LED Luminaire For Road And Street Lights Conforming To IS 10322 (Part 5/Section 3) (V3) (Under BIS Scheme - II)

OPTION CLAUSE: The Purchaser reserves the right to increase or decrease the quantity to be ordered up to 25 percent of bid quantity at the time of placement of contract. The purchaser also reserves the right to increase the ordered quantity up to 25% of the contracted quantity during the currency of the contract at the contracted rates. The delivery period of quantity shall commence from the last date of original delivery order and in cases where option clause is exercised during the extended delivery period the additional time shall commence from the last date of extended delivery period. The additional delivery time shall be (Increased quantity ÷ Original quantity) × Original delivery period (in days), subject to minimum of 30 days. If the original delivery period is less than 30 days, the additional time equals the original delivery period. The Purchaser may extend this calculated delivery duration up to the original delivery period while exercising the option clause. Bidders must comply with these terms.

Bidder's offer is liable to be rejected if they don't upload any of the certificates / documents sought in the Bid document, ATC and Corrigendum if any.

The bidder is required to upload, along with the bid, all relevant certificates such as BIS licence, type test certificate, approval certificates and other certificates as prescribed in the Product Specification given in the bid document.

Availability of Service Centres: Bidder/OEM must have a Functional Service Centre in the State of each Consignee's Location in case of carry-in warranty. (Not applicable in case of goods having on-site warranty). If service center is not already there at the time of bidding, successful bidder / OEM shall have to establish one within 30 days of award of contract. Payment shall be released only after submission of documentary evidence of having Functional Service Centre.

Escalation Matrix For Service Support : Bidder/OEM must provide Escalation Matrix of Telephone Numbers for Service Support.

Bidder financial standing: The bidder should not be under liquidation, court receivership or similar proceedings, should not be bankrupt. Bidder to upload undertaking to this effect with bid.

Manufacturer Authorization:Wherever Authorised Distributors/service providers are submitting the bid, Authorisation Form /Certificate with OEM/Original Service Provider details such as name, designation, address, e-mail Id and Phone No. required to be furnished along with the bid

Bidders can also submit the EMD with Fixed Deposit Receipt made out or pledged in the name of A/C EXECUTIVE OFFICER NAGAR PALIKA PARISHAD BAHJOI . The bank should certify on it that the deposit can be withdrawn only on the demand or with the sanction of the pledgee. For release of EMD, the FDR will be released in the favour of the bidder by the Buyer after making endorsement on the back of the FDR duly signed and stamped along with covering letter. Bidder has to upload scanned copy/ proof of the FDR along with bid and has to ensure delivery of hardcopy to the Buyer within 5 days of Bid End date/ Bid Opening date

• 1.An undertaking on a 10 Rs stamp for non-blacklisting and bankruptcy after the date of bid publication

• 4.Conditional bids are not acceptable.
• 5.The undersigned reserves the right to reject any or all the bids without assigning any reason. Minimum qualifying criteria for LED product manufacturer/supplier:
• 1.The bidder should submit the UP PWD AAA Certificate, BIS, and CRS-approved fitting certifications.
• 2.The bidder should submit a 5-year warranty certificate for the LED street light on OEM letterhead.
• 3.It is compulsory to upload the factory license of the LED manufacturer along with the BID.
• 4.OEM must have an in-house NABL lab in its manufacturing plant; the certificate needs to be uploaded al ong with the bid documents.
• 5.OEM should have a manufacturing plant in India with an in-house NABL lab, with in-house SMT, MCPCB machines, its own driver manufacturing unit, C- and B-type photogoniometers, automatic assembly lines, etc.
• 6.The OEM of the offered products must submit a declaration on letterhead stating that the OEM company has not been blacklisted or debarred by any government, semi-government, or PSU department for any re ason as of the date.
• 7.The OEM must have ISO 9001:2015, 14001:2015, and 45001:2018 certifications.
• 8.EMD is compulsory for participation in this bid; a copy of the EMD must be attached with the documents. No exemption will be given, whether it is OEM or resellers.
• 9.The bidder must mandatorily submit authorization from the OEM for the offered products and an authori zation certificate for participating in the specific tender, both of which must be enclosed with the bid docu ments.
• 10.bidder must submit all relevant documents like CRS, BIS, TDS, LM79, LM80, IP, TTC, Photobiology, NAB L In-House Lab in its manufacturing plant, Incorporation, and Trademark Certifications.
• 11.OEMs must have their manufacturing plants in India (they must attach a valid document).
• 12.The LED street light and its driver must be of the same make.
• 13.All bidders are requested to upload all certificates, such as warranty, ESC matrix, and toll-free no., whi ch must have a valid date or be during the tender period.
• 14.An OEM authorization certificate is required, along with the employee's name, mobile number, designa tion, and email, to confirm any queries or bidder-related information.
• 15.Both the manufacturer and the supplied product must be registered in the UP PWD CAT AAA SOR; plea se submit the documentary evidence .

Participation by the bidder in RA process would be considered as their consent for extension in offer validity by 30 days by the date of RA initiation.
