Custom Bid For Services - HIRING OF 15 NOS OF PRIVATE SECURITY GUARDS AS REPLACEMENT OF DURWANS AS PER SCOPE OF WORK ANNEXURE-A

Buyer Added text based ATC clauses ADDITIONAL TERMS AND CONDITIONS :- 1.The firms should submit their offer as per the Terms and Condition for HIRING OF 15 NOS. OF PRIVATE SECURITY GUARDS AS REPLACEMENT OF DURWANS. AS PER SCOPE OF WORK ANNEXURE-A. enclosed in Bid Document.

• 2.Other Terms:- The seller has to comply and execute the work as per scope of work attached along with bid. The Seller has to comply and execute the Service Work General Terms and conditions of the Contract.
• 3.Firm to provide services as per scope of work (attached along with bid). Firm to comply scope of work and to forward copy of scope of work (soft copy) duly signed and stamp of their company along with the GeM bid documents.
• 4.The Bid will also be governed by GeM GTC (General Terms & Conditions).
• 5.Firm to comply for payment of Bonus as per the DGR Guide lines and Payment of Bonus act 1965 (as amended time to time).
• 6.In case 2 or more firms are lowest bidder then Supply Order will be awarded to senior most sponsored agencies / private company as indicated in the sponsorship letter given by Joint Director of Directorate of resettlement Zone (S), head quarter southern commands
• (Army), Pune.
• 7.As per Office Memorandum No. 28(3)/2012-D(Res-I) dated 09.07.2012 issued by Govt. of India, Ministry of Defence (Department of Ex-Servicemen Welfare) clause No. 22 “Earnest Money Deposit/Contract Performance Guarantee (CPG)/Bank Guarantee. “DGR sponsored E SM are not required to deposit Earnest Money Deposit (EMD). However depending on the n ature of service being provided a DGR sponsored ESM may be asked to deposit CPG or Ban k Guarantee up to a maximum limit not exceeding 10 percent of one month’s wage bill. The CPG will be deducted from the ESMs Monthly services changes in installments as mutually agreed by the ESM and the Principal Employer”. Hence DGR sponsored firms may be exem pted from payment of EMD. However the firms may be asked to deposit CPG or Bank Guara ntee @ 10 percent of One month’s wage bill in the favor of AVNL, Avadi.
• 8.Payment will be made on monthly basis against bill supported by wage/muster roll/copy of statement of bank account showing Online payment duly signed & witnessed by concern ed HOS, JCC duly signed from HOS & DO and submission of proof of payment of EPF, ESIC e tc. to the PSG’s. Firm has to submit copy of PF statement of individual labour to verify whet her PF as claimed is deposited in their account along with the bill. The firm has to claim pay ment on monthly basis. Amendment to supply order for revised rates intimated by DGR will be done. No separate TPC will be held for the same.
• 9.The proprietor/ Director of the agency/ company awarded to the Contract should produce the following in person at the time of signing of the Contract, the principal Employer will ve rify the same:-
• a)Copy of the DGR sponsorship letter.
• b)Original copy of DGR Empanelment certificate (with photograph and signature of proprie tor /director).
• c)PSARA License for the State of operation of the Security Agency
• d)All other documents as stipulated in the tender document. 10.The offers of only Six DGR sponsored firms with vendor qualification criteria an d other t erms and conditions along with standard terms and conditions as above will be technically accepted. Offer of any other firms will not be technically accepted. 11.The price bid format will be as per DGR Revised rates w.e.f 01.04.2026 which is enclose d in separate excel format along with bid. The firm has to quote the rates as per DGR rates only. .
