Technical-Compliances

• The original Bank Guarantee should be delivered in person to the official nominated as indicated in the tender document before closing date for submission of bids (ie. excluding the last date of submission of bids).

• The contractor should have a valid electrical super grade (ESA Grade) electrical contractor license for working at EHT 110kV voltage level from the concerned statutory authority of any states of India and the Copy of the same should be uploaded with the tender offer. The electrical license should be in the name of the firm or in the name of any authorized person of the tenderer's firm. It must be ensured that the validity of electrical license should be valid during the entire contract period duly renewing at appropriate time for extending validity.

• The tenderer should upload certificate for verification of credentials enclosed as Annexure XII /Annexure V. Non submission of the certificate through online by the tenderer shall result in rejection of his/their offer.

• The contractor should have a valid Electrical Contract License for working in HT/EHT systems, having system voltage equal to or more than 25 kV, from the concerned statutory authority of any states of India. It must be ensured that the validity of electrical license should be valid during the entire contract period, duly renewing at appropriate time. The tenderer should submit a copy of license along with his offer. During offer submission, in case the validity of the Electrical license is expired, the copy of the license renewal application submitted to the concerned statutory authority shall be submitted along with the copy of the expired license and it will be considered for acceptance. However, if the contractor is having experience in Railway's 25KV OHE or PSI works (based on their submissions), his/her offer will be considered for acceptance based on a declaration stating that the license copy will be submitted before the start of the work and such declaration shall be uploaded in the required in place in IREPS. Such contractor shall avail and submit Electrical license copy before start of the work and the agreement will be signed only on receipt of copy of Electrical license. The electrical license should be in the name of the firm or in the name of any authorized person of the tenderer's firm or if the tenderer is hiring an Electrical licensee for supervising / overseeing this work, the copy of his Electrical license along an authorization letter for supervising / overseeing this work under his license shall be submitted.

• STUDY OF DRAWINGS AND LOCAL CONDITIONS The drawings for the works can be seen in the office of the Deputy Chief Electrical Engineer/OHE/CN/MS/ Southern Railway. It should be noted that these drawings are meant for general guidance only and Railway may suitably modify them during the execution of work according to the circumstances without making the Railways liable for any claims on account of such changes. If there is any variation between the description in the tender and the detailed plans, the Engineer-in-Charge will operate the correct description and his decision is final and binding on the tenderer/ Contractor. The Tenderer/Contractor is required to inspect the sites of works and acquaint himself with the site conditions, availability of approaches for transporting of men and materials, space and other factors relating to the works, availability of labour, electricity and water, etc., before quoting his rates. The extent of lead and lift involved in the execution of works and any difficulties involved in the execution of work should also be examined before formulating the rates for complete items of works described in the schedule. • CORRIGENDUM NOTICE ON IREPS [I]Railway may modify the tender document by issuing online corrigendum through "www.ireps.gov.in" 15 days prior to the tender closing date. For the purpose of CORRIGENDUM in the tender, NIT period is splitted as under:

  1. ADVERTISEMENT PERIOD: The time during which all information pertaining to tender shall be available but offers cannot be submitted
  2. OFFER SUBMISSION PERIOD: 15 days prior to closing of tender, during which tenderers can submit their offer.

• Tenderer(s) shall note that conditional/alternate offer will not be considered and will summarily be rejected, even though such condition makes them as the lowest tenderer.

• Applicable for the tenders with eligibility criteria The offer of Tenderer(s) who do not enclose Work Experience Certificate & Financial eligibility Certificate with requisite details, and supporting documents along with their Tender to establish their credentials shall be summarily rejected, even though they are working contractors or contractors on approved list.

• "The eligible and successful tenderer shall procure PQR as per RDSO standard No. IS/RDSO-TI/0002:2023(or latest), from the firms either having prior supply experience of similar equipment to PSUs/Railways/Metro/State Utilities or have successfully cleared the Capacity-cum-Capability assessment(CCA) by RDSO as on the date of tender opening. However, supply commence only after successful prototype testing by RDSO".
