In terms of clause 3.0 of the Instructions to Tenderers for e- tenders, ITT rev. 1.21 of April 2024 and corrigendum 1 ITT rev.1.21 of April 2024 dated-19.09.2024. Bidders not falling in the exempt category for furnishing EMD, are required to Mandatorily furnish the requisite EMD along with their offer, Failing which their offer will be summarily rejected. The bulk procurement will be made from past successful suppliers for the same/similar item to any Zonal Railway, production units, core in the past five Financial year. The firm must enclose a copy of the R-Note along with their offer as the proof of such supplies. In case of authorized dealer/agent quoting on behalf of OEM, the firm must submit tender specific authorization from OEM with their offer.

100% payment against receipt, inspection and acceptance of material by the consignee at destination.
Statutory Variation in taxes and duties, or fresh imposition of taxes and duties by State/ Central Governments in respect of the items stipulated in the contract (and not the raw materials thereof), within the original delivery period stipulated in the contract, or last unconditionally extended delivery period shall be to Railways' account.Only such variation shall be admissible which takes place after the submission of bid. No claim on account of statutory variation in respect of existing tax/duty will be accepted unless the tenderer has clearly indicated in his offer the rate of tax/duty considered in his quoted rate. No claim on account of statutory variation shall be admissible on account of misclassification by the supplier/ contractor.

No Exemption for EMD will be given to firms except to those firms as mentioned in the Instruction to tenderers ITT_Rev_1.21_APRIL_2024 para 3.0 and their sub paras and foot note as NB of para 3.3. If the firms, other than hose exempted, fail to submit EMD along with the offer, their offer will be summarily rejected.
Applicability of lower rate for extension of DP In case of failure to supply the material within stipulated DP. The delivery period shall be granted in view of rates received in the subsequent tender or by imposing the LD whichever will be beneficial to Railway.

Firm name, manufacturing month and year with part number (if applicable) must be inscribed on item.
Purchaser reserves the right to issue any Corrigendum to the tender up to five days prior to the due date of opening of the tender, excluding the date of opening. Tenderers are also advised, in their own interest, to regularly check, till the opening of the tender the website www. ireps.gov.in to see whether any such corrigendum to the tender has been issued or not and for submitting their ebids or revising their e-bids.
It is the responsibility of firm that the material should be packed properly so as to reach at destination safely.
SPECIAL TENDER CONDITIONS FOR GST ALL T H E BIDDERS/TENDERERS SHOULD ENSURE THAT THEY ARE GST COMPLIANCE AND THEIR QUOTED TAX STRUCTURE/RATES ARE AS PER GST LAW.
Udyog Aadhaar Memorandum (UAM) was valid until 01/04/2021. MSME benefit shall prevail only with UDYAM registered MSME sources for the product category of manufacturer.
Purchaser reserves the right to cancel the premature contract without explaining any reason.
Technical deviation such as DP, part number, offered make, specification, Drg., warrantee/shelf life Etc. should be mention under technical deviation template only.
Commercial deviation like SVC, PVC, part supply, part payment, FMC etc. should be mention under commercial deviation template only.
Special attention of the bidders/tenderers is drawn towards Para 16.0 of Instructions to Tenderers for Electronic tenders ITT_Rev_1.21_APRIL_2024, regarding action in case of default of the firm in execution of contract.
Tenderers are advised to go through instructions to tenderers for electronic tenders ITT rev. 1.21 of April 2024 and corrigendum 1 ITT rev. 1.21 of April 2024 dated- 19.09.2024 Uploaded on IREPS website [ireps.gov.in] and can be accessed after logging in using the allotted user name password and digital signature,bidders through the link northern railway/store documents available in the documents section on the IREPS home page. These revised instructions shall be applicable to this tender in place of earlier version of instructions to tenderers .
Firm will submit OEM's WTC & GC along with supply. Supply received without these documents shall summarily rejected without any correspondence.
In case of authorized agent, firm will submit proof of purchase if demanded.
