  • Financial Standing (Financial Criteria) The Bidders will be qualified only ifthey have minimum financial capabilities as below -

    1. T1- FinancialTurnover: Exempted for OEM or RDSO approved vendors.
    2. T2- Liquidity:The bidder should have access to or has available liquid assets, lines ofcredit and other financial means to meet cash flow that is valued at 5%of the estimated bid value net of applicant's commitments for othercontracts. The audited balance sheet and/or banking reference certifiedby chartered accountant with her stamp, signature and membershipnumber shall be submitted by the bidder along with bid. Bankingreference should contain in clear terms the amount that bank will be in aposition to lend for this work to the applicant/member of the JointVenture/Consortium. In case the Net Current Assets (as seen from theBalance Sheets) are negative, only the Banking references will beconsidered. Otherwise the aggregate of the Net Current Assets andsubmitted Banking references will be considered for working out theLiquidity. Special Conditions

  • The contractor must follow all the terms and conditions of the latest labour laws.

  • The contract is applicable for carrying out Comprehensive Maintenance Contract of 25KVA inverter of make M/s Hitachi Hi- Rel fitted on SG AC coaches of NF Railway for the period of 3 years, which are nominated at base (primary) maintenance stations at Northeast Frontier Railway and secondary maintenance depots as the case may be. However breakdown attention at secondary depots will be required only under exceptional circumstances. In case of emergency, failures are also to be attended to at other stations on Indian Railways.

  • Authority for Operation of Contract The contract has beenfinalized for operation by Division / Base depots/Workshops ofNF Railway. The supervisors/officers of concerned depot shall beresponsible for supervision of the works and for verification ofthe bills for payment. Contractor will station their dedicated staffat the primary maintenance depot if number of coach holding isminimum of 10 or more. In case the numbers of coaches are lessthan 10, the maintenance schedule will be carried by their staffstationed at nearest depot. Contractor have to Station theirdedicated staff at GHY depot irrespective of Minimum Coaches

  • Scope of Work The contract covers the Comprehensivemaintenance of the 25 KVA Inverter of the SGAC coaches. In thiscontract, coaches with out of warranty Inverter/equipments areincluded. The activities to be included during preventivemaintenance shall be:

    1. Visual checks for both type of inverterincluding proper mounting of inverter box ensuring safe hangingarrangement of the box. However, welding support (if required)for rectification of hanging arrangement of mounting box will begiven by Railway.
    2. Cleaning of dust, dirt from all parts ofinverters by compressed air and by wiping. If cleaning agent isrequired for proper cleaning it should also used.
    3. Tightnesschecking of all relevant power connections and equipmentmounting.
    4. Setting / checking of drive parameters as per thedrive requirement.
    5. Functional checking with or without load asper the site conditions.
    6. Ensuring of all safety & protectiveequipments within the inverter are in proper working condition.
    7. Any other deficiency or shortfalls in the system and working as noted by the service engineer / pointed out by Railways.
    8. Any minor modifications required on the Inverters.
    9. Themaintenance schedule should be carried out as per CA. The firm has to paste one sticker in every coach mentioning the previous schedule done & next schedule due on.
    10. If any part, component or equipment is found not functioning as per its design, it should be either replaced by new one or repaired to work as per design parameter. In any case it should be ensured that the same donot fail during service.
    11. Checking the condition of the underslung cubicle chassis and corrective action required thereof shallbe the responsibility of the contractor. The contractor shall be responsible for any failure of the Inverter arisen out due to failure of rusted/damaged under slung cubicle.
    12. In case opening of the under slung cubicle due to any reason, the gaskets shall be replaced by the firm on condition basis withinthe scope of the AMC.
    13. It will be obligatory on the part of the Contractor to attend the preventive maintenance work schedule.
  • Breakdown Maintenance The contractor shall be responsible tosatisfy the authorized Representative of N.F.RLY, regarding thequality of any breakdown maintenance carried out. He shall takea written acknowledgement from Representative of N.F.RLY ofthis office. The contractor shall furnish a list of personnel withtelephone no, who shall be available beyond office hours and onSundays and Holidays for any calls from Railways. Unlessspecified to the contrary all apparatus supplied shall comply withsuch published latest Standard & Station Rules like I.E. Rules,Indian standard applicable to it. Any defective equipment isrequired to be taken from Railway premises for repair worksshall be transported at the cost of the contractor. The contractorhas to indemnify Railway to the cost of equipment intended tobe taken out. The repaired materials shall be brought back tothe site at the cost of the contractor. The make of spare parts ormaterials to be supplied, if there be any, has got to be approvedby Railway. It will be obligatory on the part of the Contractor toattend Breakdown work.

