Experience Criteria: The Bidder or its OEM {themselves or through reseller(s)} should have regularly, manufactured and supplied same or similar Category Products to any Central / State Govt Organization / PSU for 3 years before the bid opening date. Copies of relevant contracts to be submitted along with bid in support of having supplied some quantity during each of the year. In case of bunch bids, the primary product having highest value should meet this criterion.

OPTION CLAUSE: The Purchaser reserves the right to increase or decrease the quantity to be ordered up to 50 percent of bid quantity at the time of placement of contract. The purchaser also reserves the right to increase the ordered quantity up to 50% of the contracted quantity during the currency of the contract at the contracted rates. The delivery period of quantity shall commence from the last date of original delivery order and in cases where option clause is exercised during the extended delivery period the additional time shall commence from the last date of extended delivery period. The additional delivery time shall be (Increased quantity ÷ Original quantity) × Original delivery period (in days), subject to minimum of 30 days. If the original delivery period is less than 30 days, the additional time equals the original delivery period. The Purchaser may extend this calculated delivery duration up to the original delivery period while exercising the option clause. Bidders must comply with these terms.

Scope of supply (Bid price to include all cost components) : Only supply of Goods

• 5.Turnover Bidder Turn Over Criteria: The minimum average annual financial turnover of the bidder during the last three years, ending on 31st March of the previous financial year, should be as indicated in the bid document. Documentary evidence in the form of certified Audited Balance Sheets of relevant periods or a certificate from the Chartered Accountant / Cost Accountant indicating the turnover details for the relevant period shall be uploaded with the bid. In case the date of constitution / incorporation of the bidder is less than 3 year old, the average turnover in respect of the completed financial years after the date of constitution shall be taken into account for this criteria.

Availability of Service Centres: Bidder/OEM must have a Functional Service Centre in the State of each Consignee's Location in case of carry-in warranty. (Not applicable in case of goods having on-site warranty). If service center is not already there at the time of bidding, successful bidder / OEM shall have to establish one within 30 days of award of contract. Payment shall be released only after submission of documentary evidence of having Functional Service Centre.

• (a)Bidders are requested to upload Bid Specific OEM Authorization Certificates of all items. (b) All OEM Certificates s hall have valid office address, phone number and email ID's. The buyer can verify genuineness of OEM authorization (if required) uploaded by bidder. (c) BID Number shall be mentioned in all OEM authorization certificates. (d) The Bid der has to upload separate sheet for all items of BOQ mentioned make/brand of each item (single make / brand for e ach item) being offered by bidder from three mentioned make/brand in BOQ specification document uploaded and t he same should be signed by the bidder with office seal, the bidder can offer equivalent make/brand other than thre e make/brand mentioned in BOQ specification with bid specific OEM authorization and to be uploaded by the bidder against Additional doc 1 (Requested in ATC).(e) Uploading of bid does not constitute / entail any guarantee for allotti ng / awarding any order. (f) The decision of the Accepting Officer/Buyer shall be final and binding in case of any disp ute. No applicant/supplier shall be entitled for any compensation what so ever for rejection of his application by the Accepting Officer on eligibility criterion. (g) Any clarification may be obtain by the bidder before closing date of bid. (
• h)Insurance risk, if any, should be covered in quoted rates. (j) Guaranty/warranty of items will be claimed as per OE M catalog. (k) Bidder will be responsible for lifting of defective / rejected items during inspection supplied by him fro m consignee site at his own arrangement / cost within ten days after issue of notice of rejection or after generation of CRAC by the consignee. (l) Declaration of MII content must be uploaded by the bidder duly signed and office seal on letter head of firm mentioned GEM bid number. (m) The minimum average annual financial turnover of the bidde r during the last three years shall be twenty six lakhs as per bid conditions to be uploaded by the bidder. (n) The bid will be rejected if any of the documents/certificates as requested in GeM bid not uploaded by the bidder. (o) Paymen t of supply against bid items will be done only after completion of supply of all items against GeM order to the seller.
• (p)Items delivered by the seller shall be as per the make/brand mentioned in BoQ specification sheet uploaded by t he bidder against Additional doc 1 (Requested in ATC) for make/brand mentioned against each item in separate she et uploaded duly signed and affix office seal by the bidder. (q) Exemption (if any) of EMD/ePBG to the bidder will as per the policy/guidelines. Release of EMD/ePBG shall be as per criteria and policy/guidelines. (r) Bidders are request ed to upload certificate regarding non blacklisting from any Central / State Govt Organization / PSU / Public Listed Co mpany duly signed by the bidder with office seal. If found blacklisting/un-enlisted during any stage of occurrence of the said job, the contract order will be cancelled without any payment/notice. .

Participation by the bidder in RA process would be considered as their consent for extension in offer validity by 30 days by the date of RA initiation.
