PROCUREMENT OF EXPENDABLE ITEMS FOR DSSC DEMO 2027

OPTION CLAUSE: The Purchaser reserves the right to increase or decrease the quantity to be ordered up to 25 percent of bid quantity at the time of placement of contract. The purchaser also reserves the right to increase the ordered quantity up to 25% of the contracted quantity during the currency of the contract at the contracted rates. The delivery period of quantity shall commence from the last date of original delivery order and in cases where option clause is exercised during the extended delivery period the additional time shall commence from the last date of extended delivery period. The additional delivery time shall be (Increased quantity ÷ Original quantity) × Original delivery period (in days), subject to minimum of 30 days. If the original delivery period is less than 30 days, the additional time equals the original delivery period. The Purchaser may extend this calculated delivery duration up to the original delivery period while exercising the option clause. Bidders must comply with these terms.

Bidder financial standing: The bidder should not be under liquidation, court receivership or similar proceedings, should not be bankrupt. Bidder to upload undertaking to this effect with bid.

Bidder shall submit the following documents along with their bid for Vendor Code Creation:

• b.Copy of GSTIN.
• c.Copy of Cancelled Cheque.
• d.Copy of EFT Mandate duly certified by Bank.

Experience Criteria: The Bidder or its OEM {themselves or through reseller(s)} should have regularly, manufactured and supplied same or similar Category Products to any Central / State Govt Organization / PSU for 3 years before the bid opening date. Copies of relevant contracts to be submitted along with bid in support of having supplied some quantity during each of the year. In case of bunch bids, the primary product having highest value should meet this criterion.

• 1.Electrochemical Performance and Capacity Certification: Portable cell products-specifically Bty Cell 1.5 V AA Rechargeable, 1.5 V AAA Rechargeable, 1.5V AAA Normal, Bty Cell 9 V, and Bty Cell 1.5V D size No 6 Normal-must be brand-new, leak proof, and sourced from premium manufacturers with manufacturing dat es within 3 months of delivery. Rechargeable cells must meet their rated milliampere-hour (mAh) capacity without early voltage degradation, and all Bty Clips for 9V Bty must feature snug, heavy-duty mechanical snaps to prevent loose vehicle circuitry or equipment dropouts.
• 2.Chemical Purity and Automotive Battery Maintenance Standards: High-purity liquids for lead-acid batte ry upkeep-specifically Distilled Water Battery capacity (1 Ltr of Btl) and Electrolyte (1 Ltr Pack)-must strictl y comply with automotive-grade electrical standards. The distilled water must feature a verified total dissolved solids (TDS) value of zero and minimal electrical conductivity to prevent internal plate sulfation, and the electrolyte must maintain precise specific gravity levels to ensure stable chemical activation in h eavy vehicle starter batteries.
• 3.Industrial Adhesives Curing and Structural Seal Integrity: Specialized polymer bonding agents-including Araldite Epox Hardener (26 gms), Fevi Quick (20 gms), M Seal (90 gms), Anabond (85 gms), Fevicol, and D r Fixit (1 Ltr Pack)-must be delivered in factory-sealed, airtight packaging with a residual shelf-life of at lea st 85%. They must demonstrate rapid curing, minimal shrinkage, and maximum structural shear strength when exposed to mechanical shear, vibrations, and high operational temperatures in the field.
• 4.cleaning compounds-including Acid for Toilet Cleaning (1 ltr btl), Phenyl (1 Ltr btl), Bleaching powder, a nd Harpic (1 Ltr btl)—must be supplied in high-density polyethylene (HDPE) leak-proof industrial container s clearly stamped with batch numbers and hazard labels. The active chlorine concentration in the bleachin g powder and the active acidic/disinfectant formulations must remain at peak strength to ensure heavy ind ustrial sanitization without rapid degradation during storage.
• 5.Hardware Metallurgy and High-Torque Performance: Machined metal hardware, cutting media, and wire items-specifically Nails All Type, Hacksaw Blade 12” 24 TPI High Speed Steel, Binding Wire, and Welding R od 3.15mm Mangalam-must comply with industrial structural testing. The hacksaw blades must be genuin e bi-metal HSS to prevent brittle fracturing under high manual pressure, the binding wire must possess hig h-ductility annealing to prevent breaking when twisted, and the welding rods must be stored in dry, moistu re-proof packets to ensure zero flux chipping during intense structural arc welding.

The wheels must use heavy-duty fiberglass reinforcement grids to eliminate structural disintegration risks at high speed, while the Emery Cloth (Assorted Grade) mu st feature resilient backing sheets with tightly bonded aluminum oxide grains that do not strip away under dry metal scaling work.

• 9.Personal Protection and Hygiene Consumables Validation: Health and medical shielding gear, specifically Surgical Hand Gloves (Disposable), must be non-sterile medical grade, powder-free, hypoallerg enic, and possess uniform elasticity to prevent mechanical tearing during field handling. Handwash items li ke Dettol Handwash Liquid (200 ml Pack) and bulk maintenance soaps must feature fresh active formulatio ns with clear expiry stamps extending at least 18 months past delivery. ⁠10.