  • Following are the responsibilities of the Railway The Railwaysshall provide the following facilities to the firm:

    1. The Railwayauthority shall permit the contractor to carryout scheduledmaintenance, comprehensive maintenance and to work on thedefective inverters.
    2. The controlling officer of the Railway shallnominate the officer / supervisor for supervision of thecontractor's work.
    3. The necessary space, electricity, waterconnection shall be provided free of cost as required for themaintenance at the possible point of the site.
    4. At the primarymaintenance depot if number of coach holding is minimum of 10or more, Railway shall provide covered place (for providing atable, chair & a cupboard for keeping minimum spares) to the service engineer of the contractor at the depots.
    5. The invertermay be attended on the platform / washing line / AC shed of the terminal stations of Northeast Frontier Railway.
    6. The service engineer of the firm shall attend the inverter during the maintenance schedule of the coaches covered under the maintenance contract. They shall be permitted in the coach onproduction of their identity card.
    7. The Railway shall make thecoach available for the maintenance period as per the mutuallyagreed schedule.
    8. Railway shall maintain the details ofcoaches including the coach no. covered under maintenancecontract for the reference of both the parties. In case the coachis transferred to other Railways, that coach will cease from thescope of the contract from the transferred date. Railways shallintimate the firm in writing of such transfers.
    9. NominatedRailway officer shall intimate the firm by telephone in personmentioning the coach no. and the location of the coach alongwith the time. Both parties shall maintain the register of suchcall made for reference.
    10. On the event of the failure of thecoach at stations other than that of the base maintenance stations, the intimations from any of the railway officers concerned will be given to the firm's nearest regional office, whoshall then attend the breakdown call. The certificate of such maintenance shall however be issued by the divisional Railwayofficer of the local Railway where the breakdown call has occurred under the intimation to the base maintenance station of that coach.
  • Following are the responsibilities of the Contractor (Firm)

