Bidder financial standing: The bidder should not be under liquidation, court receivership or similar proceedings, should not be bankrupt. Bidder to upload undertaking to this effect with bid.

Bidders shall quote only those products (Part of Service delivery) in the bid which are not obsolete in the market and has at least 1 years residual market life i.e. the offered product shall not be declared end-of- life by the OEM before this period.

Bidder shall submit the following documents along with their bid for Vendor Code Creation:

• a.Copy of PAN Card.
• b.Copy of GSTIN.
• c.Copy of Cancelled Cheque.
• d.Copy of EFT Mandate duly certified by Bank.

For hazardous chemical/item, all precautionary measure as per regulation from the point of transportation/ handling/ storage/ safety/ health/ environment to be undertaken/ specified before dispatch. During dispatch, proper symbol for the hazard/ MSDS/ Batch No./ date of manufacturing/ Gross Weight/ Net Weight/ shelf Life etc are to be written/ printed/ pasted on the body of the packing.

Manufacturer Authorization:Wherever Authorised Distributors/service providers are submitting the bid, Authorisation Form /Certificate with OEM/Original Service Provider details such as name, designation, address, e-mail Id and Phone No. required to be furnished along with the bid

IMPORTED PRODUCTS: In case of imported products, OEM or Authorized Seller of OEM should have a registered office in India to provide after sales service support in India. The certificate to this effect should be submitted.

Bidders can also submit the EMD with Account Payee Demand Draft in favour of Commandant, Garhwal Rifles Regimental Centre payable at SBI, Lansdowne . Bidder has to upload scanned copy / proof of the DD along with bid and has to ensure delivery of hardcopy to the Buyer within 5 days of Bid End date / Bid Opening date.

Successful Bidder can submit the Performance Security in the form of Account Payee Demand Draft also (besides PBG which is allowed as per GeM GTC). DD should be made in favour of Commandant, Garhwal Rifles Regimental Centre payable at SBI, Lansdowne . After award of contract, Successful Bidder can upload scanned copy of the DD in place of PBG and has to ensure delivery of hard copy to the original DD to the Buyer within 15 days of award of contract.

NET WORTH: Net Worth of the OEM should be positive as per the last audited financial statement.

Bidder's offer is liable to be rejected if they don't upload any of the certificates / documents sought in the Bid document, ATC and Corrigendum if any.

ISO 9001: The bidder or the OEM of the offered products must have ISO 9001 certification.

Material Test Certificate Should Be Sent Along with The Supply. The Material Will Be Checked by Buyer’s Lab & the Results of the Lab will be the Sole Criteria for Acceptance of the Item.

The bidder is required to upload, along with the bid, all relevant certificates such as BIS licence, type test certificate, approval certificates and other certificates as prescribed in the Product Specification given in the bid document.

• 14.Turnover Bidder Turn Over Criteria: The minimum average annual financial turnover of the bidder during the last three years, ending on 31st March of the previous financial year, should be as indicated in the bid document. Documentary evidence in the form of certified Audited Balance Sheets of relevant periods or a certificate from the Chartered Accountant / Cost Accountant indicating the turnover details for the relevant period shall be uploaded with the bid. In case the date of constitution / incorporation of the bidder is less than 3 year old, the average turnover in respect of the completed financial years after the date of constitution shall be taken into account for this criteria.

Warranty period of the supplied products shall be 2 years from the date of final acceptance of goods or after completion of installation, commissioning & testing of goods (if included in the scope of supply), at consignee location. OEM Warranty certificates must be submitted by Successful Bidder at the time of delivery of Goods. The seller should guarantee the rectification of goods in case of any break down during the guarantee period. Seller should have well established Installation, Commissioning, Training, Troubleshooting and Maintenance Service group in INDIA for attending the after sales service. Details of Service Centres near consignee destinations are to be uploaded along with the bid.

• 2.The bidder should have valid registration for Central Excise, Sales Tax, CST, GST, Udyam Adhaar and inc ome Tax PAN). Copies of Valid registration certificates for all above statutory registrations should be submi tted.
• 3.The bidder should have not been debarred/ blacklisted by any Government/ Quasi-Government/ Public S ector Undertaking/ Defence establishment/ Police Department of India. A self-certificate in court affidavit t his regard to be submitted by the order.
• 4.Original product brochure/ catalogue to be submitted alongwith bid documents quotation (bids withouto riginal product information will not be considered).
• 5.Data sheet of the product offered in the bid, are to be uploaded alongwith the bid documents. Buyers ca n match and verify the data sheet with the product specification offered. In case of any unexplained mism atch of technical parameter, the bid is liable for rejection.
• 6.TEC documents must be duly signed and stamped for acceptance of all terms and conditions.
• 7.Bid of the firm will be rejected on non-submission of any documents sought in this bid.
• 8.Terms of Delivery. All items are to be supplied at the Garhwal Rifles Regimental Centre, Lansdowne with in the Stipulated delivery period under the arrangement of supplier for which no additional cost shall be bo rne by the purchaser.
• 9.Technical literature of items quoted to be submitted by the bidder.

• 14.Technical catalogue of the items to be quoted by the bidder alongwith their specifications.
• 15.Before submitted the bid, bidder shall visit the organsation with working sample for inspection of qualit y of items, be supplied by the bidder. Certificate Shall be issued by the buyer which shall be by the bidder.
• 16.Supply, Installation and configuration of the product as per end – user requirement is responsibility of t he vendor. No extra charges will be paid any case.
• 17.Specification of required products provided by participant seller should be accurate as per buyer dema nd and because buyer will verified the offered specification by the seller against bidder requirement so allb idders are required to submit a sample of each product in individual packshield being supplied within will b e 48 hrs bid end time at buyers premise for inspection by Technincal Evaluation Committee. Which will ber eturnable with 90 days of award of bid.
• 18.Technical Evaluation Committee will carefully examined the originality/ Genuity and validity of all prod cuts.
• 19.Buyer will validate each unit of products performance as expected.
• 20.Bid cannot be split.
• 21.A firm/ company of bidder should be constituted as per norms of Govt. of India having valid and active GSTIN etc.
• 22.Tender Condition Acceptance Certificate to be signed and stamped and scanned copy to be uploaded b y the vendor.

• 24.Annual turnover Certificate/duly audited by CA of last three years, last three year ITR and last three ye ar auditable balance sheet signed by CA. 25. 60% of the past performance for the similar item, for the total value of the tender should be submitted by the bidder.
