Purchase of Spares

OPTION CLAUSE: The Purchaser reserves the right to increase or decrease the quantity to be ordered up to 50 percent of bid quantity at the time of placement of contract. The purchaser also reserves the right to increase the ordered quantity up to 50% of the contracted quantity during the currency of the contract at the contracted rates. The delivery period of quantity shall commence from the last date of original delivery order and in cases where option clause is exercised during the extended delivery period the additional time shall commence from the last date of extended delivery period. The additional delivery time shall be (Increased quantity ÷ Original quantity) × Original delivery period (in days), subject to minimum of 30 days. If the original delivery period is less than 30 days, the additional time equals the original delivery period. The Purchaser may extend this calculated delivery duration up to the original delivery period while exercising the option clause. Bidders must comply with these terms.

• 1.Online bids under GeM Portal Enquiry are invited by Comdt Engineer Stores Depot, Kankinara for behalf of the President of India for the supply of the stores as per Invitation of Bid No 3000/B/2026-27/24/E3 (Prov) dt 15 Oct 2026.
• 2.The tender reference number of the subject is 3000/B/2026-27/24/E3(Prov) dt 15 Oct 2026. The participation of OEM/ OEM Auth Vendor/ DGQA Approved vendor with capacity verificati on and Govt Registered Vendor is solicited.
• 3.Manner of Depositing the Bids :- The bid will be submitted in the following manner:-
• (a)Cover -I. Cover -1 will contain the technical bids consist of the document will be subm itted online. Documents to be scanned in single PDF file and uploaded). The document in originals should reach the office of Engineer Stores Depot, Kankinara on or before bid submission end date, non receipt of the original documents (wherever applicable) within timeline mentioned will be con sidered invalid.
• (b)Cover -II. Cover –II contain the commercial bid and will be submitted online only:-
• (i)Commercial bids in the form of “BOQ” (Bills of Quantity). Basic rate and GST to be quoted for the one qty only in BOQ. Note: Determination of L-1 will be done based on the total of basic prices (Excluding GST)
• (c)RFP is being issued with no financial commitment and purchaser reserves the right to chan ge or vary any part thereof at any state. Purchaser also reserves the right to withdraw the RFP sho uld it be so necessary at any stage.
• 4.Documents required to be submitted PHYSICALLY and ONLINE by bidder
• (a)Physical submission. Original EMD 3% as Para 13 above.
• (b)Online submission.
• (i)PAN Card.
• (ii)Latest income tax return.
• (iii)Tender conditions acceptance letter (as per format Appx A).
• (iv)Additional Charges/Discounts letter (as per format Appx D).
• (v)GST Registration Certificate.
• (vi)The firm will have to submit audited balance sheet for last three financial years.
• (vii)Proof of exemption of EMD documents.
• (viii)The average annual turnover of the firm for the last two years. In this conne ction, it is intimated that the amount should not be less than 50% of the tender amount.
• (ix)MII Certificate.
• (x)Certificate of authorization from OEM/ OEM Auth Vendor/ DGQA Approved ven dor with capacity verification/ Govt registered vendors (Proof of supply of same/similar stores to any Central establishment in past 03 yrs for all G ovt registered vendors along with their auth certificate (if any). .