    1. Thecontractor shall depute the service engineer as per the mutuallyagreed preventive maintenance schedule as well as for thebreakdown maintenance.
    2. At primary maintenance depot ifnumber of coach holding is minimum of 10 or more the serviceengineer shall report within three hours or at the earliestconsidering that train operations are not affected.
    3. TheContractor shall depute the service engineer as per maintenanceschedules of concerned depot or as per requirement of Depot Incharge or priority selected by Department of Railwayresponsible for train operation. The firm will also need to beready to attend any breakdown call at nominated stations orlocations as per need of attention as called for. Firm'srepresentative's normal working hours will be as per coachingdepot work timings but may be required to continue as pernecessity of release of coaches. Any call after normal workinghours must be responded within 03 (three) hours after receipt ofcomplaint or as per instruction of Depot In-charge (in emergencycases) as the case may be. The firm needs to attend breakdowncall at both pit-line and sick line as the case may be.
    4. The firmshall keep necessary tools, testing equipments as well asenough spares, sub assemblies & consumables in ready stock inthe firm's premises or at the station of maintenance or at theirworkshop or in the nearest office and a small item list should bedisplayed day to day basis. A list of all tools and tacklesincluding all measuring instruments should be displayed andshould be available in all maintenance depots. At least 20percent stock of materials should be readily available atGuwahati Coaching Depot.
    5. Normally, the repair of equipmentshall be carried out by the manufacturer / representative on theplatform /AC shed / Washing line at the base station or within20km of the specified Railway station.
    6. The service engineernominated for the repair on the station duty shall observe allsafety and security rules prevailing at the place of the work. Allthe supervisors, Engineers and staff of the firm should use allnecessary protective gears during maintenance work.
    7. Onreplacement of any failed component, the defective componentshall be shown to the Railway authority before dispatching thesame to the manufacturer. Railway will return the defectivecomponent after inspection within two days.
    8. The firm shall notemploy children below the age of 18 years as labourers directlyor through sub- contractors for execution of the work. The firmshould abide by all the Central Government Rules and StateGovernment rules as per the place of work undertaken by thefirm.
    9. The firm shall have to give training to Railway staffregarding maintenance and trouble shooting of inverter atplaces convenient to Railway during the currency of thecontract.
    10. The firm should issue necessary photo identity cardscountersigned by the Railway's Engineer to the workingstaff/service engineer for their entry to railway premises. However this identity card is not a travel authority.
    11. The firmshall attend the coaches under CMC, during their POH at DBWS & NBQ workshop if required for necessary schedule maintenance and rectification. Preventive maintenance to be preferably done during POH.
    12. The failure analysis should be maintained, and a copy is to be produced with the bill.
  • Box of under slung inverters has to be attended by thecontractor for any defects. However, welding support (ifrequired) for rectification of hanging arrangement of mountingbox will be given by Railway. Number of coaches installed withinverter: There may be a possible quantity variation due to the new induction of new coaches or due to the transfer of coaches between the zonal Railways or in the completion of the warranty period of coaches. The Railway has the right to vary the quantum of work as per the variation clause of GCC 2018 service contract. Note: Other Railway coaches inverter are alsoto be attended here by the firm against the work order of theparent Railway which the coach belongs. Necessarymeasurement of work will be sent to parent Railway forpayment if any. Scope and Schedule of Activities & Variation inContract Quantities: Each AC Coach consists of 2(two) numbersof 25KVA Inverters or 1 (one) number of 25KVA inverterdepending on type of AC coaches. The contractor shall maintainthe Inverters of AC coaches to ensure trouble free service duringcurrency of the contract. The inverter includes both on boardand under slung type along with necessary cable connectionexcept the input / output power cable connections to and frominverter. The contractor shall replace all defective parts of out ofwarranty coaches required for the schedule laid down as perschedule of activities. All equipments / components of Invertersof AC Coaches which are under initial warranty clause ofmanufacturer shall be replaced / repaired by the Contractor freeof cost if found defective and needs replacement. Payment willonly be liable for out of warranty coaches listed as per theschedules. Validity of the contract: The work is a comprehensivemaintenance contract covered for a period of 36 months fromthe date of issuing of LOA. The accepted rate will be valid forthree years. However, the contract period may be extendedbased on mutual agreement and same terms and conditions

  • Rate The accepted rate per inverter schedule for the three yearcontract period shall be paid to the contractor on satisfactorycompletion of maintenance works as per schedule and certifiedby nominated officer. Ownership of the Rejected/oldComponents: The ownership of the rejected / defectivecomponents/parts shall be that of the contractor against thereplacement made by them on the inverter to make it operative. Any components supplied by Railway for replacement, thereleased materials will be the property of Railway. Records to be maintained by the nominated Divisional officer. If any inverter is not maintained for a quarter due to any reason, the payment shall not be claimed for that period. The nominated Officer shall keep the register / record for the previous bill paidfor each coach/inverter to avoid duplicity of payments at anytime. Payment:

