Online UPS (>10 KVA) With Battery

OPTION CLAUSE: The Purchaser reserves the right to increase or decrease the quantity to be ordered up to 25 percent of bid quantity at the time of placement of contract. The purchaser also reserves the right to increase the ordered quantity up to 25% of the contracted quantity during the currency of the contract at the contracted rates. The delivery period of quantity shall commence from the last date of original delivery order and in cases where option clause is exercised during the extended delivery period the additional time shall commence from the last date of extended delivery period. The additional delivery time shall be (Increased quantity ÷ Original quantity) × Original delivery period (in days), subject to minimum of 30 days. If the original delivery period is less than 30 days, the additional time equals the original delivery period. The Purchaser may extend this calculated delivery duration up to the original delivery period while exercising the option clause. Bidders must comply with these terms.

Scope of supply (Bid price to include all cost components) : Supply Installation Testing Commissioning of Goods and Training of operators and providing Statutory Clearances required (if any)

IMPORTED PRODUCTS: In case of imported products, OEM or Authorized Seller of OEM should have a registered office in India to provide after sales service support in India. The certificate to this effect should be submitted.

Availability of Service Centres: Bidder/OEM must have a Functional Service Centre in the State of each Consignee's Location in case of carry-in warranty. (Not applicable in case of goods having on-site warranty). If service center is not already there at the time of bidding, successful bidder / OEM shall have to establish one within 30 days of award of contract. Payment shall be released only after submission of documentary evidence of having Functional Service Centre.

Escalation Matrix For Service Support : Bidder/OEM must provide Escalation Matrix of Telephone Numbers for Service Support.

ISO 9001: The bidder or the OEM of the offered products must have ISO 9001 certification.

Bidder's offer is liable to be rejected if they don't upload any of the certificates / documents sought in the Bid document, ATC and Corrigendum if any.

Successful bidder will have to ensure that adequate number of dedicated technical service personals / engineers are designated / deployed for attending to the Service Request in a time bound manner and for ensuring Timely Servicing / rectification of defects during warranty period, as per Service level agreement indicated in the relevant clause of the bid.

Warranty period of the supplied products shall be 2 years from the date of final acceptance of goods or after completion of installation, commissioning & testing of goods (if included in the scope of supply), at consignee location. OEM Warranty certificates must be submitted by Successful Bidder at the time of delivery of Goods. The seller should guarantee the rectification of goods in case of any break down during the guarantee period. Seller should have well established Installation, Commissioning, Training, Troubleshooting and Maintenance Service group in INDIA for attending the after sales service. Details of Service Centres near consignee destinations are to be uploaded along with the bid.

Timely Servicing / rectification of defects during warranty period: After having been notified of the defects / service requirement during warranty period, Seller has to complete the required Service / Rectification within 3 days time limit. If the Seller fails to complete service / rectification with defined time limit, a penalty of 0.5% of Unit Price of the product shall be charged as penalty for each week of delay from the seller. Seller can deposit the penalty with the Buyer directly else the Buyer shall have a right to recover all such penalty amount from the Performance Security (PBG).Cumulative Penalty cannot exceed more than 10% of the total contract value after which the Buyer shall have the right to get the service / rectification done from alternate sources at the risk and cost of the Seller besides forfeiture of PBG. Seller shall be liable to re-imberse the cost of such service / rectification to the Buyer.

Buyer Added text based ATC clauses

• 1.The bidder must supply, install, and commission a 20 kVA Online Double Conversion UPS along with a dedicated battery bank consisting of exactly 32 numbers of 12V 100Ah SMF VRLA batt eries.
• 2.The 20 kVA Online UPS must feature an inbuilt, copper-wound Galvanic Isolation Transformer at the inverter output stage to safeguard critical connected loads from harmonic spikes. The UPS mu st deliver a minimum Output Power Factor (PF) of 0.90 or higher (Unity PF preferred).
• 3.Batteries must be Sealed Maintenance Free (SMF) Valve Regulated Lead Acid (VRLA), rated at C10 capacity, and must carry a valid BIS (Bureau of Indian Standards) and IEC standard certif ication.
• 4.Supply of a heavy-duty, multi-tier Mild Steel (MS) battery rack treated with anti-corrosive, acid-r esistant powder coating is mandatory. High-grade, insulated, flexible copper cable links (minimum 25 sq mm cross-section) with factory-crimped copper lugs and PVC sleeves must be provided for a ll 32 batteries
• 5.A dedicated external, wall-mountable DC Moulded Case Circuit Breaker (MCCB) box of appropri ate DC voltage/current rating must be installed between the battery bank and the UPS.
• 6.To prevent old inventory dumping, all 32 supplied batteries must not be older than 3 months fr om the date of delivery at the site. The manufacturing code/serial numbers must be verified at the time of installation.
• 7.The complete system—including the 20 kVA Online UPS unit, all 32 batteries, and accessories— must carry a minimum 24 Months (2 Years) comprehensive on-site replacement warranty managed directly by the OEM/Authorized service partner.
• 8.The bidder must upload the OEM Authorization Certificate (MAF) specific to this GeM Bid N umber for both the UPS and the Battery brand being offered
• 9.The bidder must upload a signed compliance sheet against each point of this ATC. Failure to sub mit compliance or uploading generic data sheets will lead to immediate Technical Disqualificati on. .

Participation by the bidder in RA process would be considered as their consent for extension in offer validity by 30 days by the date of RA initiation.
