OPTION CLAUSE 25% : The buyer can increase or decrease the contract quantity or contract duration up to 25 percent at the time of issue of the contract. However, once the contract is issued, the contract quantity or contract duration can only be increased up to 25 percent. Bidders are bound to accept the revised quantity or duration. For lumpsum-based service contracts, the buyer may increase the scope of work and contract value up to 25 percent with the consent of the service provider

Bidder's offer is liable to be rejected if they don't upload any of the certificates / documents sought in the Bid document, ATC and Corrigendum if any.

Bidder financial standing: The bidder should not be under liquidation, court receivership or similar proceedings, should not be bankrupt. Bidder to upload undertaking to this effect with bid.

Escalation Matrix For Service Support : Bidder/OEM must provide Escalation Matrix of Telephone Numbers for Service Support.

Successful Bidder can submit the Performance Security in the form of Fixed Deposit Receipt also (besides PBG which is allowed as per GeM GTC). FDR should be made out or pledged in the name of Pay and Accounts Officer (Audit), Office of the Pr. Accountant General (A&E) Bihar, Patna A/C (Name of the Seller). The bank should certify on it that the deposit can be withdrawn only on the demand or with the sanction of the pledgee. For release of Security Deposit, the FDR will be released in favour of bidder by the Buyer after making endorsement on the back of the FDR duly signed and stamped along with covering letter. Successful Bidder has to upload scanned copy of the FDR document in place of PBG and has to ensure delivery of hard copy of Original FDR to the Buyer within 15 days of award of contract.

• 6.Past Project Experience Proof for Past Experience and Project Experience clause: For fulfilling the experience criteria any one of the following documents may be considered as valid proof for meeting the experience criteria:a. Contract copy along with Invoice(s) with self-certification by the bidder that service/supplies against the invoices have been executed.b. Execution certificate by client with contract value.c. Any other document in support of contract execution like Third Party Inspection release note, etc.Proof for Past Experience and Project Experience clause: For fulfilling the experience criteria any one of the following documents may be considered as valid proof for meeting the experience criteria:a. Buyer Added text based ATC clauses Part A: Terms & Conditions for which documents are required : -

• 1.Average Annual Turnover of the Bidder is minimum of Rs. 8 Lakh.
• 2.One years of Past Experience of similar services required.

• 5.The bidder or the OEM of the offered products must have ISO 9001 certi fication.
• 6.The bidder must be registered under Commercial Tax Department. (GS T certificate required). Part B: General Terms and Condition

• 4.For fulfilling the experience criteria any one of the following documents may be considered as valid proof for meeting the experience criteria:

• i.The buyer office wants a COMPREHENSIVE ANNUAL MAINTENA NCE CONTRACT. ii. At least one resident service engineer having knowledg e of servicing of the all IT Assets as per mentioned in the Bid m ust be present in the "Buyer Office" i.e. Office of the Principal Accou ntant General (Audit-I) Bihar, Mahalekhakar Bhawan, Birchand Patel Marg, Patna, during office time. iii. The rates quoted will remain in force for the full contract period . No demand for revision of rate on any account shall be entertained during the contract period. iv. The firm shall maintain the equipment as per manufacturer's g uidelines and shall use standard components for replacement. In ca se of an instance of sub-standard repair/ replacement of parts by th e firm, it may lead to cancellation of the contract and any other lega l action may be taken against the firm.
• v.The Buyer Office shall not be liable to make payment over and above the comprehensive maintenance cost, in any case. All types of repair/replacement of spare parts (as per scope of AMC) shall be covered under the comprehensive maintenance contract. vi. No advance payment shall be made. Payment of maintenance charges shall be made in quarterly periods after completion of ever y three months subject to satisfactory performance. vii. The Pr. Accountant General (Audit) Bihar reserves the right to increase or decrease quantities any time. Accordingly, the charges will be increased/decreased on pro-rata basis. viii. It shall be the responsibility of the firm entering into the contrac t not only to make the items under AMC work satisfactorily through out the contract period but also to handover the items under AMC t o this office in working condition on expiry of the contract. ix. The equipment being taken to the workshop for repair would b e at company's own risk and expenses till return of the equipment t o the buyer office.
• x.The firm would be required to rectify the defects within 24 hou rs’ time from the time of report in the office or time of receipt of co mplaint whichever is later, in cases where spare parts are required. xi. While providing AMC service, it must be ensured that there sh ould be no loss of organization's IT assets like data and equipment. It must also be ensured that there should not be any disclosure of or ganization's data. xii. The Pr. Accountant General (Audit) Bihar, Patna reserves the ri ght to reject any quotation in whole or in part and his decision in thi s regard shall be final and binding. xiii. Supplier shall ensure that the Invoice is raised in the name of th e Consignee with GSTIN of Consignee only. xiv. IT peripherals such as 2 Laser Printers, 2 Monitors, 10 SMPS, 10 Keyboards, 10 Mouse, 2 each of Laptop Keyboards (Make as per ab ove mentioned in Bid) etc. should be made available in Advance in t he office premises well within 15 days of award of the Contract as Stand By. IMPORTANT NOTE: - Payments of below items will be started after their AMC started.
• i.264 desktops of ACER brand will be included in AMC fro m 01.03.2027. ii. 100 desktops of HP brand will be included in AMC from 01.04.2027. iii. 5 laptops of HP brand will be included in AMC from 01.0 3.2027. iv. 100 laptops of ACER brand will be included in AMC from 01.03.2027.
• v.2 Book Scanner of Microtek brand will be included in A MC from 01.04.2027. vi. UPS of 1 KVA offline mentioned in GeM contract has be en 1 KVA online UPS. .

Participation by the bidder in RA process would be considered as their consent for extension in offer validity by 30 days by the date of RA initiation.