    1. The payment shall be made on 4 (four)monthly basis after attending the Inverters of AC Coach duringthe previous 4 (four) months continuous period, at any CoachingMaintenance Depot over N.F. Railway. The total yearly paymentshall be made in three installments against the bill of the firm.
    2. The firm's bill should be submitted along with the certificate ofwork done and schedule of materials for maintenance of thecoaches signed by the nominated field officer.
    3. The bill shallbear the coach number of the coaches maintained by the firmfor the each four monthly term.
    4. Any other zonal Railwaycoaches 25 KVA inverter plying with N.F. Railway trains areeligible for payments if any equipment/component isreplaced/repaired on written memo served by concerned officerin - charge.
    5. The coaches which do not touch any base depot ofN. F. Railway due to any circumstances in last one month orsubsequent month and comprehensive maintenance is also notcarried out in that period shall not be entitled for the payment inany case. 6.100% payment against a coach for a four monthlyperiod will be paid if the comprehensive maintenance of thecoaches has been carried out
  • Release of Performance Guarantee On satisfactory completionof work(s) and passing of the final bill, the Performanceguarantee will be released by the Railway upon certification ofsuccessful completion of works and fulfillment of the entirecontractual liabilities. Paying Authority: Sr. Divisional ElectricalEngineer, N.F. Railway, Lumding on receipt of record & acceptedfield work done reports, consolidated bill will be prepared andprocessed from Sr.DEE/Lumding through Sr.DFM/Lumding.

  • Recovery of Damages Damages on account of delay inattention:

    1. Delay in completing the maintenance activity willaffect the running of the train and may cause loss of revenue toRailway. The contractor shall depute the service engineer as permaintenance schedules as defined in the contract, along withbreakdown calls at the nominated stations. The service Engineershall report within three hours or at the earliest on receivingbreakdown call including Sundays and all Holidays. The firmneeds to attend breakdown call at pit-line, sick line or platformas the case may be. (Joint note will be prepared in betweencontractor and Railway Supervisor before imposing penalty). Ifany inverter fault is reported at any depot and service engineeris not deputed at that depot then after receipt of call fromRailway Supervisor journey time (by train for long routes) shallbe provided to service engineer to arrive at that depot beforeimposing penalty.
    2. If a coach is marked damage on inverteraccount at Primary or secondary Pit-line, firm should attend thecoach at Pit-line and sick-line and try to make it fit. If the firmfails to attend and rectify the coach at Pit-line, a penalty of Rs.2000/- will be imposed. For any delay in completing thebreakdown attention of coach the following penalties will beimposed:-
      1. Up to 12 hours after placement in Sick-line nopenalty will be imposed,
      2. Beyond 12 hours after placement inSick-line a penalty of Rs.1000/- per day will be imposed till thecoach is declared fit. The decision of the Railways regarding thepenalty for failure of coach will be final and binding on theContractor.
    3. If any component of the inverter fails to performits function / is bypassed during service, a sum of Rs.1000/- willbe deducted damage by way of penalty for each case. Damageson account of failure of the inverter during running of Coaches:
      1. For any detention of 30 minutes/ CNAC/ complaint bypassenger due to failure of inverter, penalty of Rs. 30,000/- perincidence of failure will be imposed. The establishment offailures will be done through joint inspection by the Railway andcontractor at destination stations. The decision of the Railwaysregarding the cause of failure will be final and binding on them.The above incidence of failure however does not includedamages caused by extraneous factors.
      2. If anyone of theinverter fails to perform its service during running condition, apenalty of Rs.10,000/- per case for each inverter will beimposed. Penalty will be imposed by Railway after jointinspection note prepared in between contractor and RailwaySupervisor at primary or secondary Depot. Damages on accountof detachment of coach due to failure of the inverter unit atSecondary terminal: - If coach is detach at secondary terminalon inverter account, a penalty of Rs.10000/- will be imposed percoach.
  • If a coach which was marked sick on inverter account and isthen attended, rectified and made fit by the firm at sick-line/ pitline is again marked sick on inverter account in next subsequentpit inspection or enroute/ originating /destination station of thesame coach, then a penalty of Rs. 10,000/- per case will beimposed. For any adverse remark regardingfunctionary/maintenance of inverter by Railway official duringinspection, a penalty of Rs. 3000/- will be imposed. For nonadherence to any tender conditions, a penalty of Rs. 3000/- willbe imposed per case. For any misbehavior of maintenance staffwith passengers/Railway persons, a penalty of Rs. 10,000/- percase may be imposed (staff may be terminate as per gravity ofcase as decided by the competent authority). For any damage toRailway property by contractual staff or due to negligence induty of staff, it shall be recovered from the Contractors bill onactual basis. If the coach is marked ED (electrical damage)within 50 days of preventive maintenance done, then a penaltyof Rs. 15000/- shall be imposed. If any passenger complaintarising out of inverter failure (e.g. less cooling etc.) is receivedeither in Rail Madad or 139 (toll free number) or Twitter or anyother means, then for every complaint additional amount of Rs.100/- will be deducted from contractor's bill with a maximumlimit of Rs. 10000/- for that trip. Contractor's staff(operating/maintenance) shall not carry/consume any Alcoholicmaterial and he will also not carry any explosive, band materialinside the power car while performing duty. If any staff are foundto have consumed narcotic drugs or alcoholic drinks, carryingany explosive, band material, a penalty of Rs. 10,000/- (RupeesTen Thousand) per staff shall be recovered from the contractor'sbill and operating hour of that staff will not be incorporated inthe bill and such staff will not be permitted for work with samecontractor as well as with any contractor in future under N.F.Railway. The staff will be dealt accordingly to Railway Laws inforce from time to time. To establish the drunkenness, thecontractor's staff will be directed to nearest crew lobby/hospitalfor breath analyzer test and report of test will be final andbinding on the contractor. For any other cause not listed above,penalty imposed will be as per gravity of case as decided by thecompetent authority of Railway and will be binding on the firm.

