OPTION CLAUSE: The Purchaser reserves the right to increase or decrease the quantity to be ordered up to 25 percent of bid quantity at the time of placement of contract. The purchaser also reserves the right to increase the ordered quantity up to 25% of the contracted quantity during the currency of the contract at the contracted rates. The delivery period of quantity shall commence from the last date of original delivery order and in cases where option clause is exercised during the extended delivery period the additional time shall commence from the last date of extended delivery period. The additional delivery time shall be (Increased quantity ÷ Original quantity) × Original delivery period (in days), subject to minimum of 30 days. If the original delivery period is less than 30 days, the additional time equals the original delivery period. The Purchaser may extend this calculated delivery duration up to the original delivery period while exercising the option clause. Bidders must comply with these terms.

• 2.Turnover Bidder Turn Over Criteria: The minimum average annual financial turnover of the bidder during the last three years, ending on 31st March of the previous financial year, should be as indicated in the bid document. Documentary evidence in the form of certified Audited Balance Sheets of relevant periods or a certificate from the Chartered Accountant / Cost Accountant indicating the turnover details for the relevant period shall be uploaded with the bid. In case the date of constitution / incorporation of the bidder is less than 3 year old, the average turnover in respect of the completed financial years after the date of constitution shall be taken into account for this criteria.
• 3.Turnover OEM Turn Over Criteria: The minimum average annual financial turnover of the OEM of the offered product during the last three years, ending on 31st March of the previous financial year, should be as indicated in the bid document. Documentary evidence in the form of certified Audited Balance Sheets of relevant periods or a certificate from the Chartered Accountant / Cost Accountant indicating the turnover details for the relevant period shall be uploaded with the bid. In case the date of constitution / incorporation of the OEM is less than 3 year old, the average turnover in respect of the completed financial years after the date of constitution shall be taken into account for this criteria. In case of bunch bids, the OEM of CATEGORY RELATED TO primary product having highest bid value should meet this criterion.

Successful bidder will have to ensure that adequate number of dedicated technical service personals / engineers are designated / deployed for attending to the Service Request in a time bound manner and for ensuring Timely Servicing / rectification of defects during warranty period, as per Service level agreement indicated in the relevant clause of the bid.

• 2.Scope of Work:-The scope of the work/supplies of items covered in this s upply is as per technical specifications mentioned in bid document.
• 3.All bidders to upload the following documents along with the bid
• (a)OEM Authorization certificate (for specific bid with bid No.) In case the bid der is a reseller, he/she must upload bid specific reseller certificate provid ed by OEM for the bid duly mentioning bid number along with date.
• (b)Turnover of OEM of last three FY must be provided by bidder.
• (c)CA certificate mentioning turnover of reseller of last three FY mus t be provided by bidder.
• (d)Prospective bidders are required to provide warranty certificate fo r every product as provided by OEM. Warranty as per above clause is for r eplacement of defective item(s). Defective item / product will be replaced/ Delivered within 30 days from the date of intimation given by the departm ent at consignee location or as directed by consignee. Suppliers shall bear all expenses for such transactions.
• 4.EMD amount as shown in bid document shall be paid in the form of Bank Guarantee/DD in the name of Headquarters CWE (AF) Srinagar payable at Srinaga r and proof of the same shall be uploaded along with bid. Manufacturer MSME/ OE M of Minimum 50% of bid items of same categories of item will be given exemptio n from payment of EMD and not resellers of OEM as per Govt Policy.
• 5.Items mentioned in bid shall be branded as E-in-C approved and must fall in category 1.
• 6.Bidders are required to upload the MRP/ Pricelist of product/ Item alongwith Bra nd duly stamped and signed by Bidder.

• 9.The documents can be verified by department from OEM by mail/speed p ost, thus all details shall be provided by bidder/ OEM. In case the documents are f ound to be fraud the bidder shall be rejected and matter will be reported to GeM.
• 10.The bidders must be fully acquaint themselves with the payment procedur es of the MES i.e. payment will be made post inspection of supplied items by BOO .
• 11.Bidder must have solvency certificate.
• 12.Bidder must have GSTR 3B for last financial year.

Participation by the bidder in RA process would be considered as their consent for extension in offer validity by 30 days by the date of RA initiation.
