Actual delivery (and Installation & Commissioning (if covered in scope of supply)) is to be done at following address FOR RAYANG MILITARY STATION RAYANG DISTRICT DHEMAJI ARUNACHAL PRADESH PIN - 787060. .

Bidder shall submit the following documents along with their bid for Vendor Code Creation:

• a.Copy of PAN Card.
• b.Copy of GSTIN.
• c.Copy of Cancelled Cheque.
• d.Copy of EFT Mandate duly certified by Bank.

Installation, Commissioning, Testing, Configuration, Training (if any - which ever is applicable as per scope of supply) is to be carried out by OEM / OEM Certified resource or OEM authorised Reseller.

OPTION CLAUSE: The Purchaser reserves the right to increase or decrease the quantity to be ordered up to 50 percent of bid quantity at the time of placement of contract. The purchaser also reserves the right to increase the ordered quantity up to 50% of the contracted quantity during the currency of the contract at the contracted rates. The delivery period of quantity shall commence from the last date of original delivery order and in cases where option clause is exercised during the extended delivery period the additional time shall commence from the last date of extended delivery period. The additional delivery time shall be (Increased quantity ÷ Original quantity) × Original delivery period (in days), subject to minimum of 30 days. If the original delivery period is less than 30 days, the additional time equals the original delivery period. The Purchaser may extend this calculated delivery duration up to the original delivery period while exercising the option clause. Bidders must comply with these terms.

Scope of supply includes Training: Number of employees to be trained 4 , Place for Training Rayang and Duration of training 6 days.

The successful bidder has to supply all essential accessories required for the successful installation and commissioning of the goods supplied. Besides standard accessories as per normal industry practice, following accessories must be part of supply and cost should be included in bid price: Nil .

Scope of supply (Bid price to include all cost components) : Supply Installation Testing Commissioning of Goods and Training of operators and providing Statutory Clearances required (if any)

• 8.Turnover Bidder Turn Over Criteria: The minimum average annual financial turnover of the bidder during the last three years, ending on 31st March of the previous financial year, should be as indicated in the bid document. Documentary evidence in the form of certified Audited Balance Sheets of relevant periods or a certificate from the Chartered Accountant / Cost Accountant indicating the turnover details for the relevant period shall be uploaded with the bid. In case the date of constitution / incorporation of the bidder is less than 3 year old, the average turnover in respect of the completed financial years after the date of constitution shall be taken into account for this criteria.
• 9.Turnover OEM Turn Over Criteria: The minimum average annual financial turnover of the OEM of the offered product during the last three years, ending on 31st March of the previous financial year, should be as indicated in the bid document. Documentary evidence in the form of certified Audited Balance Sheets of relevant periods or a certificate from the Chartered Accountant / Cost Accountant indicating the turnover details for the relevant period shall be uploaded with the bid. In case the date of constitution / incorporation of the OEM is less than 3 year old, the average turnover in respect of the completed financial years after the date of constitution shall be taken into account for this criteria. In case of bunch bids, the OEM of CATEGORY RELATED TO primary product having highest bid value should meet this criterion.

IMPORTED PRODUCTS: In case of imported products, OEM or Authorized Seller of OEM should have a registered office in India to provide after sales service support in India. The certificate to this effect should be submitted.

Nominated Inspection Agency: On behalf of the Buyer organization, any one of the following Inspection Agency would be conducting inspection of stores before acceptance: Pre-dispatch Inspection at Seller Premises (applicable only if pre-dispatch inspection clause has been selected in ATC): EPO Post Receipt Inspection at consignee site before acceptance of stores: BOARD OF OFFICERS

Bidder's offer is liable to be rejected if they don't upload any of the certificates / documents sought in the Bid document, ATC and Corrigendum if any.

ISO 9001: The bidder or the OEM of the offered products must have ISO 9001 certification.

Material Test Certificate Should Be Sent Along with The Supply. The Material Will Be Checked by Buyer’s Lab & the Results of the Lab will be the Sole Criteria for Acceptance of the Item.

The bidder is required to upload, along with the bid, all relevant certificates such as BIS licence, type test certificate, approval certificates and other certificates as prescribed in the Product Specification given in the bid document.

Timely Servicing / rectification of defects during warranty period: After having been notified of the defects / service requirement during warranty period, Seller has to complete the required Service / Rectification within 15 days time limit. If the Seller fails to complete service / rectification with defined time limit, a penalty of 0.5% of Unit Price of the product shall be charged as penalty for each week of delay from the seller. Seller can deposit the penalty with the Buyer directly else the Buyer shall have a right to recover all such penalty amount from the Performance Security (PBG).Cumulative Penalty cannot exceed more than 10% of the total contract value after which the Buyer shall have the right to get the service / rectification done from alternate sources at the risk and cost of the Seller besides forfeiture of PBG. Seller shall be liable to re-imberse the cost of such service / rectification to the Buyer.

Buyer Added text based ATC clauses ADDITIONAL TERMS & CONDITION

• 1.The Vender should be well aware of the area and is in possession of last 3 years’ experience of con tracts and works in Arunachal Pradesh.
• 2.All items should be ISI marked and as per make mentioned in the TS.
• 3.Delivery period will be as mentioned in BOQ from date of supply order. 4. 50% previous work experience regarding supply for the Similar Category/ Same items.
• 5.Supply order for the similar work with experience and completion certificate required not later than 3 years in 3 Corps area.
• 6.No extension on the job will be granted.
• 7.Acceptance of additional buyer specific terms and conditions required.
• 8.All items will be provided as per make and technical specification mentioned in BOQ/RFP please rea d technical specification carefully before participation.
• 9.Self-declaration certificate that the site has been recced and there are no issues with respect to sit e for supply of the said job. A certificate of recce carried out by the firm representative duly Countersign by the representative of unit should be uploaded along with the Bid.
• 10.Compliance of Tender Document duly sign and stamped to be uploaded.
• 11.Turn Over Certificate must carry the Turnover of at least last three years i.e. up to 2025-26. If the b idder is not able to furnish the required document, the Bid will be rejected by TEC. Turn over must be at le ast 150% of tender value.
• 12.Attending Pre Bid along with samples for approval is compulsory.
• 13.Piecemeal supply of item will not be accepted. All the items must be supplied in one consignment a t the FOR loc. Quoted rates must be inclusive of the transportation changes. No claim for transportation will be admissible.
• 14.The vendor shall submit a valid OEM authorisation certificate for the offered generator at the time of bidding. After successful Installation & commissioning, the OEM/vender shall pr ovide the online warranty certificate for the supplied generators along with specific Regn No/ Engine No of that Generator.
• 15.Vendors participating in the bid must note that their performance with respect to previou sly placed supply orders is under review. If the vendor's performance is found to be unsatisfac tory or not up to the required standard the buyer reserves the right to reject the bid or disqua lify the vendor at any stage of the evaluation on progress.
• 16.Due to dynamic condition of lines of comn in the AOR many times the vendors have apc h the consignee or accepting offr for accepting delivery short of FOR although denied every ti me it raises the dire need that either the proprietor or rep of the firm must vis the FOR loc an d if any issue pertains flag it timely during pre bid meet. To this effect the firm participating must produce the cert in docu that the site has been recced by them even in normal sup jobs. .

Participation by the bidder in RA process would be considered as their consent for extension in offer validity by 30 days by the date of RA initiation.
