If any seller submits the offer price during last 15 minutes of RA end time, then RA will be automatically extended for next 15 minutes from the last participation time. There is no limit on such RA extension cycle.

OPTION CLAUSE: The Purchaser reserves the right to increase or decrease the quantity to be ordered up to 25 percent of bid quantity at the time of placement of contract. The purchaser also reserves the right to increase the ordered quantity up to 25% of the contracted quantity during the currency of the contract at the contracted rates. The delivery period of quantity shall commence from the last date of original delivery order and in cases where option clause is exercised during the extended delivery period the additional time shall commence from the last date of extended delivery period. The additional delivery time shall be (Increased quantity ÷ Original quantity) × Original delivery period (in days), subject to minimum of 30 days. If the original delivery period is less than 30 days, the additional time equals the original delivery period. The Purchaser may extend this calculated delivery duration up to the original delivery period while exercising the option clause. Bidders must comply with these terms.
Bidder shall submit the following documents along with their bid for Vendor Code Creation:
Data Sheet of the product(s) offered in the bid, are to be uploaded along with the bid documents. Buyers can match and verify the Data Sheet with the product specifications offered. In case of any unexplained mismatch of technical parameters, the bid is liable for rejection.
Bidder financial standing: The bidder should not be under liquidation, court receivership or similar proceedings, should not be bankrupt. Bidder to upload undertaking to this effect with bid.
Bidders shall quote only those products (Part of Service delivery) in the bid which are not obsolete in the market and has at least 2 years residual market life i.e. the offered product shall not be declared end-of- life by the OEM before this period.
Experience Criteria: The Bidder or its OEM {themselves or through reseller(s)} should have regularly, manufactured and supplied same or similar Category Products to any Central / State Govt Organization / PSU for 3 years before the bid opening date. Copies of relevant contracts to be submitted along with bid in support of having supplied some quantity during each of the year. In case of bunch bids, the primary product having highest value should meet this criterion.
Manufacturer Authorization:Wherever Authorised Distributors/service providers are submitting the bid, Authorisation Form /Certificate with OEM/Original Service Provider details such as name, designation, address, e-mail Id and Phone No. required to be furnished along with the bid
Products supplied shall be nontoxic and harmless to health. In the case of toxic materials, Material Safety Data Sheet may be furnished along with the material.
Registration / Empanelment Requirement: Contract shall be awarded to only such sellers , who are registered / empanelled / approved / enlisted with GeM portal only for the required goods / service category on the date of bid opening. Prospective bidders (if not already registered), are advised to get themselves registered with the said registration authority before bid opening date. (It is certified that the registration is granted by the registering agency as per Rule 150 of GFR following a fair, transparent and reasonable procedure.)
Supplier shall ensure that the Invoice is raised in the name of Consignee with GSTIN of Consignee only.
The seller is required to print logo as per buyer's requirement.
Without prejudice to Buyer’s right to price adjustment by way of discount or any other right or remedy available to Buyer, Buyer may terminate the Contract or any part thereof by a written notice to the Seller, if:
While generating invoice in GeM portal, the seller must upload scanned copy of GST invoice and the screenshot of GST portal confirming payment of GST.
IMPORTED PRODUCTS: In case of imported products, OEM or Authorized Seller of OEM should have a registered office in India to provide after sales service support in India. The certificate to this effect should be submitted.
Nominated Inspection Agency: On behalf of the Buyer organization, any one of the following Inspection Agency would be conducting inspection of stores before acceptance: Pre-dispatch Inspection at Seller Premises (applicable only if pre-dispatch inspection clause has been selected in ATC): Board of officer Post Receipt Inspection at consignee site before acceptance of stores: Board of officer
Bidders can also submit the EMD with Account Payee Demand Draft in favour of CWE Meerut Cantt payable at HQ CWE Meerut Cantt . Bidder has to upload scanned copy / proof of the DD along with bid and has to ensure delivery of hardcopy to the Buyer within 5 days of Bid End date / Bid Opening date.
Successful Bidder can submit the Performance Security in the form of Account Payee Demand Draft also (besides PBG which is allowed as per GeM GTC). DD should be made in favour of Maj Nagendra CV payable at GE (N) Meerut Cantt . After award of contract, Successful Bidder can upload scanned copy of the DD in place of PBG and has to ensure delivery of hard copy to the original DD to the Buyer within 15 days of award of contract.
NET WORTH: Net Worth of the OEM should be positive as per the last audited financial statement.
Bidder's offer is liable to be rejected if they don't upload any of the certificates / documents sought in the Bid document, ATC and Corrigendum if any.
ISO 9001: The bidder or the OEM of the offered products must have ISO 9001 certification.
Material Test Certificate Should Be Sent Along with The Supply. The Material Will Be Checked by Buyer’s Lab & the Results of the Lab will be the Sole Criteria for Acceptance of the Item.
The bidder is required to upload, along with the bid, all relevant certificates such as BIS licence, type test certificate, approval certificates and other certificates as prescribed in the Product Specification given in the bid document.
To be eligible for award of contract, Bidder / OEM must possess following Certificates / Test Reports on the date of bid opening (to be uploaded with bid): Copy of BIFMA/AIOTA Certificate, Copy of Green PRO/Green Guard certificate, ISO 9001:2015 (Quality man agement system), ISO 14001:2015 (Environmental management system), ISO 45001: 2018 (Occupation h ealth and safety management system), ISO 50001:2018 (Energy management system, OEM authorisation, Factory license.All certificate to be approved NABCB .

