Technical-Compliances

  • The bidding firm shall possess a valid Electrical Contractor's Licence issued in its own name by the competent authority of the State Government/Central Government. In addition, a valid Electrical Supervisor's Certificate of Competency shall also be submitted, unless the Electrical Contractor's Licence itself clearly specifies the name/details of the Electrical Supervisor along with the validity of his/her supervisory certificate/licence.

Eligibility

Special Financial Criteria

  • Financial Standing:The Bidders will be qualified only if they haveminimum financial capabilities as below -

    1. T1- Financial Turnover: Thetenderer should have an aggregate Financial turnover not less than 1.5times the advertised Bid value during the last three previous financialyears and in the current financial year up to the date of opening of thetender. The audited balance sheet reflecting financial turnover certifiedby chartered accountant with his/her stamp, signature and membershipnumber shall be considered. The offer of the bidder who do not enclosecertificates duly fulfilling the above conditions will be summarilyrejected.
    2. T2- Liquidity: The bidder should have access to or hasavailable liquid assets, lines of credit and other financial means to meetcash flow that is valued at 5% of the estimated bid value net ofapplicant's commitments for other contracts. The Audited balance sheetand / or banking reference certified by chartered accountant with his/herstamp, signature and membership number shall be submitted by thebidder along with bid. Banking reference should contain in clear termsthe amount that bank will be in a position to lend for this work to theapplicant/ member of the Joint Venture / Consortium. In case the NetCurrent Assets (as seen from the Balance Sheets) are negative, only theBanking references will be considered. Otherwise, the aggregate of theNet Current Assets and submitted Banking references will be consideredfor working out the Liquidity. The banking reference should be from aScheduled Bank in India and it should not be more than 3 months old ason date of submission of bids. In case of JV firms overall liquidity of JVfirm shall be assessed by arithmetic sum of liquidity of all members of JV.Tenderers must submit relevant documents in support of having fulfilledabove criteria. Offers not meeting the above eligibility criteria will beconsidered unsuitable. Railway reserves the right to accept/reject anytender, without assigning any reason for the same. Tenderer mustprovide their credentials regarding Eligibility Criteria in the prescribedformat as attached in Annexure- A.

  • Evaluation of Financial Bid The financial proposal shall be evaluated todetermine the lowest bidder. In case, the evaluated financial offers oftwo or more technically qualified tenderers are lowest and same, then:

    1. The bid of the tenderer who is technically more sound (having scoredhigher marks in evaluation of technical bid as per this document) shall beconsidered as the lowest.
    2. If the marks in the evaluation of technicalbids of the lowest bidders are also found to be equal, then, the bid of thetenderer with the highest cumulative annual financial turnover over thelast three years and the current financial year shall be considered as thelowest.

Special Technical Criteria

  • The bidder should have satisfactorily completed in the last threeprevious financial years and the current financial year upto the date ofopening of the tender, one similar single service contract for a minimumof 35% of advertised value of the bid. Completed service contractincludes on-going service contract subject to payment of bills amountingto at least 35% of the advertised value of the bid. Similar servicecontract means any contract that is so specified by the competentauthority. Work experience certificate from private individual shall not beaccepted. Certificate from public listed company/private company/Trustshaving annual turnover of Rs 500 crore and above subject to the samebeing issued from their Head office by a person of the company dulyenclosing his authorisation by the Management for issuing suchcredentials. The tenderer shall submit details of work executed by themalong with bid for the service contracts to be considered for qualificationof work experience criteria clearly indicating the nature/scope ofcontract, actual completion cost and actual date of completion for suchcontract. Non-submission of Experience Certificate by the bidder shallresult in summarily rejection of his/their bid. Tenderer must provide theircredentials regarding Eligibility Criteria in the prescribed format asattached in Annexure-A

  • Evaluation of Technical Bid The bidder shall submit along with the Biddocument, documents in support of their claim to fulfill the minimumeligibility criteria as mentioned in the bid. In two packet system ofbidding, each bidder shall be assigned score for their technical bid. Thescore of technical bid should be more than or equal to minimumqualifying marks as mentioned in bid document. The system of assigningscore shall be as per the bid document.

  • Number of years in operations Company establishment certificate andcompany's work order copy/agreement copy/completion certificate etcas proof of operation. Years shall be counted from the date of agreementof the work.

  • The system of assigning score shall be as per Annexure-X (Clause No.9)of the Bid document. Bidders who's score shall be 60 or above shall bequalified for consideration of their financial bids. Bidders who do notmeet the minimum qualifying score of 60 shall not be considered furtherfor opening of their financial bids and their bids shall not be consideredfurther for award of the tender
