OPTION CLAUSE 50% : The buyer can increase or decrease the contract quantity or contract duration up to 50 percent at the time of issue of the contract. • 3.Bidders are required to submit the documents mentioned in the che ck list (Attachment-4), while submitting their bid and submit the duly fill ed check list online on GeM portal in appropriate section.

• 5.Instructions for filling in the Price Bid: The Bidder is required to quot e their total Contract Price (Inclusive of all taxes & duties) on lump-sum b asis on GeM portal in GeM Bid for entire package.
• 6.MSEs seeking exemption for EMD (if applicable) and Purchase Prefer ence shall select an appropriate option on GeM portal (separately for eac h i.e. EMD & purchase preference) and should enclose an attested/self-cer tified copy of UDYAM registration certificate failing which they run the risk of their bid being passed over as ineligible for the benefits applicable to M SEs. Note: Traders are excluded from the purview of Public Procurement Policy for MSEs Order,2012 and cannot be extended MSE benefit. • 1.Bid Specific Information/Evaluation Criteria for Bidders/Qualifyin g Requirements: The bidder who wish to participate in the bidding shall satisfactorily establish that they fulfil t he following Qualifying requirements Bidders may please note that the above tender has been invited from enlisted vendors of NTPC Lt d (Vendor Enlistment Cell, Coal Mining-Ranchi) vide Enlistment for the Service Enlistment Group CE G No: - CT-03 - COAL TRANSPORTATION TENDERS FOR NTPC or NML COAL MINES) Website link: https://vdc.ntpc.co.in/ The enlistment of the bidders should be valid as on the date of bid opening. · Only Those NTPC enlisted bidders (CT-03) whose Execution capability [EC] & Average Annual Turn over Required [AATOR] => (equal to or more than) INR 9,59,85,000.00 (INR Nine Crore Fifty- nine Lakhs Eighty-five thousand only) shall only be eligible to participate. In case the bidder p articipates in consortium their eligibility criteria are enclosed at Annex-1 of NIT. Any offers received from other bidders not meeting AATOR & EC o r non-enlisted vendors shall be outrightly rejected & their offer sh all not be considered for evaluation. Bidder should not be under any banning/suspension/withholding order with NTPC Ltd/PVUNL. Further, bidder’s ineligible for partici pation in tendering from NTPC/PVUNL shall be liable for rejection. If non enlisted vendors are interested to participate, they can do so in futu re tenders first by enlisting themselves for the respective product category (MEG/CEG). They shall have to visit NTPC VDC (Vendor Development Cell) website https://vdc.ntpc.co.in and submit online application against items / services (Material / Contract Enlistment Groups) of their choice. If they me et the criteria stipulated in the Qualifying Requirement, they shall be enlist ed in line with the Terms and Conditions of enlistment. All participating vendors in this tender shall submit their latest e nlistment certificate issued to them with mention of AATO & EC v alues for the item category (MEG/CEG) or submit any other proof of their enlistment in which AATO & EC along with MEG/CEG is me ntioned. Else, vendors may also attach the mail sent to them by t he C&M / buyer department for participation in this specific tende r).
• 2.Most Important: Acceptance of the following clauses on the GeM portal, in reference to the su bject tender, shall be deemed unconditional acceptance of all terms and con ditions specified in the Additional Terms and Conditions (ATC) document i.e. Acceptance of Attachment-2, as well as any other clauses stated elsewhere i n the bid document, irrespective of their location or context:
