OPTION CLAUSE: The Purchaser reserves the right to increase or decrease the quantity to be ordered up to 25 percent of bid quantity at the time of placement of contract. The purchaser also reserves the right to increase the ordered quantity up to 25% of the contracted quantity during the currency of the contract at the contracted rates. The delivery period of quantity shall commence from the last date of original delivery order and in cases where option clause is exercised during the extended delivery period the additional time shall commence from the last date of extended delivery period. The additional delivery time shall be (Increased quantity ÷ Original quantity) × Original delivery period (in days), subject to minimum of 30 days. If the original delivery period is less than 30 days, the additional time equals the original delivery period. The Purchaser may extend this calculated delivery duration up to the original delivery period while exercising the option clause. Bidders must comply with these terms.

Bidder financial standing: The bidder should not be under liquidation, court receivership or similar proceedings, should not be bankrupt. Bidder to upload undertaking to this effect with bid.

Scope of supply (Bid price to include all cost components) : Supply Installation Testing Commissioning of Goods and Training of operators and providing Statutory Clearances required (if any)

• 4.Turnover Bidder Turn Over Criteria: The minimum average annual financial turnover of the bidder during the last three years, ending on 31st March of the previous financial year, should be as indicated in the bid document. Documentary evidence in the form of certified Audited Balance Sheets of relevant periods or a certificate from the Chartered Accountant / Cost Accountant indicating the turnover details for the relevant period shall be uploaded with the bid. In case the date of constitution / incorporation of the bidder is less than 3 year old, the average turnover in respect of the completed financial years after the date of constitution shall be taken into account for this criteria.
• 5.Turnover OEM Turn Over Criteria: The minimum average annual financial turnover of the OEM of the offered product during the last three years, ending on 31st March of the previous financial year, should be as indicated in the bid document. Documentary evidence in the form of certified Audited Balance Sheets of relevant periods or a certificate from the Chartered Accountant / Cost Accountant indicating the turnover details for the relevant period shall be uploaded with the bid. In case the date of constitution / incorporation of the OEM is less than 3 year old, the average turnover in respect of the completed financial years after the date of constitution shall be taken into account for this criteria. In case of bunch bids, the OEM of CATEGORY RELATED TO primary product having highest bid value should meet this criterion.

IMPORTED PRODUCTS: In case of imported products, OEM or Authorized Seller of OEM should have a registered office in India to provide after sales service support in India. The certificate to this effect should be submitted.

Bidder's offer is liable to be rejected if they don't upload any of the certificates / documents sought in the Bid document, ATC and Corrigendum if any.

Bidders can also submit the EMD with Account Payee Demand Draft in favour of Taluka Development Officer Gandevi payable at Gandevi . Bidder has to upload scanned copy / proof of the DD along with bid and has to ensure delivery of hardcopy to the Buyer within 5 days of Bid End date / Bid Opening date.

Buyer Added text based ATC clauses Additional Terms and Condition: 1 Bidder must have minimum 50% work Government experience for last 3 financial years for the said item within bid end date. Bidder need to up load relevant quantum order completion documents as a proof f or the bid related experience support.

• 2.All quoted rates must be inclusive of all Taxes and also F.O.R. up to delivery and installation of necessar y to the various Taluka Panchayat of place in different taluka of Gandevi Taluka. Qualified bidder must hav e to deliver said item at these place in Gandevi Taluka at his own cost. List of deliverable points will be pr ovided at the time of workorder. Supplier also must have to get delivery receipt of each item with attested sign of the receiver taluka development officer as in good quality and as per needed specification.
• 3.Bidder must need to upload last 3 years turnover certificate which contain minimum twice (double) of bi d value which is duly stamped and signed by CA letterhead.
• 4.Bidder need to upload ATC (All Terms and Conditions) Accepted Certificate.
• 5.The bidder must have to upload an undertaking on Rs. 300/- valid Stamp paper Notarized that They hav e not been blacklisted/de barred by any state government/central government/Psu in the past.
• 6.As per the tender condition, the entire document must be scanned and uploaded online. Out of all the d ocuments, validity of all the documents must be alive. At the time of verification of documents by buyer te am, if any documents validity is over, then bidder will be declared as disqualified.
• 7.As per convenient time of our office, technical bid will be open and verification of uploaded documents will be carried out, there is no time bound period for this bid related work. Bidder who will not fulfilling any condition of this bid will be liable for disqualified / rejection at any stage of bid. Tdo Gandevi. Gandevi has a right to increase or decrease the time limit for bid/supply without any reason.
• 8.If any unexpected problems will occur after or before bid rate finalization, then TdoGandevi, Gandevi’s d ecision will be final and the bidder must have to agree with the same.
• 9.The tender must be submitted keeping in mind all the above conditions, if any of the conditions are viola ted, the tender will not be considered valid. And thereafter, no written or oral submission will be heard.
• 10.Bidder need to upload Original Demand draft of 3 % EMD amount( Rs. 54,000/-) Bidder need to subm it EMD original hard copy at Taluka Development Officer Gandevi, Taluka panchayat Gandevi. Exemption of EMD will be given as per Gujarat state procurement policy 2024. 11.Bidder must have registered office in Gujarat and registered evidence must be uploaded with bid. .
