OPTION CLAUSE: The Purchaser reserves the right to increase or decrease the quantity to be ordered up to 25 percent of bid quantity at the time of placement of contract. The purchaser also reserves the right to increase the ordered quantity up to 25% of the contracted quantity during the currency of the contract at the contracted rates. The delivery period of quantity shall commence from the last date of original delivery order and in cases where option clause is exercised during the extended delivery period the additional time shall commence from the last date of extended delivery period. The additional delivery time shall be (Increased quantity ÷ Original quantity) × Original delivery period (in days), subject to minimum of 30 days. If the original delivery period is less than 30 days, the additional time equals the original delivery period. The Purchaser may extend this calculated delivery duration up to the original delivery period while exercising the option clause. Bidders must comply with these terms.

Bidder financial standing: The bidder should not be under liquidation, court receivership or similar proceedings, should not be bankrupt. Bidder to upload undertaking to this effect with bid.

• 3.Turnover Bidder Turn Over Criteria: The minimum average annual financial turnover of the bidder during the last three years, ending on 31st March of the previous financial year, should be as indicated in the bid document. Documentary evidence in the form of certified Audited Balance Sheets of relevant periods or a certificate from the Chartered Accountant / Cost Accountant indicating the turnover details for the relevant period shall be uploaded with the bid. In case the date of constitution / incorporation of the bidder is less than 3 year old, the average turnover in respect of the completed financial years after the date of constitution shall be taken into account for this criteria.
• 4.Turnover OEM Turn Over Criteria: The minimum average annual financial turnover of the OEM of the offered product during the last three years, ending on 31st March of the previous financial year, should be as indicated in the bid document. Documentary evidence in the form of certified Audited Balance Sheets of relevant periods or a certificate from the Chartered Accountant / Cost Accountant indicating the turnover details for the relevant period shall be uploaded with the bid. In case the date of constitution / incorporation of the OEM is less than 3 year old, the average turnover in respect of the completed financial years after the date of constitution shall be taken into account for this criteria. In case of bunch bids, the OEM of CATEGORY RELATED TO primary product having highest bid value should meet this criterion.

IMPORTED PRODUCTS: In case of imported products, OEM or Authorized Seller of OEM should have a registered office in India to provide after sales service support in India. The certificate to this effect should be submitted.

Bidder's offer is liable to be rejected if they don't upload any of the certificates / documents sought in the Bid document, ATC and Corrigendum if any.

Bidders can also submit the EMD with Account Payee Demand Draft in favour of TALUKA DEVELOPMENT OFFICER JALALPORE payable at NAVSARI . Bidder has to upload scanned copy / proof of the DD along with bid and has to ensure delivery of hardcopy to the Buyer within 5 days of Bid End date / Bid Opening date.

Buyer Added text based ATC clauses Additional Terms and Condition

• 1.Bidder must have 50% minimum work experience for 3 financial y ears for the similar category within bid end date. Bidder need to up load relevant quantum order completion documents as proof for th e bid related experience support bidder who have GEM order exper ience, they must have to upload CRAC certificate for the said quant um. If uploaded document will not contain minimum experience do cuments, then bid will be liable to disqualified at any stage of evolu tion.
• 2.Bidder has to upload 3% EMD amount (Rs. 30,000/-) scanned co py / proof of the DD along with bid and has to ensure delivery of ha rdcopy to the Buyer within 5 days of Bid End date. EMD Exemption given as per According to Gujarat state procurement policy 2024.
• 3.Bidder must need to upload last 3 years turnover which contain mi nimum twice bid value, certificate issued by CA with UDIN number.
• 4.The bidder must have to submit an undertaking in affidavit on Rs. 300/- stamp paper that they not been blacklisted/debarred by any stat government/central Gov./PSU in last three years as on last dat e of bid submission.
• 5.As per tender condition, the entire document must be scan and up load online. Out of all documents validity of all documents must be alive. At the time of verification of documents by buyer team if any documents validity is over, then bidder will be declared as a disqua lified.
• 6.Bidder must have OEM or certificate of accreditation by OEM has t o be upload.
• 7.As per convenient time of our office, technical bid will be open and verification of uploaded documents will carried out, there is no tim e bound period for this bid related work. Bidder who will not fulfillin g any condition of these bids will be liable for disqualified/rejection at any stage of bid.
• 8.Bidder must have registered office in Gujarat and registered evide nce must be uploaded with bid and bidder service centre also avail able nearby consignee district.
• 9.Bidder need to upload ATC (all terms & conditions) accepted certificate.
• 10.The bidder quoted price should be inclusive of all taxes and trans portation cost to delivering locations.
• 11.In case of delay supply from the bidder side, Buyer have right to i mpose penalty for it and bidder must abide with this condition and they are not eligible for the refund of penalty amount.
• 12.All rights of Bids remain with Buyer.
• 13.For the any issue related to these bid, legal jurisdiction will be Nav sari only. .

Participation by the bidder in RA process would be considered as their consent for extension in offer validity by 30 days by the date of RA initiation.
