OPTION CLAUSE 50% : The buyer can increase or decrease the contract quantity or contract duration up to 50 percent at the time of issue of the contract. However, once the contract is issued, the contract quantity or contract duration can only be increased up to 50 percent. Bidders are bound to accept the revised quantity or duration. For lumpsum-based service contracts, the buyer may increase the scope of work and contract value up to 50 percent with the consent of the service provider

• 1.Rate to be quoted on whole job basis/ lump sum basis . i.e. for 15,308 nos. (considering all activities to be performed as per scope of work) . Accordingly, the rate per nos. will be calculated for billing purpose.
• 2.L-1 EVALUATION: L-1 will be decided on the basis of rate quoted by the Firm for 1 whole Job (i.e. i.e. for 15,308 nos. ) .
• 3.Bidder must submit Scope of Work letter no. No. 9010/U-XIV/Proof/RCC100MM dt. 18/09/2026 duly signe d and stamped. ( Scope of Work is attached in bid under heading “ Scope of Work”.)
• 4.PAYMENT TERMS:- “Job Completion Certificate / Report will be given on monthly basis after completion of work and payment shall be done accordingly against Job Completion Certificate.” [ As per point 9(j) of Scope of Work] Payment Additional Clauses:- 100% payment within 30 days after completion of work at OFCH along with a ll required documents. The firm has to submit proof of GST Remittance which shall be verified before relea se of payment.
• 5.Please refer attached bid documents such as TENDER DOCUMENT, SCOPE OF WORK and submit your off er accordingly with all supporting documents including duly signed & stamped compliance statement in co mpliance towards all bid clause. (Compliance statement is attached in Tender Documents from page no. 3 1 to 32 of tender document).
• 6.BIDDER SHALL OFFER THEIR QUOTES ONLY ON FIRM AND FIXED BASIS.
• 7.EMD:- NIL
• 8.DELIVERY PERIOD: shall be up to 31/03/2027 with SERVICE START DATE AS PER GEM CONTRACT.
• 9.If IP address of the bidder matches with IP address of the other participated bidder in the instant Bid, off ers of firm with common IP address may be rejected straightaway in suspect of cartel formation.
• 10.Vendor must submit & upload Udyam registration certificate with latest classification year 2025-26 or above to avail/gain MSE benefits.
• 11.Firm has to submit undertaking mentioning that firm has not been banned or de-listed by any Central/ State Govt, PSU etc. Also, firm are not under liquidation/solvency, court receivership or similar proceedings . confirming that the firm have not been indicted for any criminal, fraudulent or anti-competition activity a nd not under any cartel formation with any of participated bidders and firm will quote competitive rate in f uture tenders.
• 12.ELIGIBILITY CRITERIA:-
• (i)The Firm should have past experience in providing services for non-explosive activities of similar nature (assembly of defence stores) to any defence organization. Firm should submit the copies of Contract Order / Job Completion Certificate in support of these criteria.
• (ii)The Firm must have an operational office within Chandrapur District. In this regard, Firm has to submit supporting documentary proof of location of office establishment in Chandrapur District, such as GST Registration Certificate, Shop & Establishment Registration etc., indicating office address within Chandrap ur District.
• (iii)The firm should submit compliance to scope of work letter no. 9010/U-XIV/Proof /RCC100mm dt. 18/0 9/2026.
• (iv)Bidder must submit complete set of GST registration showing details of managing/whole time directors and key managerial persons.
• 13.Distribution of Tender Qty. – 100% to L-1 firm with applicability of MSE Purchase Preference.
• 14.OPTION CLAUSE :- 50% APPLICABLE .
• 16.PENALTY CLAUSE (as per SoW) : Penalty due to delay in commencement of work after the intimation fo r each day of delay in commencement of work, the firm will be charged at 10% of quoted value of lot consi sts of 499 nos.. .
