OPTION CLAUSE 25% : The buyer can increase or decrease the contract quantity or contract duration up to 25 percent at the time of issue of the contract. However, once the contract is issued, the contract quantity or contract duration can only be increased up to 25 percent. Bidders are bound to accept the revised quantity or duration. For lumpsum-based service contracts, the buyer may increase the scope of work and contract value up to 25 percent with the consent of the service provider

Bidder has to upload scanned copy / proof of the DD along with bid and has to ensure delivery of hardcopy to the Buyer within 5 days of Bid End date / Bid Opening date.

Successful Bidder can submit the Performance Security in the form of Account Payee Demand Draft also (besides PBG which is allowed as per GeM GTC). Bidder's offer is liable to be rejected if they don't upload any of the certificates / documents sought in the Bid document, ATC and Corrigendum if any.

• 1.Bid Validity Period: Bid Validity period for Works contract tenders will be 120 days from the end date of bid submission.
• 2.Earnest Money Deposit (EMD) as indicated in the NIT should be furnished ON LINE as per GeM portal only.
• 3.Work completion period : Within 60 days from the date of commencement which shal l be reckoned from 10th day of award of work / Handover of Site.
• 4.Inspection, executing & contract controlling authority: As per scope of work / sched ule of work.
• 5.Intending Bidders are advised to inspect the actual job condition at site before quoting the rate.
• 6.Rate quoted should be inclusive of all taxes, duties, etc; on the date of the submission of te nder and indicate GST etc.
• 7.The documents uploaded should be clear and legible.
• 8.The security Deposits shall be consist of two parts i.e a) Performance Security 5% of the w ork value and b) Retention money 5%, it will be second part of security deposit.
• 9.The Performance Security (first part of Security deposit) should be 5 % of annualized value of contract amount and should be submitted within 21 days of issue of LOA.
• 10.Payment: All running on account bills shall be paid at 95 % of work value. The balance 5% shall be treated as retention money and will be second part of Security deposit
• b)Retention money 5%, it will be second part of security deposit.
• 11.The EMD/ Bid security deposited by Successful bidder shall be returned after submission of performance security. The Earnest Money/ bid security deposited may be adjusted against t he security deposit (Performance Security) at bidder’s option.
• 12.Copy of PAN card, GST registration certificate, GST TIN no. work experience, etc. to be uplo aded online in single pdf format (Please refer important terms and conditions of NIT).
• 13.All safety measures to be ensured and executed by bidder.
• 14.Bidder should read NIT carefully for Earnest Money, Performance Security. Deposit as per l atest guide line of CIL, details are given in the NIT.
• 15.Any circular/guidelines issued by state/ central government and High Court/ Supreme Cour t to be compiled if any.
• 16.Bidder has to quote rate as per GeM interface i.e. Total value. (Lumpsum Cost of Service in totality).
• 17.Bidders offer will be rejected if the Price Break up is Uploaded/disclosed in the T echnical Bid/Documents. (Applicable for II cover bid).
• 18.The Average Annual Turnover for 3 years shown in GeM Portal Interface is in Lakh (Rounde d off as per GeM) even though during technical evaluation the annual turnover will be consi dered as per NIT clause. (Applicable for II cover bid).
• 19.The Intending Bidder must have experience of having successfully completed similar works , during last 7(seven) years ending last day of month previous to the one in which bid appli cations are invited for two cover system only As per NIT. (Not as per T&C of GeM Portal Wo rk experience criteria.) Note :

• 2.Inspection, executing & contract controlling authority: SAE(E&M),BSA or his represen tative
• 3.Transportation: To and fro transportation cost will be borne by the bidder.
• 4.While working in mine for handling of works. Bidder should ensure that your workmen shoul d use the safety appliance like Gumboot / Mining shoes / Helmets/ insulated ladder /Hand Gl oves/ safety belt etc. if applicable
• 5.Safety of Persons engaged: The contractor shall provide safety equipment to the persons engaged in carrying out the work. The contractor shall be responsible for any accident. WCL will not accept any liability on that account. All safety rules & regulation shall be observed b y the contractor including following provision of works-man compensation Act / any other Ac t / Law / rules prevailing as on date.
• 6.Electricity will be provided by WCL.
• 7.Guarantee/ Warranty: Bidder should ensure guarantee of repairing works including mater ial for work undertaken against all manufacturing defects, design, quality of workmanship & materials free of cost for a period of 12 months from the date of installation or 18 months fr om date of delivery/ completion of work which is earlier.
• 8.While working in mine for handling of overhead line materials/Transformer works. Bidder sh ould ensure that your workmen should use the safety appliance like Gumboot / Mining shoes / Helmets/ insulated ladder /Hand Gloves/ safety belt etc. if applicable.
• 9.Bidder should ensure and provide/ engage electrical qualified person for maintaining neces sary all safety measures while installation and repairing / maintenance work.
• 10.Bidder should ensure and take necessary all safety measures while electrical OH line LT and HT works / electrical maintenance work and also ensure that isolation of power system f rom live supply/ proper shut down from electrical competent authority before engagement o f labor etc. if applicable.
• 11.ACSR Conductors will be provided by WCL. .
