  • 1.This Tender is Floated for the work of “Outsourcing of manpower for carrying of Line B oxes of Train Managers and Loco Pilots at Khadki, Hadapsar and Sai Nagar Shirdi station ro und the clock for a period of one year (365 days)”. Estimated Cost – Rs.32,56,759.95 /- (including 18% GST) EMD Cost – Rs. 65,140/- E-PBG – 5 % of the Contract Value. This Bid Document Contains 03 Schedules. Details pertaining to each of them is attached in the Tab- Scope of Work. The Total Cost of 03 Schedules is Rs.32,56,759.95/- (Inclusive of GST). Detailed Scope of work with annexure attached in Scope of Work. Bidder is advised d escription and scope of Work mentioned against Each Schedule and Quote Accordingly.
  • 2.Technical Evaluation of the Bidder will be On the Basis of the Following Docu ments: a.Work Experience Criteria
  • b.Financial Standing T1. Turnover Certificate T2. Liquidity Certificate
  • c.No. of years of experience.
  • d.All Annexures/documents as specified in checklist of Tender docume nt are mandatory and to be submitted along with bid. In case of non-submission of mandatory documents, offer shall be summarily rejected. Note: Each page of the copy of documents/certificates in support of credenti als, submitted by the bidder, shall be self-attested by the bidder or authorized representative of the bidding firm. Self-attestation shall include signature, stamp and date on each page. Only those documents will be considered for e valuating bid, which are duly self-attested as above. (Note: For e-bidding on G EM Portal digitally signed documents will also be valid). a)WorkExperiencecriteria: The bidder should have satisfactorily completed* in the last three previous financial years and the current financial year up to the date of opening of the tender, one similar single ser vice contract** for a minimum of 35% of advertised value of the bid. (35% of Rs.32,56,7 59.95 /-= Rs.65,140/-). *Completed service contract includes on-going service contract subject to payment of bi lls amounting to at least 35% of the advertised value of the bid. **Similar single service contractmeans “Loading and Unloading of Loco Pilots/ Gu ards Line boxes in Loco Cab/ Brake Van, including shifting from/to box room to A C/ Diesel Loco/ Brake van/Jeep”. OR “Loading/ Unloading in Goods Shed, Parcel Offices of Railway or other Goods She ds, Godowns, Warehouses, Dockyards/ Port owned by Central or State Governme nt” OR “any contractual work executed with labour license which includes provi sion of labours for any services in Railways/ other Central/ State Government org anisations”. Notes: The Bidder shall submit all available Work Experience certificates from the client fir ms, of value 35% and more of advertised value of tender. The certificate should indicate th e nature/scope of contract, actual completion cost and actual date of completion for such c ontract. If the certificates are for composite work i.e. contains other items of services along with similar work the client’s certificate should clearly mention amount of similar work and total bills paid separately. The client’s certificate should also mention the penalty imposed f or the period of bill amount. For ongoing work, details of value of work done up to the last d ay of the previous month of tender submission will only be considered. The bidder shall sub mit work completion certificates from the clients containing the essentials as mentioned in Annexure W. Bids/Offer without the same format duly mentioning the penalty if no t enclosed shall be summarily rejected. · In case of joint venture/Consortium, full value of the work done either by JV firm or by lead member of JV firm will be considered.
  • b)Financial Standing: The Bidders will be qualified only if they have minimum financial c apabilities as below – T1-Financial Turnover: The bidder should have an aggregate financial turnover not less t han 1.5 times the advertised Bid value during the last three previous financial years and i n the current financial year upto the date of opening of the tender. The audited balance sh eet reflecting financial turnover certified by chartered accountant with her stamp, signatur e and membership number shall be considered. (1.5 times of Rs.32,56,759.95 = Rs.48, 85,139.93). Note: In case of JV firm the annual turnover of the JV firm or the arithmetic sum of annual t urnover of all the members of JV firm in the previous three financial years and the current fi nancial year upto the date of opening of tender should be at least 1.5 times of the advertis ed bid value of the work as mentioned in the tender. Note: Annual turnover of a member in an earlier JV firm shall be reckoned only to the exte nt of the concerned member’s share in that JV firm for the purpose of satisfying compliance of the above mentioned financial eligibility criteria in tender under consideration. T2-Liquidity: The bidder should have access to or has available liquid assets, lines of credi t and other financial means to meet cash flow that is valued at 5% of the estimated bid val ue (i.e. Rs.1,62,838/- for this tender) net of applicant’s commitments for other contract
  • s.The audited balance sheet and/or banking reference certified by chartered accountant wi th her stamp, signature and membership number shall be submitted by the bidder along wi th bid. Banking reference should contain in clear terms the amount that bank will be in a position to lend for this work to the applicant. In case the Net Current Assets (as se en from the Balance Sheets) are negative, only the Banking references will be considered. O therwise the aggregate of the Net Current Assets and submitted Banking references will be considered for working out the Liquidity. The banking reference should be from a Scheduled Bank in India and it should no t be more than 3 months old as on date of submission of bids. Notes: In Case of JV firms’ overall liquidity of JV firm shall be assessed by arithmetic sum of liquidity of all members of JV.