  • Any typographical error shall not be construed to be befitting ofthe Contractor. In such cases the interpretation and decision ofSr. DEE/LMG shall be final and binding up on the tenderer.

  • Due care has been taken while framing technical specification,however if any deviation from prevailing standard norms isnoticed at the time of execution the same shall be rectified andmade good by the contractor. Contractor shall also bring suchthings if ever noticed by them to the knowledge of this officeand to field Engineer.

  • I/we declare and certify that I/we have not made any misleading or false representation in the forms, statements and attachments in proof of the qualification requirements.

  • I/We also understand that my/our offer will be evaluated based on the documents/credentials submitted along with the offer and same shall be binding upon me/us.

  • I/We declare that the information and documents submitted along with the tender by me/us are correct and I/we are fully responsible for the correctness of the information and documents, submitted by us.

  • I/we certify that I/we the tenderer(s) is/are not blacklisted or debarred by Railways or any other Ministry / Department of Govt. of India from participation in tender on the date of submission of bids, either in individual capacity or as a HUF/ member of the partnership firm/LLP/JV/Society/Trust.

  • I/we understand that if the contents of the certificate submitted by us are found to be forged/false at any time during process for evaluation of tenders, it shall lead to forfeiture of the Bid Security and may also lead to any other action provided in the contract including banning of business for a period of upto two year. Further, I/we and all my/our constituents understand that my/our offer shall be summarily rejected.

  • I/we also understand that if the contents of the certificate submitted by us are found to be false/forged at any time after the award of the contract, it will lead to termination of the contract, along with forfeiture of Bid Security/Security Deposit and Performance guarantee and may also lead to any other action provided in the contract including banning of business for a period of upto two year.

  • I/We have read the clause regarding restriction on procurement from a bidder of a country which shares a land border with India and certify that I am/We are not from such a country or, if from such a country, have been registered with the competent Authority. I/We hereby certify that I/we fulfil all the requirements in this regard and am/are eligible to be considered (evidence of valid registration by the competent authority is enclosed)
