Successful Bidder can submit the Performance Security in the form of Account Payee Demand Draft also (besides PBG which is allowed as per GeM GTC). DD should be made in favour of DIG, ADM , DTE GEN, ITBP payable at SBI RK PURAM NEW DELHI . After award of contract, Successful Bidder can upload scanned copy of the DD in place of PBG and has to ensure delivery of hard copy to the original DD to the Buyer within 15 days of award of contract.

Successful Bidder can submit the Performance Security in the form of Fixed Deposit Receipt also (besides PBG which is allowed as per GeM GTC). FDR should be made out or pledged in the name of DIG (ADM) DTE GEN, ITBP NEW DELHI A/C (Name of the Seller). The bank should certify on it that the deposit can be withdrawn only on the demand or with the sanction of the pledgee. For release of Security Deposit, the FDR will be released in favour of bidder by the Buyer after making endorsement on the back of the FDR duly signed and stamped along with covering letter. Successful Bidder has to upload scanned copy of the FDR document in place of PBG and has to ensure delivery of hard copy of Original FDR to the Buyer within 15 days of award of contract.

Bidder's offer is liable to be rejected if they don't upload any of the certificates / documents sought in the Bid document, ATC and Corrigendum if any.

Buyer Added text based ATC clauses Service: Integrated Pest Control (Item 1: General Pest Control + Item 2: Termite Control) Frequency: Every Saturday or as per buyer requirement (Total 28 Services) Area Coverage: 6,872 Sq. Meters spanning across 60+ Rooms, Cabins, Record Rooms, and Corridors

• 1.Financial & Past Work Experience Criteria (Filters for Fake Bidders)
• a)Annual Turnover: The bidder must have an average annual turnover of at least Rs. 3,00,000/- d uring the last 3 financial years. A CA-certified turnover certificate must be uploaded.
• b)Past Work Experience: The bidder must have successfully executed at least one single work orde r of similar pest control/termite services in a Government Department, PSU, or reputed commercial pr emises covering a minimum area of 5,000 Sq. Meters within the last 3 financial years. Completion ce rtificates must be uploaded.
• 2.Mandatory Statutory Licenses & Registrations Bidders must upload valid copies of the following documents. Failure to submit any of these will result in i mmediate technical disqualification:
• a)Valid License to Stock, Sell, or Exhibit for sale or distribute Insecticides/Pesticides (Form VIII / Form VI) issued by the State Department of Agriculture.
• b)Active and valid corporate membership certificate of the Indian Pest Control Association (IPCA) or Pest Management Association (PMA).
• c)Valid Goods and Services Tax (GSTIN), PAN Card, EPFO, and ESIC registration certificates.
• d)Training certificate of the deployed supervisor/operator in Pest Control management from a Govern ment-recognized premier institute (e.g., CFTRI or NIPHM).
• 3.Specialized Technical Scope for Termite (Deemak) Control
• a)The service provider must deploy heavy-duty industrial drilling machines capable of drilling 12mm diameter holes at 30cm intervals along the internal perimeter walls of all 60+ rooms.
• b)Bidders must use only Central Insecticides Board & Registration Committee (CIB&RC) approved ter miticides, specifically Imidacloprid 30.5% SC or Chlorpyrifos 20% EC.
• c)Post-injection of the chemical emulsion, all drilled holes must be neatly sealed and finished with whi te cement/putty to match the existing wall aesthetics.
• 4.Technical Scope for Weekly General Pest Control
• a)The weekly Saturday or as per buyer requirement service must cover the eradication of cockroache s, ants, mosquitoes, flies, and silverfish across the entire 6,872 sq. meter area.
• b)Indoor treatment inside the 60+ rooms and conference halls must strictly use odorless, non-stain ing, eco-friendly synthetic pyrethroids or gel applications safe for office environments.
• c)Peripheral outdoor residual spraying around building boundaries must be executed simultaneously during the Saturday visit.
• 5.Chemical Quality Control & Pre-Service Inspection
• a)Only eco-friendly, odorless, and CIB&RC-approved chemicals shall be used.
• b)Material Inspection: Prior to starting the service every Saturday, the vendor must present the ori ginal chemical containers showing the brand name, batch number, and expiry date to the department supervisor for verification. Use of unbranded, loose, or expired chemicals will lead to immediate contra ct termination.
• 6.Room-Wise Service Log Book & Verification Mandate
• a)The vendor must maintain a hardcopy Service Log Book listing all room numbers individually (fro m 1 to 60+).
• b)After every Saturday service, the vendor must obtain the physical signature/stamp of the respective Room In-charge or Designated Department Supervisor for each room serviced.
• c)Monthly/Quarterly invoices will only be processed if accompanied by these completely signed, roo m-wise weekly verification sheets.
• 7.Strict Penalty Clauses
• a)If the vendor misses any scheduled service, a strict penalty will be deducted from the bill.
• b)Missing signatures or poor workmanship in any individual room will attract a penalty of Rs. 500 pe r unsigned/unserviced room per instance.
• c)Continuous failure to perform, safety violations, or non-compliance with statutory laws will result in immediate termination of the contract, forfeiture of the PBG, and initiation of blacklisting/debarment pr ocedures on GeM.
• 8.Required documents- Bidder are requested to submit following documents-
• (i)Copy of GSTIN/PAN
• (ii)Last 03 years average annual turnover of bidder/OEM.
• (iii)OEM authorization letter
• (iv)Bid security declaration certificate.
• (v)Last 03 year Experience certificate- CRAC/Invoice/Execution certificate by buyer etc.
• 9.Payment- Payment will be after satisfactory supply of goods.
• 10.DG ITBP, reserves the right to cancel/scrap the gem e bid without assigning any reason at an y stage.
• 11.Biders shall ensure that they are not under suspension or debarred by GeM and also are not i n the process of being debarred or suspended. .

Participation by the bidder in RA process would be considered as their consent for extension in offer validity by 30 days by the date of RA initiation.
