In terms of clause as per Para 2.4.3 of Instructions to Tenderers for Electronic tenders ITT_Rev_1.21_April_2024 regarding Restrictions on procurement from a bidders of a country which shares a land border with India, I, hereby confirm that I have read the clause regarding restrictions on procurement from a bidder of a country which shares a land border with India and I certify that I am not from such a country.
The tenderers in their bids shall indicate the details of their jurisdictional assessing officers (Designation, address & email ID). Also tenderers are required to furnish the correct HSN code for the offered item along with their bid.
Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.
Item will be purchase from OEM or its authorized dealer or the firm having the past performance of similar category of items. Firm should fulfill the any one of the following eligibility criteria to qualify the EC of tender. 1-. In case the bidder is OEM it must attach self-declaration or any other relevant document regarding to be the manufacturer of the offered item, failing which their offer will be rejected without any back reference. 2- If firm is authorized dealer, Firm must submit authorization certificate of OEM. The authorization issued from OEM must be valid on or after the date of tender opening. 3-If firm is past supplier of similar category item, firm should submit proven performance of supply (Not older than 1 April 2021) in Railway for the same or allied item. The allied items (to be decided by the purchasing authority) are those items which can be produced by same line of machinery and plant and adequate quality control arrangement. NOTE-1- It is mandatory to mention the particular quoted MAKE And Model with catalog name in the relevant column by the bidder with its e-offer. NOTE-2- Date of Validity of authorization certificate should be clearly mentioned in the certificate otherwise certificate will not be considered valid.
100% payment against receipt, inspection and acceptance of material by the consignee at destination.
Statutory Variation in taxes and duties, or fresh imposition of taxes and duties by State/ Central Governments in respect of the items stipulated in the contract (and not the raw materials thereof), within the original delivery period stipulated in the contract, or last unconditionally extended delivery period shall be to Railways' account. Only such variation shall be admissible which takes place after the submission of bid. No claim on account of statutory variation in respect of existing tax/duty will be accepted unless the tenderer has clearly indicated in his offer the rate of tax/duty considered in his quoted rate. No claim on account of statutory variation shall be admissible on account of misclassification by the supplier/ contractor.
The contract shall be governed by latest version (along with all correction slips) of IRS conditions of contract, conditions stipulated in Instructions to Tenderers for electronic tenders invited on IREPS ITT_Rev_1.21_April_2024 and all other terms and conditions incorporated in the tender documents
In case offer is quoted by authorized dealer of OEM, Earnest Money Deposit is to be submitted equal to 2% of estimated tender value
Delivery schedule indicated in the tender schedule is tentative and may vary as per the requirement of railway at the time of finalisation of tender/release of purchase order. However, offers with large variation from tendered delivery schedule may be ignored or considered for restricted order quantity.
No Exemption for EMD will be given to firms except to those firms as mentioned in the Instruction to tenderers ITT_Rev_1.21_April_2024. If the firms, other than those exempted, fail to submit EMD along with the offer, their offer will be summarily rejected.
Security deposit (SD) Performance Security for stores contracts will be applicable as para 12.0 of Instruction to tenderers ITT_Rev_1.21_April_2024.
Purchaser reserves the right to cancel the tender for full or part quantity without assigning any reason. The rates quoted by the tenderers for the full Quantity would be taken as valid even for part quantity.
5 % of P.O. value may be recovered from the firm as General Damages as per para 16.2 of ITT_Rev_1.21_April_2024, in case of failure of firm to supply the item.
Consignee
Warranty/Guarantee- In case, there is a discrepancy regarding warranty period mentioned in specification/description and standard warranty clause as per IRS condition of contract, then warranty period mentioned in specification/description shall prevail.
IRS conditions and Instructions to Tenderers for Electronic Tenders ITT_Rev_1.21_April_2024 have been uploaded on IREPS website ireps.gov.in and can be accessed, under the link public documents// Goods & Services and by selecting organization: Indian Railway; Zone: Northern Railway; Department: Stores. These revised Instructions shall be applicable in the tender. Tenderers are advised to go through these instructions before submission of their offer.
Special attention of the bidders/tenderers is drawn towards Para 16.0 of Instructions to Tenderers for Electronic tenders ITT_Rev_1.21_April_2024, regarding action in case of default of the firm in execution of contract.
