not automatically be treated as applicable to all other paints.

• 3.BIS Licence and Certification: Wherever the supplied product is covered by a mand atory BIS certification requirement or the bid specifically requires BIS-certified material, the Seller shall provide a valid BIS licence/CM/L number applicable to the manufacturer, produc t category and manufacturing location. The Buyer may verify the licence status through offi cial BIS records. An ISO certificate alone shall not be accepted as proof of product conformi ty to a BIS standard. 4 Manufacturer's Technical Data Sheet (TDS): The Seller shall provide the manufactu rer's current TDS for each distinct paint product, specifying the paint type, recommended a pplication, surface preparation, theoretical coverage, drying time, recoating interval, recom mended thinner (if applicable), finish and storage conditions. The supplied product shall co nform to the declared specifications. 5 Quality Test Certificates: Each paint type shall be accompanied by a manufacturer-iss ued Certificate of Analysis (CoA) or batch-wise quality test certificate, where available, iden tifying the batch number and reporting applicable quality parameters. Depending on the pr oduct, these may include viscosity, density, fineness of grind, drying time, finish, adhesion, colour/shade and other parameters specified in the relevant Indian Standard or manufactur er's specification. 6 Product-Specific Technical Standards: The Seller shall identify the applicable Indian Standard for each paint based on its actual formulation and intended application. For exam ple, IS 2932:2013 applies to synthetic exterior enamel paints, IS 15489:2013 to plastic emul sion paints, IS 2339:2013 to aluminium paints for general purposes, and IS 12744:2013 to a ir-drying red oxide–zinc phosphate primer. These standards shall be applied only where the corresponding product type matches the specification. 7 Paint Film Performance and Testing: The manufacturer shall declare the applicable t est methods and results for drying time, hiding power/opacity, adhesion, finish, film thickne ss and colour consistency, as relevant to the paint type. Test methods under the IS 101 seri es may be used where applicable. Test reports shall be issued by the manufacturer's qualit y-control laboratory or a competent third-party laboratory, preferably NABL-accredited for t he relevant tests. 8 Water-Based Paints: Water Paint Red and Water Paint Yellow shall be supplied as wate r-based formulations and shall not be substituted with solvent-based paints. The TDS shall specify the recommended dilution, surface preparation, drying time, coverage and number of coats. The paint shall form a uniform film without visible patchiness, peeling or abnormal colour variation when applied as directed. 9 Packaging, Batch Traceability and Shelf Life: All paints shall be supplied in original, sealed manufacturer containers bearing the product name, shade, batch number, net quan tity, manufacturing date, applicable shelf life and manufacturer's details. Each container sh all be accompanied by appropriate safety and storage information. Leaking, tampered, coa gulated or expired containers shall not be accepted. 10 Document Verification and Rejection: The Buyer reserves the right to verify the su bmitted BIS licence, applicable conformity documents, TDS, batch-wise quality certificate a nd relevant laboratory test reports against the actual supplied product. Any material found non-conforming to the BOQ, declared technical parameters or applicable standard shall be l iable for rejection and replacement at the Seller's cost. .
