SPECIFICATION: "Special desi gned Bi-Metal wear resistances plate developed by weld overlay process as per following details:- (1)Base Material:- The base material will be Hardox-400 or equivalent material with following chemical co mposition. Carbon=0.14-0.32%, Chromium=0.30-1.40%, Manganese=1.60% max, Molybdenum=0.25- 0.60%, Silicon= 0.70% Max, Nickel=0.25 -1.50%. (2)Hardness of Base Material 370- 420 BHN. (3)Weld Deposit:- Thickness of weld overlay deposit should be at least 5 mm. The Weld overlay deposit will be of enrich complex carbide offering almost 35-45% primary carbides concentration to ensure enhanced life of minimum as specified at performance warranty, with alloy basis of C, Cr, Mn, V, B, Si with hardness of 380- 430BHN. Special Eligibility Criteria

  • Bulk quantity order(s), constituting Minimum 80% of the Net Procurable quantity (NPQ), against the tender shall be placed on the manufacturers or its authorized agents who have successfully supplied either a) Minimum 20% of the overall tendered quantity of the NIT(The term overall tendered quantity means total tendered quantity of all the variants included in the tender.) against any single order. Orb) Minimum 30% of the overall tendered quantity of the NIT(The term overall tendered quantity means total tendered quantity of all the variants,included in the tender.) against multiple orders, on cumulative basis of the tendered item or its variant to Zonal Railways/PUs/CORE/PSUs/Other Central Govt.Department/Metro Railway, in last three financial year and current financial year up to the date of tender opening. The variant of the tendered item in above clause would mean an item/items having same basic/generic description as mentioned in the tender but may have any of the following variations -

    1. Same Specification as tendered item but any other revision or any other size
    2. Same drawing number as mentioned in the tender but a different Alteration

  • Supporting documents as proof of credentials shall be submitted by the bidder along with their offer and the onus to prove successful supply in the stipulated time frame lies on the bidder. Offers submitting credential orders unaccompanied with proof of suuply are liable to be ignored.

Terms & conditions

Statutory Variation Clause

  • ''Statutory Variation in taxes and duties, or fresh imposition of taxes and duties by State/Central Government in respect of the item stipulated in the contract (and not the raw material thereof) within the original delivery period stipulated in the contract, or last unconditionally extended delivery period shall be to Railways account. Only such variation shall be admissible which take place after the submission of bid. No claim on account of statury variation in respect of existing rax/duty will be accepted in his quoted rate. No claim on account of statury variation shall be admissible on account of misclassification by the Supplier/contractor"

Standard Governing Conditions

  • IRS Conditions of Contract The contract shall be governed by latest version (along with all correction slips) of IRS conditions of contract, and all other terms and conditions incorporated in the tender documents.

  • This tender (evaluation of offers) and the subsequent contracts shall be governed by conditions stipulated in the Tender Document/NIT/eletronic SOR, Specification Conditions, Special conditions of contract (if any), the latest Standard Bidding Document (SBD) of NWR, and the latest IRS Conditions of Contract, all of which form part of and are attached with this tender. In the event of any discrepancy, contradiction, ambiguity, or inconsistency among the aforesaid documents, the same shall be resolved strictly in accordance with the following order of precedence, which shall prevail in descending order:

    1. The tender inquiry conditions (main tender document/NIT/electronic SOR),
    2. Specifications conditions (annexure),
    3. Special Conditions of Contract (if any attached),
    4. IRS conditions of contract,
    5. NWR tender document (SBD document).

  • The contract shall be governed by the conditions of Tender inquiry , IRS conditions of contract, Special conditions of contract (if any) attached with this tender. The tender inquiry conditions & Special Conditions of Contract (if attached) will have precedence over the IRS conditions and conditions specified in tender annexures.

Other Conditions

  • Inspection clause- Inspection by consignee.

  • Wherever the inspecting authority is specified in the tender documents, tenderers are advised to quote accordingly. Offer with any deviation from inspection clause mentioned in tender will be summarily rejected.

  • Tenderer should mention in their offer:-1.Name of manufacturer with complete address.

Special Conditions

  • In case the clause of NIT instructs for submission of requisite document and the Document uploading tab corresponding to that clause has been defined as -not allowed, the - not allowed- shall be ignored and the bidders is instructed to upload the requisite document invariably along with submitted bid at another available field for docuemnt uploading.

  • For conditions not specified in electronic SOR, the conditions specified in annexures will prevail.

  • EMD & SD Condition As per Clause 3.0(Section 1) & 12(Section 2) respectively of the SBD NWR appended with this tender.

  • Traders and agents are not allowed to avail any benefits extended under MSE policy like EMD exemption, other MSE benefits etc.

  • For firms not seeking/eligible for earnest money exemption, earnest money as stipulated in the Notice for Invitation of Tenders (NIT) will have to be paid only online through Payment Gateway link. No other mode of payment for EMD is acceptable.

  • Warranty (1) Performance warranty: 44 Kms ( 2 ) Warranty Clause: As per IRS condition (i.e. 30 months from the date of supply) or performance warranty whichever is earlier.

  • This is the Railway specific item. Firm who are tenders/authorized agents, are requested to indicate name address of manufacturer works and submit the tender specific OEM AUTHORIZATION letter from their manufacturer/OEM along with the tender. Non submission of valid AUTHORIZATION letter along with offer will make their offer invalid and offer will be summarily rejected.

  • Micro and Small Enterprises firms In order to avail themselves of benefits and preferential treatments, the MSEs must be registered with any of the following: -

    1. UDYAM (UDYAM Registration Certificate).
    2. Udyog Aadhar Memorandum (Note :- Terminal date for consideration of this certificate was till 30.06.2022 or as extended by Ministry of Micro, Small & Medium Enterprises from time to time. Thus this certificate (Udyog Aadhar Memorandum) can only be considered if the above terminal date is further extended beyond 30.06.2022)

  • In the case tenderers participate as an authorized agent, then the performance as required above shall be that of the principal, authorizing the agent. It may so happen that the agent has credentials of past supply for a different principal but this will not be considered as performance for placing bulk order in case of change of principal.

  • Make in India Policy:This Tender complies with Public Procurement Policy Order, 2017 (along with revisions/addendums/additions issued from time to time ) with respect to Make In India Policy.

  • Whenever, Standard technical requirement document has been specified/ appended with the tender document, the participants are required conduct comprehensive study of the technical specifications and deviations if any, shall be indicated in the designated data entry field of ireps bid submission form. Technical deviations quoted elsewhere are liable to be ignored.

  • If offered rate of two or more eligible bidders are same, then offer with early delivery period shall be preferred for order placement.

Undertakings

  • I/We undertake that quoted technical deviation with respect to quantity/parameter/any other technical specification will not affect the smooth operation, working functionality and reliability of the equipment where the same will be installed and will not hamper the smooth working of other parts of machine.

  • I/We undertake that careful examination the contents of PO/LOA ( whichever is issued first) will be conducted within ten days of the issue date of LOA/PO and in case any discrepancy noted, shall make a representation within ten days of the date of PO/LOA. I understand that any representation thereafter for DP re-fixation on this ground may not be binding on NWR to be entertained.

  • I/We hereby declare that in quoting the above price, we have taken into account the full effect of Input tax Credit available under GST. We further agree to pass on any financial gain/benefit as may become available in future in respect of all the input tax credit on the date of supply by way of reduction in price and advise the purchaser (Railway) accordingly. We also undertake that we are aware of the provisions of section 171 of the CGST Act and consequences thereof if we fail to comply with the same. The contractor shall be GST compliant and claim the applicable GST in their bills, which will be paid by the Railways.
