Bidders are advised to check applicable GST on their own before quoting. Buyer will not take any responsibility in this regards. GST reimbursement will be as per actuals or as per applicable rates (whichever is lower), subject to the maximum of quoted GST %.

  • 1.Technical Specifications shall be as per attached TECHNICAL SPECIFICATIONS.
  • 2.Installation supervision, commissioning and testing shall be in supplier's scope. In stallation shall be carried out by BHEL under the supervision of the supplier. Vendo r has to submit their quotation accordingly.
  • 3.Pre-Qualifying Requirement (PQR) is enclosed. Bidder has to submit the relevant docum ent as per the PQR.
  • 4.Warranty period: Warranty shall be applicable for 12 months from the date of commissioni ng or 18 months from the date of acceptance of material at BHEL, whichever is earlier.
  • 5.Test & Calibration certificate shall be supplied along with the material.
  • 6.Item is a standard item, hence PDI is not required. Inspection shall be carried out at stores BHEL, HEEP, Haridwar.
  • 7.Delivery Schedule shall be 4 months from the date of GEM PO.
  • 8.Early delivery is acceptable.
  • 9.Commissioning Charges shall be 10% of the product cost.
  • 10.Commissioning period mentioned above is tentative. Commissioning shall be carried out by the supplier within 6 weeks from the date of receipt of material at BHEL .
  • 11.Payment Term: 80% payment of material cost + 100 % Taxes shall be made after receipt & acceptance of material at BHEL Haridwar store. And balance 20 % of material cost + 100% pa yment of installation & commissioning charges shall be made after commissioning. Payment shall be made within 45 days for micro & small enterprises (MSEs), 60 days for medi um enterprises and 90 days for non-MSEM subject to submission of non-discrepant documents by the vendor, uploading of all documents on BHEL’s SUVIDHA portal. Note: This is in supersession of 10 days’ time as provided in Clause 12 of GeM GTC and also 4 5 days from CRAC as provided in the standard format of GeM Bid under Payment Timelines.
  • 12.LIQUIDATED DAMAGES (LD) FOR LATE DELIVERY: Penalty/ Liquidated Damages (LD) for Late Deliveries shall be applicable @0.5% per week or part thereof on the value of respective delayed supplies subject to a maximum of 10% of the value of respective delayed supplie
  • s.Value of delayed supplies will mean the Gross Value payable to the vendor (Before LD) agai nst such supplies excluding taxes and duties. For the purpose of Liquidated Damages for delay in E&C of the equipment the duration will be reckoned from the from the date of receipt of material at BHEL . Liquidated Damages on delay in ‘Supply’ and/or ‘E&C’ will be applicable to the delays attribut ed to vendor. Liquidated Damages will be considered separately for ‘Supply’ and ‘E&C’. The rate of Liquidated Damages for delayed Supply shall be @ 0.5% per week of delay of total PO value (Supply + E&C) in supply subject to a maximum of 10% of total item value (Supply + E&C). The rate of Liquidated Damages for delayed E&C shall be @ 0.5% per week of delay of total P O value (Supply + E&C) in E&C subject to a maximum of 10% of total value (Supply + E&C).
  • 13.Bidder to ensure submitting Make in India (MII) Compliance in the format attached with B uyer Specific ATC document.
  • 14.Considering qty. of item no. 1 as such non-splittable, to go by spirit of MSE guidelines, MSE M anufacturer quoting within price preference of L1+15% shall be offered 100% quantity provided all eligibility criteria are met. For item no. 2, MSE Manufacturer quoting within price preference of L1+15% shall be off ered 33% quantity provided all eligibility criteria are met. For item no. 3, MSE Manufacturer quoting within price preference of L1+15% shall be off ered 50% quantity provided all eligibility criteria are met.
  • 15.The Bids received from same IP address shall be outrightly rejected and shall not be consid ered for further evaluation.
  • 16.Treatment of cases regarding conflict of interest: The bidder notes that a conflict of interest would said to have occurred in the tender process a nd execution of the resultant contract, in case of any of the following situations: If its personnel have a close personal, financial, or business relationship with any personnel of BHEL who are directly or indirectly related to the procurement or execution process of the con tract, which can affect the decision of BHEL directly or indirectly; The bidder (or his allied firm) provided services for the need assessment/ procurement planni ng of the Tender process in which it is participating; Procurement of goods directly from the manufacturers/ suppliers shall be preferred. However, if the OEM/ Principal insists on engaging the services of an agent, such agent shall not be allo wed to represent more than one manufacturer/ supplier in the same tender. Moreover, either the agent could bid on behalf of the manufacturer/ supplier or the manufactu rer/ supplier could bid directly but not both. In case bids are received from both the manufactu rer/ supplier and the agent, bid received from the agent shall be ignored. However, this shall n ot debar more than one Authorised distributor (with/ or without the OEM) from quoting equip ment manufactured by an Original Equipment Manufacturer (OEM) in procurements under a P roprietary Article Certificate. A bidder participates in more than one bid in this tender process. Participation in any capacity by a Bidder (including the participation of a Bidder as a partner/ JV member or sub-contractor i n another bid or vice-versa) in more than one bid shall result in the disqualification of all bids i n which he is a party. However, this does not limit the participation of an entity as a sub-contr actor in more than one bid if he is not bidding independently in his own name or as a member of a JV. The Bidder declares that they have read and understood the above aspects, and the bidder co nfirms that such conflict of interest does not exist and undertakes that they will not enter into any illegal or undisclosed agreement or understanding, whether formal or informal with other Bidder{s), in this regard. This applies in particular to prices, specifications, certifications, Subsidiary contracts, submiss ion or non-submission of bids or any other actions to restrict competitiveness or to introduce c artelization in the bidding process. In case, the Bidder is found having indulged in above activities, the same will be co nsidered as a violation of the tender conditions, and suitable action shall be taken by BHEL as per extant policies/ guidelines.
  • 17.Invoicing: Successful Bidder has to register invoices and upload supporting documents on th e SUVIDHA portal. The portal can be accessed at: https://suvidha.bhel.in/suvidha/ Successful bidder has to submit Class 3 digitally signed tax invoices mandatorily as the time o f Billing.
  • 18.All the other terms and conditions shall be as per Guidelines /procedures/ policies laid by GE M portal.
  • 19.The tender enquiry issued on GeM and BHEL portals for wider circulation. However, the offer i s to be submitted through GeM portal only. Also, all future corrigendum/corrigenda, addendu m/addenda, amendments, time extensions, clarifications, etc. against the published GeM bid s hall be issued on GeM portal only. Hence, the bidders are advised to check GeM portal only fo r latest updates/amendments/communications issued by BHEL against the current tender. ________________________________ .
