• 1.Pre-Qualification Requirement The bidder should have completed any Consultancy Services for Design of Swimming pool and associated f acilities within the last (7) Seven years prior to the original scheduled date of tender opening in any Gover nment/Quasi Government / PSU/PSE/Public Limited Company, in their own name/in the name of any one of the partners, as given below. • One work of completed value not less than Rs. 3.02 Lakhs in a single Contract agreement/ work order. Necessary documentary proof in the form of purchase / work order and    completion/experience certifi cate with value of work completed issued by the competent authority shall be submitted along with the bid documents for the same work order. Copy of the work order alone is not sufficient, copy of the completion certificate / experience certificate with required PQ value   must be enclosed.
• 2.Scope of work
• A.Consultancy services, which include comprehensive architectural, structural, and MEP ( Mechanical, electrical & plumbing) consultancy services for the proposed Adult Swimming Pool and Kids Pool at NUPPL Township including site assessment, concept planning, prepa ration of detailed architectural, structural, and MEP designs, drawings along with 3D views , technical specifications, and detailed BOQ for the swimming pools and associated facilitie s such as pool deck, filtration and pump room, balancing tank, drainage, lighting, plumbin g, changing & shower rooms, and other allied works, in accordance with applicable codes and standards. The rate also includes to facilitate verification and vetting of the complete design package by a reputed government institutions viz., IIT, NIT or any other equivalent government org anization and to incorporate necessary revisions as advised. All complete as per the instru ction of NUPPL Site In-charge.
• B.Detailed Scope of Work The scope of work shall include, but not be limited to, the following:
• 1.Site Assessment and Preliminary Study The Consultant shall visit the project site and carry out site reconnaissance to stud y site conditions including contours, soil conditions, drainage patterns, access roa ds, and existing utilities. The Consultant shall review available geotechnical repor ts and township layout plans and assess planning requirements, statutory provisions, and applicable safety standards for swimming pool construction.
• 2.Concept Planning and Layout Design Preparation of concept plans and layout for the swimming pool complex including A dult Pool, Kids Pool, pool deck, filtration and pump room, changing rooms, shower areas, toilets, lockers, lifeguard stations, first aid area, circulation spaces, and lan dscaping around the pool area. The Consultant shall submit concept layout drawi ngs and concept design report for approval.
• 3.Detailed Architectural Design Preparation of detailed architectural drawings including plans, sections, elevations, finishing details, waterproofing details, pool deck design, changing ro om layouts, drainage arrangements, safety provisions, and accessibility features i n compliance with National Building Code (NBC) and relevant BIS standards.
• 4.Structural Design Preparation of complete structural design and drawings for swimming pool structu res including foundations, retaining walls, deck slabs, pump room structures, bala nce tanks (if required), and allied structures. Structural design shall include desig n calculations, reinforcement detailing, and bar bending schedules in accordance with relevant IS Codes.
• 5.MEP Design Preparation of detailed Mechanical, Electrical, and Plumbing designs including swi mming pool filtration system, circulation system, pump selection, chemical dosin g system, pool lighting including underwater lighting, electrical distribution, earth ing system, plumbing network, drainage system, backwash system, and water su pply arrangements.
• 6.Preparation of BOQ and Tender Documents Preparation of detailed Bill of Quantities (BOQ), cost estimates, technical specificati ons, and tender drawings covering civil works, structural works, waterproofing, filt ration plant, MEP works, finishing works, and other allied works required for const ruction of the swimming pool complex.
• 7.Design & Drawing Vetting The Consultant shall arrange submission of the complete design package to a repu ted Government institutions viz., IIT, NIT or any other equivalent government org anisation for independent verification and vetting and shall incorporate all necess ary modifications suggested by the vetting agency.
• C.Special Terms & Conditions
• 1.The work should be carried out as per the detailed scope of work and instructions of NUPP L Site Engineer In-charge.
• 2.The time schedule for the subject work shall be as follows: Sl. • 3.The firm is expected to provide high degree of professionalism and maintain standards of quality until the period of work order. The work should be executed without disturba nce to other works in the work site.
• 4.The Consultant shall be fully liable for the structural integrity, waterproofing efficacy, a nd hydraulic functionality of the swimming pool and its water treatment system. The C onsultant shall indemnify NUPPL against all claims, damages, or structural failures arisi ng directly from faulty design, incorrect hydraulic calculations, or negligent engineerin

g.

