Scope of supply (Bid price to include all cost components) : Only supply of Goods

Pre-dispatch inspection at Seller premises (Fee/Charges to be borne by the BUYER): Before dispatch, the goods will be inspected by Buyer / Consignee or their Authorized Representative or by Nominated External Inspection Agency (independently or jointly with Buyer or Consignee as decided by the Buyer) at Seller premises (or at designated place for inspection as declared / communicated by the seller) for their compliance to the contract specifications. Fee/Charges taken by the External inspection Agency and any external laboratories testing charges shall be borne by the Buyer. For in-house testing, the Sellers will provide necessary facilities free of cost. Seller shall notify the Buyer through e-mail about readiness of goods for pre-dispatch inspection and Buyer will notify the Seller about the Authorized Representative/ Nominated External Inspection Agency and the date for testing. The goods would be dispatched to consignee only after clearance in pre-dispatch inspection. Consignee's right of rejection as per GTC in respect of the goods finally received at his location shall in no way be limited or waived by reason of the goods having previously been inspected, tested and passed by Buyer/ Consignee or its Nominated External Inspection Agency prior to the goods' shipment. While bidding, the sellers should take into account 7 days for inspection from the date of email offering the goods for inspection. Any delay in inspection beyond 7 days shall be on the part of the buyer and shall be regularised without Liquidated Damages. When there is requirement of submission the advance sample, the seller shall inform the buyer promptly through emails about the date of submission of sample to the buyer nominated Inspection agency.

Warranty period of the supplied products shall be 1 years from the date of final acceptance of goods or after completion of installation, commissioning & testing of goods (if included in the scope of supply), at consignee location. OEM Warranty certificates must be submitted by Successful Bidder at the time of delivery of Goods. The seller should guarantee the rectification of goods in case of any break down during the guarantee period. Seller should have well established Installation, Commissioning, Training, Troubleshooting and Maintenance Service group in INDIA for attending the after sales service. Details of Service Centres near consignee destinations are to be uploaded along with the bid.

Buyer Added text based ATC clauses

• 1.Reference No: DPS/NRBPSU/12/N1/1769/PT. Please quote our Reference no. and GEM Bid no./Contract No. in the subject line of email in all future correspondence / document submission. The scope of work includes Pre-Despatch Inspection, Supply and Warranty of Ambidextrous Gauntlets (300 ) Pairs as per technical specifications.
• 2.Bid related queries should be sought through GeM portal only. Other Grievances, if any, related to tender from vendors shall be addressed to apon1@barc.gov.in, with ou r above ref. No.
• 3.BIDDERS MUST UPLOAD THE SELF-DECLARATION RELATED LOCAL CONTENT ON THEIR LETTERHEAD A S PER THE ATTACHED ANNEXURE- XI. In case of authorized dealer of Original Equipment Manufacturer, authorization certificate should be submit ted to establish relationship with OEM mandatorily else bid will be rejected.
• 4.THE DECLARATION RELATED TO COUNTRIES SHARING LAND BORDER WITH INDIA ON THEIR LETTERH EAD AS PER THE ATTACHED ANNEXURE- XII.
• 5.EMD (Earnest Money Deposit) Bidder has to upload EMD scanned copy / proof of the DD along with bid and has to ensure delivery of hard copy to the Buyer within 5 days of Bid End date / Bid Opening date. The envelop should be super scribed with reference tender no. Supplier registered with NSIC under Single Point Registration Scheme and uploading valid NSIC certificate are exempted from submission of Bid Security.

• 7.PERFORMANCE SECURITY DEPOSIT After award of contract, Successful Bidder can upload scanned copy of the DD in place of PBG and has to e nsure delivery of hard copy to the original DD to the Buyer within 15 days of award of contract. To expedite the process of settlement of bills, Original bank guarantee should be sent by the bank to the p urchaser directly.
• 8.Bidder/ Successful bidder can upload scanned copy of the DD/BG in place of EMD/PBG and submit hard copy to the Buyer at following address: Assistant Purchase Officer, NRBPSU, 6th Floor, South Wing, NRB, Vikram Sarabhai Bhavan, Anushaktinagar, Mumbai - 400 094 (Ref. no. DPS/NRBPSU/12/N1/1769/PT) Bidders may submit EMD amount as per follows:-
• A.If quoting for only Ambidextrous Gauntlets 6” port: Rs. 26,000/-
• B.If quoting for only Ambidextrous Gauntlets 8” port: Rs. 60,000/-
• C.If quoting for both the Items: Rs. 86,000/-
• 9.Bidder should submit Bank Details including IFSC Code / Cancelled Cheque for refund of EMD/BG submit ted in form of Demand Draft.
• 10.All the documents uploaded should be on the bidder's letterhead. Documents clearly specifying the ac ceptance of all the technical specifications, additional specification parameters and terms & conditions sho uld be uploaded.
• 11.Offer shall be quoted strictly as per our specification and unit only.
• 12.Vehicles with GPS facility will not be allowed entry inside purchaser’s premises. In view of the above, t he consignments should be dispatched only through vehicles without GPS system. If GPS system is installe d in the vehicle the declaration in this regard to be send to consignee each time and the same shall be de activated before entering purchaser’s premises. The supplier shall be liable to follow the security formalities of the department. the driver of the vehicle & t he person accompanying should have valid ID proof/Pan Card without which they cannot enter purchaser’ s premises. Electronic equipments like mobile phones, cameras, pen drives, sim cards, music players, etc a re not allowed. It would be the responsibility of the contractor to arrange police verification certificate for his workmen/tec hnicians/engineers to enable carrying out installation/erection commissioning of the instrument/equipment /plant inside the purchaser’s premises.
• 13.The ordered items shall be supplied to the respective stores only on working days and between 10.00 hours to 16.00 hours excluding Saturdays, Sundays and Public Holidays. The supplier shall give advance in timation in the consignee through email before delivering the material.
• 14.Bidders may please note that no conditional terms / conditions / payment request is accepted. Paymen t will be made as per standard procedure of NRBPSU.
• 15.Note to Bidder (Hindrance Register) In the event of order, the Contractor/Supplier should supply the material within the original Delivery Period mentioned in the contract. If not, the Hindrance Register should be submitted which is Mandatory Docum ent for consideration of granting Delivery Period extension (if required). The Contractor/Supplier is required to maintain Hindrance Register for reporting Hindrance if any while exe cuting the work as per Annexure-X attached in Buyer Added ATC document. The Contractor/Supplier shall get record of Hindrance in the Hindrance Register(s) approved/endorsed by t he Purchaser. Such Hindrance in the work endorsed by the Purchaser will only be taken into consideration for granting Delivery Date Re-fixation. .

Bidders can also submit the EMD with Account Payee Demand Draft in favour of PAY AND ACCOUNTS OFFICER, NRB payable at MUMBAI . Bidder has to upload scanned copy / proof of the DD along with bid and has to ensure delivery of hardcopy to the Buyer within 5 days of Bid End date / Bid Opening date.

Successful Bidder can submit the Performance Security in the form of Account Payee Demand Draft also (besides PBG which is allowed as per GeM GTC). DD should be made in favour of PAY AND ACCOUNTS OFFICER, NRB payable at MUMBAI . After award of contract, Successful Bidder can upload scanned copy of the DD in place of PBG and has to ensure delivery of hard copy to the original DD to the Buyer within 15 days of award of contract.

Participation by the bidder in RA process would be considered as their consent for extension in offer validity by 30 days by the date of RA initiation.
