OPTION CLAUSE 25% : The buyer can increase or decrease the contract quantity or contract duration up to 25 percent at the time of issue of the contract. However, once the contract is issued, the contract quantity or contract duration can only be increased up to 25 percent. Bidders are bound to accept the revised quantity or duration. For lumpsum-based service contracts, the buyer may increase the scope of work and contract value up to 25 percent with the consent of the service provider

  • 1.Statutory Compliance & Infrastructure: The Service Provider shall ensure that the laundry proc essing facility fully conforms to all applicable statutory and regulatory guidelines of the Government of India. The facility must deploy high-efficiency, automatic washing units and commercial dryers.
  • 2.Standard Operating Procedures (NABH Compliance): The entire lifecycle of linen processing— comprising collection handling, decontamination, washing, chemical disinfection, pressing, and pac kaging—shall conform to prescribed NABH healthcare guidelines.
  • 3.Supervisory Rights & Inspection: The Medical Superintendent retains unhindered access to insp ect the contractor's operational site, review material quality standards, and audit service execution at any time throughout the contract period.
  • 4.Logistical Scope: Daily collection of dirty linen and delivery of clean linen must be executed acro ss four facility points: (i) GMSH-16, (ii) Civil Hospital-22, (iii) Civil Hospital-45, and (iv) Civil Hospital- Manimajra, Chandigarh.
  • 5.Turnaround Time: The maximum permissible turnaround time from pickup to delivery shall not ex ceed 24 hours.
  • 6.Operational Continuity: Services shall operate continuously 365 days a year without interruption.
  • 7.No escalation of rates quoted will be allowed during the period of contract. The agency will honour t he Fall Clause in case it also gets business in any other establishment.
  • 8.The contractor shall not engage the contract to any other agency/ person in any manner.
  • 9.Bidders are advised to check applicable GST on their own before quoting. Buyer will not take any re sponsibility in this regard. GST reimbursement will be as per actual or as per applicable rates (whic hever is lower), subject to the maximum of quoted GST %.
  • 10.Supplier shall ensure that the invoice is raised in the name of consignee with GSTIN of consignee o nly.
  • 11.Average annual turnover of the bidder:- The minimum average annual financial turnover of the bid der should not be less than Rs.76 Lakhs (Rupees Seventy Six Lakhs Only) for financial year 2023-2 4, 2024-2025 and 2025-26. Documentary evidence in the form of certificate from the Chartered Acc ountant/Cost Accountant indicating the turnover details for the above period shall be uploaded with the bid.
  • 12.i) The bidder must have at least three years’ experience (ending month of March, 2026) of providin g Healthcare Laundry Services for 400 bedded hospital to Central/State Government/ PSUs/ Repute d Organisations. Services rendered with a list of such Central/State/ PSUs with duration of service s hall be furnished. ii) The bidder must have successfully executed/completed similar Services of providing Healthcare Lau ndry Services for 400 bedded hospital to Central/State Government/ PSUs/ Reputed Organisations o ver the last seven financial years previous to the current financial year: -
  • a.Three similar completed services with annualised value not less than the amount equal to 40% ( forty percent) of the estimated annualised cost; or
  • b.Two similar completed services with annualised value not less than the amount equal to 50% (fif ty percent) of the estimated annualised cost; or
  • c.One similar completed service with annualised value not less than the amount equal to 80% (ei ghty percent) of the estimated annualised cost.
  • 13.All the participating firms shall upload the Pollution Control Clearance Certificate as per GOI guidelin es along with their bid.
  • 14.BIDDER FINANCIAL STANDING & NON-BLACKLISTED: - The Bidder should not be under liquidation, co urt receivership or similar proceedings, should not be bankrupt and should not be blacklisted/ debarr ed by any Court of Law/ Department of Central/State Government /PSU/Public Listed Company due t o any reasons. Bidder must upload an affidavit in the below mentioned format on the letterhead of t he Company/Firm. "To Whom It May Concern" It is certified that the Firm/Company namely _________________has not been under liquidation, Court rece ivership or similar proceedings and is not bankrupt and is not blacklisted/ debarred by any Court of Law/ Department of Central/State Government/PSU/Public Listed Company due to any reasons on the submis sion of Bid.   • a.Upon the expiry of the contract period.
  • b.If the Service provider fails to commence the work from the award date their contract will be termina ted without any notice and the security deposited will stand forfeited.
  • c.In case the services rendered by the Service provider are found to be unsatisfactory.(with 3 months p rior notice or till the new contract is assigned to another bidder).
  • d.In case of breach of any of the terms and conditions of the contract by the Service provider. (with 3 m onths prior notice or till the new contract is assigned to another bidder).
  • e.Upon assigning the contract or any part thereof or any benefit or interest therein or there under by t he Service provider to any other person or sub-letting the contract wholly or partly. (with 3 months prio r notice or till the new contract is assigned to another bidder).
  • f.Upon the Service provider being declared insolvent by a Court of Law without any notice. However, th e service provider will continue to provide the service till the new contract is not operational.
  • g.In case the Service provider is not interested to continue the contract the Service Provider will give m inimum 3-months prior notice. If the Service provider does not give the requisite notice, then the securit y deposit will stand forfeited, provided that during the notice period for termination of the contract, in a ny the situations contemplated above, the Service provider will continue to discharge then duties till th e termination of the contract.
  • h.Black-listing: The Director will be the Competent Authority for black-listing. The Blacklisting clause as per Chandigarh Administration Notification 2009 and its subsequent amendments from time to time will be binding upon the Service provider.
  • i.Any violation of STC/ATC/ SLA will be reported to the e-GeM by reporting an incident and action will b e taken accordingly.
  • j.In case of Termination of contract based on the penalties exceeding the limits in the Clauses of the ST C, the service provider will continue to provide the services till the contract is awarded and services are initiated by another service provider.
  • k.Further, the above clauses are absolute and binding upon the service provider and that there will be no flexibility/relaxation allowed, failing which the contract will be terminated as per terms and condition s, apart from the forfeiture of security e-performance/Bank guarantee and blacklisting as per Chandigar h Administration Policy 2009 and the CVC guidelines as well as instructions issued by the Chandigarh A dministration from time to time will be made applicable. .