• 5.NUPPL reserves the right to terminate the contract in case the contractor is not carryin g out the work satisfactorily.
• 6.Price Reduction clause: - Time is the essence of the contract. In case of delay in deli very of material (s)/ Equipment (s) / Service (S) (as the case may be), then, unless such failure is due to Force Majeure or due to Purchaser’s defaults, total contract price shall be reduced by ½% (Half Percent) of the total Contract price, per week of delay or part t hereof, subject to a maximum of 5% (Five percent) of the total Contract price, by way o f reduction in price for delay and not as penalty. In case the contractor fails to complet e the works within the stipulated period, then, unless such failure is due to force majeu re or due to purchaser’s defaults, the total contract price shall be reduced by 1/2% (Ha lf Percent) of the total contract price per week of delay or part there of subject to maxi mum of 5% of the total contract price, by way of reduction in price for delay and not as penalty.

• a)All the Payment will be made within 30 working days from the date of submission of Bill & acceptance of the same by NUPPL.
• b)Bank Account details of bidder shall be submitted for e-payment. OTHER CONDITIONS
• 1.The Bidder shall declare that their company is not banned/debarred/blacklisted by other Central Public S ector Enterprises (CPSEs)/Government Entities as on the original scheduled date of Bid opening. In case w hile processing the Bid or during post award of Bid, any such banned/Debarred/Blacklisted instances by ot her Central Public Sector Enterprises (CPSEs)/Government Entities, is known to NLCIL/NUPPL then the bidd er will be disqualified for that particular Bid, if the Bid is under process. If already awarded, then the Purch ase Order/Contract will be terminated. In the above circumstances, Bidder shall not have any claim on NLC IL/NUPPL towards such disqualification or termination of Contract/Purchase Order. The Bidders shall submit the declaration as per the format attached Buyer Added Bid Specific ATC Sl. No 6 Annexure -I (Page No. 1).
• 2.Bidders must upload a certificate as per format attached in Buyer Added Bid Specific ATC Sl. N
• o.6 Annexure – III (Page No. 3) from the bidder regarding the percentage of the local content and the details of locations at which the local value addition is made along with their bid, faili ng which the bid is liable to be rejected.
• 3.Preference to Make in India: MII Purchase Preference is applicable as per O/o No. P-45021/2/2017-PP ( BE-II) – Part (4) Vol. II Dated: 19th July, 2024 issued by Ministry of Commerce and Industry, DPIIT, Governm ent of India. Verification of Local Content : The bidder shall give self-certification for local content in the quoted ite m (goods/works/services) at the time of tendering. However, at the time of execution of the project, for all Contracts above INR 10 Crore, the contractor/supplier shall be required to give local content certification d uly certified by cost/chartered accountant in practice. For cases where it is not possible to provide certifica tion by Cost/Chartered Accountant at the time of execution of project, the supplier shall be permitted to pr ovide the certificate for local content from Cost/Chartered Accountant after completion of the contract, wit hin time limit acceptable to the procuring entity. In case the Contractor/supplier does not meet the stipulat ed local content requirement and the category of the supplier changes from Class-I to Class-II/ Non-local or from Class-II to Non-local, a penalty up to 10% of the contract value may be imposed. However, contract o nce awarded shall not be terminated on this account. • 5.Note: Bidder must complete and sign all attached scope of work, special conditions annexu res as specified in Buyer Added Bid Specific ATC Sl. No. 6, and submit them with their bid.
• 6.Bidders shall note that the bid submission Portal (GeM) captures and displays the Interne t Protocol (IP) address from which the Bidder has submitted the bid. The received bids, h aving matching/common IP address of Bidders shall be outrightly rejected and shall not b e considered for further evaluation. .