  • c)Number of years of service: For number of years in service the company’s establish ment certificate and company’s work order copy/ Agreement copy/ completion certificate e tc. as a proof of operation shall be provided by the bidder. Years shall be counted from the date of agreement of the work. (Firms having less than 1 year of experience are not eligible ).
  • d)All Annexures/documents as specified in checklist of Tender document are ma ndatory and to be submitted along with bid. In case of non-submission of manda tory documents, offer shall be summarily rejected.
  • 4.OTHER DOCUMENT/UNDERTAKING TO BE GIVEN BY THE BIDDER: (Attached in A ny Other Document Tab)
  • a.Checklist to be Submitted By the Bidder.
  • b.Power Of Attorney of Authorized person for signing and uploading the tender.
  • c.If exemption for EMD claimed, then NSIC, MSME or other certificate should be submitted by the Bidder.
  • d.Acceptance/Deviation schedule attached in any other document tab.
  • f.Labour details on shramik kalyan portal.
  • g.All Annexures attached along with Tender document are mandatory.
  • 5.Railway Service GCC-2018 With Latest Amendments shall be Applicable to this Contract and all the variation shall be done as per the GCC services 2018 only.
  • 6.Price Variation Clause (PVC): Price Variation Clause (PVC) is not applicable for this tender. As per GCC services 2 018, Clause 5.7, Price variation Clause (PVC) shall be applicable only for long term contract s, where delivery period extends beyond 18 months. Since the delivery period of the tende r is 01 year (i.e. less than 18 months), hence PVC is not applicable.
  • 7.If the penalty imposed exceeds 50% of the applicable maximum penalty (as per the revi sed value of the contract), a PG equivalent to 25% of the applicable PG shall be forfeited. If the penalty imposed exceeds 75% of the applicable maximum penalty, a PG equivalent to 5 0% of the applicable PG shall be forfeited. The PGs shall be encashed after the completion of the contract. Applicable Maximum Penalty for this work is 10% of contract value.
  • 8.The service provider shall be responsible for ensuring compliance with the provisions rel ated to Labour Law [Central/State] and specially Minimum Wages Act, Payment of Wages A ct, PF, ESI Act, Payment of Bonus Act, Contract Labour [R&A] Act, Workmen Compensation Act, Motor Vehicle Act, Motor Transport Workers Act, 1961 etc. and any other relevant acts as applicable at present or in future during the tenure of the contract and as may be enforc ed from time to time. Onus of compliance of all the applicable Laws/Acts/Rules shall rest with the service provider only and the buyer will not be liable in any manner.
  • 9.E-PBG Submission: 5% (Five Percent) E-PBG in four separate parts of 1.25% each of the contract value (issued by Nationalized/ Schedule Bank) is to be submitted within 30 days from the award of contra ct to this office. After 30 days penal interest of 15% per annual shall be charged for delay b eyond 30 days upto 90 days. After 90 Days from issue of contract if no E-PBG submitted co ntract will be cancelled on seller account.
  • 10.EXEMPTION OF EMD: As per Railway Board’s L. No. 91/M(C)/137/23 dtd.05.12.2014 & 18.12.2014, following bene fit is given to Micro and Small Enterprises (MSEs): MSE’s registered with the agencies mentioned below for the item tendered, will be exempt ed from payment of EMD :
  • i)District Industries Centres ii) Khadi and Village Industries Commission iii) Khadi and Village Industries Board iv) Coir Board
  • v)National Small Industries Corporation vi) Directorate of Handicraft and Handloom vii) Any other body specified by Ministry of MSME. The MSEs shall be required to enclose wi th their offer the proof of their being MSE registered with any of the agencies mentioned ab ove and must also indicate the terminal validity date of their registration; failing which, suc h offers will not be considered valid.