Copy of factory license, OEM authorisation letter clearly mentioning the subject bid number, Undertaking for acceptance of all terms and conditions of bid & Af fidavit that bidders/ firms is not suspended/ debarred/ backlisted for declaration of non blacklisting in any governme nt organization. Irrevocable Performance security will be deposed in the form of account payee FDR should be submitted within 7 da ys of award of contract or else the award of work shall be deemed cancelled and EMD shall be forfeited. Non- compliance of tender terms, non- uploading of required documents, lack of clarity of the specifications, contra diction & supporting documents may lead to rejection. Specifications of the items is uploaded for strict compliance and no deviation shall be accepted for dimensions and material to be incorporated in each items. In case of any query regarding any aspect of the work, prospective bidder shall contact Engineer-in-Charge. Warranty of 02 years against manufacturing defects and material shall be provided by prospective bidders. If bidders submits any fake documents the department will take legal action against bidder/firm as per Government Rules. All documents should be latest and clearly mention Bid No, date, title seal and signed on every page by bidder. Bidd er is required to upload valid ink signed copy of all documents. All steel surface shall be powder coated as per the colour/ shade approved after treatment of steel surfaces by degr easing, de-rusting, water rinse, phosphating and passivating. All wooden surfaces shall be polished with melamine polish to achieve high glossy finish and should be termite resis tant. Bidders with similar IP addresses will be rejected. Exemption in terms of EMD, BG shall be given only to authorised OEMs registered on GeM portal in the subject cate gory. Traders are excluded from the purview of this policy. Defect liability period will be for a period of six months from the dt of award of contract. Availability of Service Centres: Bidder/OEM must have a Functional Service Centre in the State of each Consignee's Location in case of carry-in warranty. (Not applicable in case of goods having on-site warranty). If service center is not already there at the time of bidding, successful bidder / OEM shall have to establish one within 30 days of award of contract. Payment shall be released only after submission of documentary evidence of having Functional Service Centre.

Escalation Matrix For Service Support : Bidder/OEM must provide Escalation Matrix of Telephone Numbers for Service Support.
Warranty period of the supplied products shall be as given in specifications from the date of final acceptance of goods or after completion of installation, commissioning & testing of goods (if included in the scope of supply), at consignee location. OEM Warranty certificates must be submitted by Successful Bidder at the time of delivery of Goods. The seller should guarantee the rectification of goods in case of any break down during the guarantee period. Seller should have well established Installation, Commissioning, Training, Troubleshooting and Maintenance Service group in INDIA for attending the after sales service. Details of Service Centres near consignee destinations are to be uploaded along with the bid.
Timely Servicing / rectification of defects during warranty period: After having been notified of the defects / service requirement during warranty period, Seller has to complete the required Service / Rectification within 3 days time limit. If the Seller fails to complete service / rectification with defined time limit, a penalty of 0.5% of Unit Price of the product shall be charged as penalty for each week of delay from the seller. Seller can deposit the penalty with the Buyer directly else the Buyer shall have a right to recover all such penalty amount from the Performance Security (PBG).Cumulative Penalty cannot exceed more than 10% of the total contract value after which the Buyer shall have the right to get the service / rectification done from alternate sources at the risk and cost of the Seller besides forfeiture of PBG. Seller shall be liable to re-imberse the cost of such service / rectification to the Buyer.
