OPTION CLAUSE: The Purchaser reserves the right to increase or decrease the quantity to be ordered up to 25 percent of bid quantity at the time of placement of contract. The purchaser also reserves the right to increase the ordered quantity up to 25% of the contracted quantity during the currency of the contract at the contracted rates. The delivery period of quantity shall commence from the last date of original delivery order and in cases where option clause is exercised during the extended delivery period the additional time shall commence from the last date of extended delivery period. The additional delivery time shall be (Increased quantity ÷ Original quantity) × Original delivery period (in days), subject to minimum of 30 days. If the original delivery period is less than 30 days, the additional time equals the original delivery period. The Purchaser may extend this calculated delivery duration up to the original delivery period while exercising the option clause. Bidders must comply with these terms.

Actual delivery (and Installation & Commissioning (if covered in scope of supply)) is to be done at following address THE DIRECTOR, DMSRDE, G.T., ROAD, KANPUR. 208 013 .

Supplier shall ensure that the Invoice is raised in the name of Consignee with GSTIN of Consignee only.

While generating invoice in GeM portal, the seller must upload scanned copy of GST invoice and the screenshot of GST portal confirming payment of GST.

Bidders can also submit the EMD with Account Payee Demand Draft in favour of THE DIRECTOR, DMSRDE, KANPUR payable at STATE BANK OF INDIA . Bidder has to upload scanned copy / proof of the DD along with bid and has to ensure delivery of hardcopy to the Buyer within 5 days of Bid End date / Bid Opening date.

Bidders can also submit the EMD with Fixed Deposit Receipt made out or pledged in the name of A/C THE DIRECTOR, DMSRDE, KANPUR . The bank should certify on it that the deposit can be withdrawn only on the demand or with the sanction of the pledgee. For release of EMD, the FDR will be released in the favour of the bidder by the Buyer after making endorsement on the back of the FDR duly signed and stamped along with covering letter. Bidder has to upload scanned copy/ proof of the FDR along with bid and has to ensure delivery of hardcopy to the Buyer within 5 days of Bid End date/ Bid Opening date

Bidders can also submit the EMD with Banker’s Cheque in favour of THE DIRECTOR, DMSRDE, KANPUR payable at STATE BANK OF INDIA . Bidder has to upload scanned copy / proof of the BC along with bid and has to ensure delivery of hardcopy to the Buyer within 5 days of Bid End date / Bid Opening date.

Successful Bidder can submit the Performance Security in the form of Account Payee Demand Draft also (besides PBG which is allowed as per GeM GTC). DD should be made in favour of THE DIRECTOR, DMSRDE, KANPUR payable at STATE BANK OF INDIA . After award of contract, Successful Bidder can upload scanned copy of the DD in place of PBG and has to ensure delivery of hard copy to the original DD to the Buyer within 15 days of award of contract.

• 1.Bid Specific OEM Authorization directly from OEM should be submitted along with the technical bid by resellers. No third party OEM Authorization shall be accepted. Non – submission of OEM Authori zation will lead to summary rejection of the bid.
• 2.OEM Authorization certificates may be got verified from OEM during evaluation of the bids (if deem ed necessary).
• 3.In case OEM is directly participating in the bid, a certificate of being OEM must be submitted. Non – submission of the same will lead to summary rejection of the bid.
• 4.Compliance to Technical specifications / BOQ specifications on firm’s letter head with stamp and si gnature must be submitted along with the technical bid itself. The compliance to technical specific ations must be supported with technical brochure / technical literature of the quoted product. Non – submission of the same will lead to summary rejection of the bid.
• 5.In case Make in India (MII) Purchase Preference is being applied / requested by the firm while partic ipating in the bid, the details of Make in India Local Content Percentage and Place of Value Additio n as per MII Policy is mandatorily required. Please note that exact place of Value Addition must be mentioned. Place of Value Addition as “INDIA” or “State Name” is not acceptable.
• 6.Firms seeking EMD Exemption must submit valid and eligible documents as per bid requirement al ong with the technical bid itself. No EMD or EMD Exemption submission will be accepted at any sta ge after bid closing time.
• 7.In addition to the provisions given in GeM General Terms and Conditions related to exemption of E MD, bidders registered with DRDO, Min of Defence, NSIC, DPSUs, Other Govt. Organizations, KVIC, Kendriya Bhandar/ NCCF in specific category/relevant category will also be exempted from su bmitting EMD as per laid down guidelines of DRDO.
• 8.Land Border Sharing Clause: The participating bidders must submit the copy of their registration with competent authority as pe r the provisions laid down in Office Memorandum No. F.7/10/2021-PPD (1) issued by Procurement P olicy division, Department of Expenditure, Ministry of Finance, Government of India dated 23/02/20 23 (or as amended) (if applicable). Wherever applicable, non – submission of the said certificate wil l lead to summary rejection of the bid.
• 9.The bidders submitting EMD/PBG must submit the same in favour of 'Director DMSRDE Kanpur'.
• 10.Any document after bid closing date will not be accepted. USER ATC: 1 Bidder needs to submit the Letter of Authorization (MAF) from respectiv e OEM for Professional Large Format Display, VC Camera & Speakerpho ne authorizing the bidder to participate. 2 Camera & Speakerphone should be of Same OEM. 3 The Manufacturer / Bidder for Technical Evaluation should submit catal ogue/ datasheet and other supporting document with complete techni cal details of the proposed solution. Bids failing to fulfill technical evaluation and not able to showcase the features will be technically re jected. 4 Vendor must provide Technical compliance bid offer without any ambig uities. As same will be send to Technical Committee for Technical scruti ny / evaluation. Partial / incomplete bid shall be liable for rejection. OE M Technical Compliance Certificate should be Submitted for the same. 5 Bidder Should Submit The Notarized & Attested Copy of Non Blacklistin g Certification, Non Malicious Code & Character Certificate of the Curre nt Financial Year. 6 Bidders Should Submit Local Support Engineer Details to be Submitted Along with the Bid Documents to ensure the local presence for the Serv ice Support for frequent Troubleshooting. 7 The bidders should submit ISO 27001, 9001. 8 Preference will be given to Make in India manufacturers. 9 OEM Authorized Service Centre must be available within the State. Doc umentary proof to be submitted. 10 Minimum 1 Year or more comprehensive onsite OEM warranty with ser vice support shall be provided. Monthly preventive maintenance visit during warranty period is mandatory. 11 Bidder must submit GST Registration, PAN, Udyam Registration and lat est Income Tax Return along with OEM performance credentials. 12 Incomplete bids, missing documents, contradictory specifications or un clear compliance may lead to rejection of bid. 13 OEM must submit valid certifications including ISO, BIS, along with tech nical bid. 14 Buyer reserves the right to accept/reject any or all bids without assigni ng any reason. Decision of the department shall be final and binding. 15 OEM must be legally registered in India. Supporting documents to be at tached. 16 Product brochures/datasheets for quoted models must be submitted with the bid. .

Participation by the bidder in RA process would be considered as their consent for extension in offer validity by 30 days by the date of RA initiation.
