As the estimated Tender value is less than Rs.50 Lakhs, no eligibility criteria is insisted, however the Tenderer may submit the following documents as the evidence for his/her eligibility criteria
1. The Tenderer may submit the experience certificates in the similar type of work or any fabrication work in the past three years.
2. Supporting documents for accomplishment of above work as stated in the Annexure -C.

Minimum Wages Compliance:The rates adopted in the Railway estimate towards labour charges are based on the minimum wages prescribed by the Chief Labour Commissioner (Central), as per the latest applicable notification. The tenderers shall quote their rates after duly considering and complying with the applicable minimum wages for all labour engaged in execution of the subject work. Any offer which does not provide for compliance with the applicable minimum wages will be summarily rejected. The Bidder shall enclose the work sheet for arriving the total cost for the subject work as per the format in Annexure J of tender document and shall be uploaded along with the offer, failing which the offer will be summarily rejected. Tenderer should comply the public procurement policy(If applicable) (Make in India) order 2017, dated 15-06-2017 issued by Department of Industrial promotion policy, Ministry of commerce circulated vide Railway Board letter No. 2015/RS(G)/779/5 dated 03-08-2017 and 27-12-2017. Successful tenderer should submit the following documents before execution of work:
1. List of Personnel for executing the work at LW/PER.
2. Pradhan Mantri Suraksha Bima Yojana ( PMSBY.
3. Group Insurance for all the labours engaged for the work at LW/PER.
4. Details for registration of labour at EPF portal.
5. Copy of Aadhaar card for each labour.
6. PAN card copy of Successful Tenderer.
7. Copy of GSTIN Registration certificate.
8. NEFT details.
9. Evidences for payment ( monthly salary) to contract labourers such as bank statement copy etc.,( This may be submitted during the course of contract and before submission of bills at each time)
10. Evidences for deduction of EPF from contractor's labours such as copy for deduction of EPF( This may be submitted during the course of contract and before submission of bills at each time)

General Instructions

Tenderers shall hold the offer open for acceptance for a period of 60 days from the date of opening of the tender.
If the date of opening of tender is declared to be a holiday, the tenders will be opened on the next working day at the same time.
All terms and conditions in the tender documents are binding on the tenderers.
Manual tenders sent by post/courier or in person are not allowed. Manual offers received shall be ignored.

The Total value quoted in the schedule should be inclusive of all types of taxes & levies including Goods and services tax (GST)at 18% or applicable at the time of quoting.
In addition to this special terms and conditions annexed, contractor shall follow all the clauses specified in the "General Conditions of the Contract" (GCC) for works of Indian Railways amended/corrected from time to time. Tenderer should follow the IREPS portal, and ensure if any corrigendum is uploaded by Administration before bidding.
Tenders submitted in IREPS portal with out Bid Security Deposit or less amount of Bid Security Deposit will be summarily rejected.
Any firm recognized by Department of Industrial Policy and Promotion (DIPP) as 'Startups' shall be exempted from payment of Bid Security. However, the proof has to be uploaded in the IREPS portal. The Tenderer should upload the Certificate from DIPP for Start up firms for exemption of Bid security, if applicable. The offers without bid security amount & without certificate from DIPP will be summarily rejected. Labour Cooperative societies shall deposit only 50% of EMD detailed in the Tender Notice. However, the proof for the same have to be uploaded, otherwise the tender will be summarily rejected.
The tenderer deliberately give wrong information in his/their tender or creates/ create circumstances for the acceptance of his/their tender, the Railway reserves the right to reject such tender at any stage. The entire bid security with Railway will be forfeited. In addition, action will be taken to suspend the business with the tenderer for a period of two years.

I/We have visited the works site and I/We am /are aware of the site conditions.
I/we have read the conditions of tender attached hereto and agree to abide by such conditions. I/We have perused the contract documents (i.e, General conditions of contract, scope of work, special conditions, schedule of rates and all other documents attached to the tender) and that I/We am/are fully aware that I/We will have to perform the contract if my/our tender is accepted subject to general conditions of contract and contract documents aforesaid. I/we offer to do the work at the rates shown in the Annexure annexed and hereby bind myself/ourselves to complete the work in the stipulated period as mentioned in the contract documents attached from the date of issue of letter of acceptance.
I/we agree to keep this tender open for acceptance for a period of 60 days from the date fixed or opening the same.
I/We agree that until a formal agreement is prepared and executed, acceptance of this tender shall constitute a binding contract between us subject to modifications as may be mutually agreed to between us and indicated in the letter of acceptance o my/our offer for this work.

Declaration I/we declare that I/We further understand and agree that if I/We found during consideration of the tender to be a firm/individual or sister concerns or any individual or firms or partner of firms banned by the ministry of Railways from doing business with Railways and ban is still in force , Earnest Money Deposit remitted by me/us will be forfeited in full.
Declaration I/We declare that for satisfying the eligibility conditions mentioned in the Tender Documents. I/We have uploaded copies of documents along with the tender in support of my/our claim of satisfying eligibility conditions. I/We understand that I/we have to produce the original documents if so demanded by the Railways. I/We understand that if any of the documents were found to be bogus at any stage, my/our security deposit and Performance Guarantee (after awarding work) will be forfeited in full and I/We are liable to be banned from doing business with Railways for any period to be specified by the Railways for any period to be specified by the Railways and also liable for legal proceedings against me/us.
